Attachment 01a - IDIQ
PWS
Solicitation
1.6.3: Seems to conflict - "The Contractor is responsible for completing System Support and
Repair work required under this contract irrespective of Federal holidays to include any other day designated by Federal Statute, Executive Order or a
Presidential proclamation" and then later in section says "The contractor is not required to perform service on holidays". Can the Government confirm that the Contractor is responsible for completing
System Support and Repair work irrespective of
Federal holidays to meet contract requirements and response/repair SLAs?
There are task orders that will require work outside of normal hours and on holidays. For TO1 and Base IDIQ, the vendors shall repair the items, irrespective of holidays or weekends.
Information for future task order work hours will be provided in the task order PWS. Section 1.6.3 of the IDIQ
PWS (Attachment 01a) and Sections
1.6.2 & 1.6.3 of TO1 PWS
(Attachment 01b1) are revised accordingly via Solicitation
Amendment 0003.
Attachment 01a - IDIQ
PWS
Solicitation
The Program Manager is listed as Key Personnel in
Task Order 1 PWS Section 1.9. Can the government confirm that the Program Manager of Task Order 1 will also serve as the Program Manager of the IDIQ?
Yes, the Task Order 1 PM will serve as the ISSC IDIQ PM. Other task orders may require PMs, and will be listed in the task order PWS. Section
1.9.1 of TO1 PWS (Attachment 01b1) is revised accordingly Solicitation
Amendment 0003.
Attachment 01b - TO1
PWS
Solicitation
1.4.6.1: This section defines service call degradations/thresholds and response/repair times for Tier 1/Tier 2. Can the Government also provide response/repair times for all remaining service call types (i.e. those that do not specifically fall within the degradation definitions provided for Tier 1/Tier
2)?
Outage or repair issues not falling into either Tier 1 or 2 shall be responded to within 60 minutes and the
Government Lead or COR shall be notified. Based on the issue and impact on security, time for repair will be provided at that time. Section
1.4.6.1 of TO1 PWS (Attachment
01b1) is revised accordingly
Solicitation Amendment 0003.
Attachment 01b - TO1
PWS
Solicitation
1.4.6.1: Is Tenant lock-out during normal business hours Tier 1 and Tier 2? It is listed under both in the
PWS.
Tier 2 should be tenant lockout during non-duty hours. Section 1.4.6.1 of
TO1 PWS (Attachment 01b1) is revised accordingly Solicitation
Amendment 0003.
Attachment 01b - TO1
PWS
Solicitation
1.6.2: Indicates "The Contractor is not required to perform service on holidays (excluding ISSC
Service Desk personnel)". This seems to contradict section 1.4.6.1 which sets response/repair times for service call degradations/thresholds. Given that
PFPA's mission is 24x7x365, can the Government confirm that response/repair may require more than just ISSC Service Desk personnel on holidays to meet the stated response/repair times?
Yes, to meet response and repair times, vendors may have to provide personnel to Tier 1 or Tier 2 service calls. The vendor can determine which staff meet those requirements.
Section 1.6.3 of TO1 PWS
(Attachment 01b1) is revised accordingly Solicitation Amendment
0003.
Attachment 01b - TO1
PWS/Appendix A Tables Solicitation
Appendix A Table 9: Are there any turnstiles at
Mark Center that should be included in Table 9 and included in preventative maintenance/repair services?
Yes, the 16 total turnstiles at the Mark
Center should be included in the preventative maintenance and repair services. Table 9 in Appendix A
(Attachment 01b2) is revised to include the Mark Center via
Solicitation Amendment 0003.

Attachment 8: Can the Government confirm that the
"IDIQ hourly rate" on Tab 2 should match the hourly rate for the same LCAT on Attachment 5?
Yes, the Offeror’s “IDIQ hourly rate” on Tab #2 of Attachments 8a, 8b, 8c, and 8d must match the Offeror’s proposed IDIQ hourly rate from
Attachment 5.
11 Attachment 08a Solicitation
Attachment 8: In reviewing Appendix D - ISSC
Assets it appears that the items identified in storage represent a very small percentage of what is shown as installed and a large portion of the items identified in storage do not match items installed and/or are obsolete/end of life parts. Can the
Government confirm that additional spare parts will be required as materials on Tab 3 of Attachment 8 to meet contract performance levels? What has been the historical spare parts purchases on the contract beyond government provided spare parts? Would the
Government add this line item to Tab 3?
The parts that that will be transferred to the incoming contractor (a snapshot of which is listed at Appendix D) are not all of the parts that the Contractor will need in order perform the Task
Order 1 services. The Contractor will be required to provide any additional parts that are needed at its own expense, as part of the firm-fixed price. In addition, the Contractor is responsible for replacing the parts that it uses from the bench stock, also at its own expense, as part of the firm-fixed price. The Offeror shall use Tab
3 of Attachment 8a to propose its firm-fixed price for parts and other materials. Parts required for the vendor to procure would be based on parts that fail that are not at end of life. The Offerer shall ensure material is available to meet Tier 1 and 2 repair time criteria. There are 450-600 service calls a month. 30-40% of these service calls are due to hardware failure.
12 Attachment 08a Solicitation
Attachment 8: Based upon review of the Attachment
01b Task Order 1 PWS and Appendix A Tables, it appears that the following SSA/SMA are missing from Tab 3: Boom Truck Rental, Scissor Lift Rental, CCURE PACS/IDS SSA should be for 3 sites (MC, DHHQ, RRMC), ELSAG LPR SSA, Gatekeeper
UVSS SSA, Genetec Autovu LPRPE SSA, FFT
PIDS SSA, Briefcam Video Analytics SSA, Zenitel
ECB SSA, Iris ID SSA, Aware SSA, Accuant SSA, TBS Ent Bio SSA, Edge 360 Ravenview 3D Maps
SSA, Boon Edam Turnstiles Support (Repair and
Preventative Maintenance). Would the Government add these line items to Tab 3?
The listed materials are added to the
"Materials Tab" of Attachment 08a via Solicitation Amendment 0003.
13 Attachment 08a Solicitation
Attachment 8: On Tab 3, if the offeror determines additional materials (i.e. spares) and/or SMA/SSA are required to fully meet the requirements identified in the solicitation (PWS, Appendix A Tables) it could increase the offerors total evaluated price but could also demonstrate to the Government a deeper level of understanding and cost reasonableness. Can the Government clarify how it will consider/evaluate between these tradeoffs?
Factor 1 Technical Approach evaluation will not include a technical assessment of the quality or quantity of the Offeror’s materials proposed on
Tab 3 (“Materials”) of Attachment 8a.
As such, there will be no tradeoffs between (1) the Offeror’s proposed price for materials and (2) the technical quality or technical understanding inherent in the
Offeror’s proposed Materials list.

Task Order 2 Solicitation
Section 1.4.6.4, Senior Cybersecurity Team Lead, key personnel qualifications, bullet 7, identifies a requirement for a "valid current certificates for
Windows and Linux Administration"; however the job responsibilities do not describe any activities that would require direct Windows or Linux system administration (this activity would be a tactical engineering responsibility). Recommendation to remove this requirement as the government will not benefit from this restrictive qualification as it extremely limits the pool of viable candidates that can successfully execute the position.
Removed this requirement from the
Senior Cybersecurity Team Lead’s position from Section 1.4.6.4 of TO2
PWS (Attachment 01c1) via
Solicitation Amendment 0003.

Page 7, Table 1, PFPA Infrastructure Hardware
Components, states there are 264 Dell Optiplex 7040
Workstations; this model stopped being manufactured in 2015. We assume PFPA has completed a lifecycle refresh for these machines as this would be end-of-life by 2020 by industry standards. Can the government confirm the model number(s)/confirm the quantity of workstations as this information may be incorrect or outdated.
Additionally the Precision 7015 does not appear to be a valid model number. Can the government also confirm this model number and quantity?
The Government has initiated a Life
Cycle Replacement (LCR) project and has replaced ~75% of legacy workstations and laptops. The legacy
Workstations and laptops are being replaced with the following equipment: Dell OptiPlex 7070
Workstation (360), Dell Precision
3630 Tower CTO Workstation (42), Dell Precision 7540 Intel Corei7-

(FPTS)
Appendix A
Does the current incumbent’s scope include FPTS? Yes. As of August 2020, the network and Infrastructure from Appendix A is supported by Task Order 2 (FPTS).
That is listed in Attachment 01c2.
Appendix A supports Task Order 1 and provides an overview of all PFPA equipment and systems. FPTS PWS stands alone and Attachment 01c2 provides details on the systems Task
Order 2 is responsible for. The locations and applications are supported by Task Order 1, the network and Infrastructure is supported by Task Order 2.
43 Phase In/Phase Out Plan PWS IDIQ
A 30 day Phase In period appears to place competitors and the Government at a disadvantaged, as there will be many tasks to complete. During the first 30 days of the contract, vital tasks will need to be completed – some of which are:
a. Have a kickoff meeting (Per PWS – Task Order
1, Table 2 (Meetings), pages 21 -22 , this meeting is conducted within 15 days of contract award)
b. Get all players on board (the incumbent, our team, and any Government stakeholders)
The Government has a draft 30 day transition out plan, with a final version due 90 days before contract termination. Historically, the
Government has found that 30 days is enough time to complete the requirement.
c. Update the Phase-In plan and agree on it, including the incumbent and presumably their phase-out plan.
d. Get the Government to approve the Phase-In Plan
e. Finalize the baseline preventative maintenance plan, including schedule.
f. Set up the MMS
g. Train PFPA to use the new MMS
h. Set up the ITF
i. Transition the inventory and records
j. Have the Government sign off on the Phase-In once completed.
Does the incumbent contractor have a plan that would support this 30-day transition?
44 Task Order 1 PWS 1.4.5.1
Does material need asset tagging while on shelf? Only GFE needs to be inventoried. If the GFE is on the shelf for installation or repair, it does not need to be tagged, but it needs to be included in the inventory for the Defense
Property Accountability System
(DPAS) for audit purposes.
45 Task Order 1 PWS 1.4.6.1
What are the expected hours of operation for warehouse?
The hours of the vendor’s warehouse is up to the vendor. Availability for audit and inspection may be required during reasonable business hours as agreed upon by the Government and
Contractor.

Government states: Contractor shall maintain a spare parts inventory and active logistics program to support the fielded equipment for the term of the contract. Does the government have storage space available on PFPA facilities and if so, what are the details? If not, how/where does the contractor provide pricing?
The Government does not have storage space. Attachment 08a is revised to add CLINs 0003, 1003, 2003, 3003, and 4003 for warehouse storage pricing via Solicitation
Amendment 0003.
49 Attachment 01b1, Pg 18 Solicitation
There is a requirement for the PM to have TS/SCI at time of proposal. SCI is program specific and only the incumbent would have this. Can the government remove this requirement?
The PM must have a TS with SCI eligibility at the time of proposal submission. The proposed PM must be SCI eligible so that the PM’s TS
SCI becomes active upon award and once they are read on to this program.
PWS Section 1.9.1 is revised accordingly via Solicitation

50 Attachment 01b1, Pg 24 Solicitation
Government states it can’t guarantee space for personnel. Can the government provide the number of personnel it can accommodate and locations of those personnel? Can the government provide the number of parking spaces per location available to the contractor?
This is unknown as the office and parking spaces are limited and only provided when available.
51 Attachment 01b1, Pg 25 Solicitation
The Contractor shall provide lifts, ladders and any equipment needed to perform the tasks described in this PWS. Regarding lifts specifically, can the government provide a standard so that all bidders are on the same playing field? Only the incumbent
There is no storage at the facilities.
All equipment shall be brought on-site by the contractor as needed. The
Government anticipates lifts to be necessary as the contractor provides
Preventative Maintenance and would know what type of lifts are needed. Is there a place to store the lifts on-site/sites?
Repairs as needed for example, to include, but not limited to, cameras on light poles based in the parking lot or rooftops Types of lifts and equipment is included in Attachment 08a and include boom truck rental and scissor lift rental.
52 RFP, Pg 19 Solicitation
Government states: The Offeror shall propose a price by submitting Price Volume VI in the attached
Pricing MS Excel Templates, Attachment 5, Attachment 8 and Attachment 9. In reference to
Attachment 8, does that refer to Attachment 8a, 8b, 8c and 8d?
Yes.
53 RFP, Pg 19 Solicitation
The Government states: Proposals that take exception to any requirement, state assumptions or impose requirements not in or contrary to the solicitation or otherwise qualify the proposal shall not be considered and shall be deemed unacceptable for award. In regard to Attachment 9, it states: The proposed material pricing on all Task Orders issued from the resulting contract shall not exceed the maximum pricing listed in this attachment. How does the contractor protect itself from manufacturer price increases without making an assumption?
The assumptions referred to are assumptions regarding the terms of the contract. The language does not prevent the vendor from exercising its own business judgment—regarding manufacturer prices or any other consideration—when preparing its proposal.
54 RFP, Pg 21 Solicitation
