About this file

This is a final Request for Proposal (RFP) for multiple-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to provide analytic and technical support services. The requirements are mainly for the Under Secretary of Defense Acquisition and Sustainment, but also include other Acquisition Directorate customers and DoD Fourth Estate agencies. The performance work statement covers administrative management and general management consulting services as well as professional, scientific, and technical services. The primary place of performance is within the National Capital Region, including the Pentagon, Mark Center, and other offsite locations as specified in individual task orders. The RFP includes pricing templates for fixed-price and time-and-materials labor rates, as well as details on small business participation commitments and subcontracting plans. Proposals are due by September 2, 2020. The Government intends to make multiple awards and issue both fixed-price and cost-reimbursement task orders under the IDIQs.

The following have been modified:

CONTRACT ADMIN (PERFORMANCE)

F-1.0 Government Furnished

The Government shall provide the facilities, equipment, materials, and/or services listed below. Performance of this effort may require the Contractor to access and use data and information proprietary to a Government agency which is of such a nature that its dissemination or use, other than in performance of this effort, would be adverse to the interests of the Government and/or others. As determined by mutual agreement in specific TOs, the Government will provide additional property that may be required in the performance of this effort. At the request of the Government, or at completion of efforts required under this IDIQ, the Contractor will immediately return any Government-provided property, including any equipment, specialized or off-the-shelf software, and all other property provided by the Government for the contractor to use to complete this effort.

F-1.1 Information

The Government will provide the contractors with access to relevant Government facilities, studies, reports, data, and key staff as required to perform the tasks contained in this PWS and associated TOs. The Government will provide timely feedback and comments on Contractor draft deliverables within ten business days of receipt, to ensure final deliverables are received in a timely manner.

F-1.2 Utilities

All utilities in the facility will be available for the Contractor’s use in performance of duties. The Contractor shall instruct employees of utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities. On-site support contracted personnel will be provided with building passes for the period of performance and government Information Technology (IT) support. Off-site contracted personnel will be issued temporary building access passes and must use contractor-furnished IT support.

F-1.3 Facilities

When applicable, the Government will furnish the necessary workspace for the Contractor staff to provide the support outlined in this PWS to include desk space, telephones, computers and other items necessary to maintain an office environment. The Contractor will be allowed access to the Government's facilities, as specified below:

• Pentagon, to include issuance of building passes and Common Access Cards (CACs) to qualified contractor personnel supporting these tasks. Building pass/access requests shall identify the visit frequency requirement.

• Other sites within the National Capital Region (NCR), as required.

F-2.0 Contractor Furnished

Except for those items specifically stated to be Government Furnished in Section F-1.0, the Contractor shall furnish everything required to perform the PWS. In fulfillment of this effort, the Contractor will provide the deliverables identified in Section F-6.0. All deliverables will be submitted to the COR and/or designated senior official, unless otherwise agreed upon.

F-3.0 Period of Performance

The IDIQ Period of Performance (POP) is five years.

F-4.0 Place(s) of Performance

The normal place of performance for direct technical staff support is the Pentagon reservation and other sites within the National Capital Region (NCR). Place(s) of performance will be stated in each TO. Project and study tasks are not normally tied to performance in a specific location, though progress reports and deliverables will be conveyed in the Pentagon reservation and other sites within the NCR unless otherwise specified. Off-site locations and telecommuting arrangements may be allowable work locations upon the Government COR approval.

There is the potential for OCONUS task order requirements. If OCONUS work is required, task orders and LCAT pricing will be negotiated at the task order level.

F-5.0 Observance of Legal Holidays and Facility Closures

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

L-1 GENERAL

Washington Headquarters Services/Acquisition Directorate (WHS/AD) intends to make multiple Indefinite- Delivery/Indefinite-Quantity (IDIQ) contract awards under a single full & open competition solicitation under NAICS Code 541990 with set-aside reserved for small businesses under NAICS Code 541611. Small businesses are encouraged to propose on the entire full & open competition requirements for both NAICS codes, but also have the option to submit proposals for solely the portion reserved for small business. If a small business chooses to propose on both, only one proposal package must be submitted with a marking on the cover page stating the desire to be included in both the small business reserve and the unrestricted competition. If a small business is selected for both a small business reserve award and an award under the unrestricted competition, only one contract covering both pools will be awarded. The contractor will be eligible for both the small business reserve task order competitions and the task order competitions under the unrestricted pool. Teaming Arrangements are allowable per Section H-3.0;

however, each team must specify a prime contractor.

Multiple offers will not be accepted. It is not acceptable for contractors to submit multiple offers with the same Contractor Team (even with different Prime Contractors) under the Small Business Reserve Pool or the Unrestricted Pool. It is however acceptable for the same Contractor Team to submit separate proposals under the Small Business Reserve Pool, and propose the same Contractor Team, with a different Prime Contractor, in the Unrestricted Pool.

For example, it is NOT acceptable to have Company A as the Prime Contractor and submit a response for the Small Business Reserve Pool with Company B as its Subcontractor, and to have Company B as the Prime Contractor and submit a response for the Small Business Reserve Pool with Company A as its Subcontractor.

It is acceptable to have Company A as the Prime Contractor and submit a response for the Small Business Reserve Pool with Company B as a subcontractor, and have Company B submit for the Unrestricted Pool as the Prime with Company A as a subcontractor.

The IDIQ will contain the option to issue Task Orders on a Fixed Price or Cost-Reimbursement, Labor Hour or Time & Materials (or combination thereof) basis. The small business set-aside IDIQ awards will only include Fixed Price Task Orders.

WHS/AD will evaluate proposals and make awards in accordance with the evaluation criteria set forth in Section M.

The Government reserves the right to award without discussions. The Offeror must unconditionally accept the terms and conditions of the RFP. Offerors cannot redline or condition proposals.

WHS/AD shall not be obligated to pay any cost incurred by the offeror in the preparation and submission of a proposal in response to the solicitation. The offeror is advised that the Contracting Officer is the only person who can legally obligate WHS/AD for the expenditure of public funds in connection with this procurement.

3. Security Clearance:

ALL PROPOSALS: To be eligible for contract award, all offerors (prime only) must provide on the date of quotation submission, evidence of their current/active DoD Facility Security Clearance at the TOP SECRET level or above.

The offeror must have the ability to provide and maintain contractor personnel up to and including a Top Secret / Sensitive Compartmented Information (SCI) minimum with Special Program Access eligibility. There will be no exceptions or extensions to this requirement. This security clearance is a PASS/FAIL requirement to be verified by the Government. 4. Organizational Conflict of Interest (OCI) Mitigation Plan:

ALL PROPOSALS: The offeror shall identify, if necessary, any current OCI, that will occur as a result of this IDIQ award, within USD(A&S) and WHS and include a specific mitigation plan. Offerors must complete the OCI Analysis and Disclosure Form (Attachment #7). It is the offeror’s responsibility to identify potential conflicts of interest. Conflicts must be described in adequate detail for the Contracting Officer to determine if an actual conflict exists and if it has been adequately mitigated (e.g., provide contract numbers of contracts that will continue to be supported, contracts that will be terminated, or contracts that will be lapsed to terminate any conflicts). See FAR 9.504(e). Notices to offerors of OCIs and their responses thereto are not negotiations or discussion as those terms are used in FAR 15.306(d). If an offeror determines that an actual or potential OCI does not currently exist they shall include a statement to that effect as part of the OCI analysis and disclosure form and are not required to submit a specific mitigation plan. When the offeror determines an actual or potential OCI exists, the offeror shall provide an IDIQ OCI mitigation plan which addresses how actual or potential OCI will be handled and mitigated on future task order awards. Failure to provide adequate information on an offeror’s avoidance or mitigation will result in the proposal being rejected and relieves the Government of any further responsibility to resolve OCI issues. Blocks 14- 16 will be filled-out by the IDIQ contracting officer for awarded IDIQ contracts.
