ATSS Historical Environment Document

This document is provided for reference purposes only to show the types of requirements previously awarded under the ATSS IDIQ.

Financial and Budget Support (FABS): The Office of the Under Secretary of Defense (Acquisition & Sustainment) (OUSD(A&S)) performs acquisition oversight, including technical, and programmatic evaluation of Defense Acquisition Programs, Information Systems, and other OSD and DoD programs.

OUSD(A&S) is also responsible for the planning, programming, budgeting, execution, and analysis of A&S’ core programs and other related funds. A&S requires financial and budget support (FABS) for Activities, Programs, and Program Elements (PEs) assigned to OUSD(A&S) for oversight or execution.

Additionally, A&S requires program and portfolio analytics to enable effective utilization of assigned Programs, Projects, and Program Elements, and funds appropriated to A&S and its subordinate Activities.

Earned Value Management (EVM) / Assessment and Root Cause (ARC) Support: A&S Acquisition Enablers (AE) develops, implements, assesses, and pilots innovative acquisition practices; leads data management; develops analytics and conducts analysis to enable data-driven decision making; and promulgates policies including those associated with the Adaptive Acquisition Framework (AAF) implementation, monitoring, best practices, and training. AAF policies include the DoD Directive 5000.01, DoD Instruction 5000.02, and policies regarding Urgent Operational Needs, Middle Tier of Acquisition, Software Acquisition, Business Systems Acquisition, Major Capability Acquisition, and Acquisition of Services. AE champions the Department’s Agile Software Pilot efforts, Assessment and Root Cause Analysis, Integrated Program Management, Intellectual Property, and Acquisition Intelligence. AE has three Directorates: Acquisition Approaches and Management, Acquisition Analytics and Policy, and the Acquisition Intelligence Division.

Joint Acquisition, Data, and Engineering (JADE): USD(A&S) supervises Department of Defense (DoD) acquisition and procurement, and establishing policies to support it. The JADE Support effort ensures synergy of acquisition and procurement data efforts, common data definitions across USD(A&S) essential to effective data-driven analyses and decision-making, and integrated design of common acquisition and procurement capabilities across USD(A&S). The effective supervision and improvement of acquisition and procurement processes and outcomes, requires quality, timely, and accurate acquisition data. It is essential that the DoD be able to identify, trace, and audit the completeness and accuracy of its acquisition and procurement data. Once empowered with authoritative acquisition and procurement data and insights from analyses of that data, DoD leadership can better report, analyze, and make informed decisions on the Department’s complex acquisition portfolio.

Acquisition Visibility Capability Support II (AVCS II): EI supports Defense Acquisition Program statutory and regulatory reporting and oversight requirements for the Major Capability Acquisition pathway using the Defense Acquisition Management Information Retrieval (DAMIR) system. In addition, DoD Instructions (DoDI) 5000.02, 5000.74, and 5000.75 establish milestones and requirements that programs must achieve to continue progressing through the acquisition lifecycle. AAF Pathway policies are emerging that will shape acquisition data requirements in the future. Documentation associated with the AAF Pathways is stored in the Acquisition Information Repository (AIR) and is a source of information to support analysis and decision making.

Defense Privacy Civil Liberties & Transparency: Within the Department of Defense, the Deputy Chief Management Officer (DCMO) is the DoD Privacy and Civil Liberties Officer (PCLO) and the DoD Chief Freedom of Information Act (FOIA) Officer. The Director of Oversight and Compliance was also designated by the DCMO as the DoD Senior Agency Official for Privacy (SAOP). The DPCLTD, located within the DO&C, performs many privacy, civil liberties, FOIA, and OPEN Government functions on behalf of the DCMO and DO&C in their respective roles as PCLO and SAOP. DoD Component privacy, civil liberties, and FOIA officials ensure that DoD privacy, civil liberties, and FOIA program responsibilities are carried out at the component-level.

DO&C oversees Department-wide compliance with these programs and reports directly to the Chief Management Officer (CMO) about related issues that may require action by the CMO and/or senior Department leaders. The CMO is the Chief FOIA Officer, the Privacy and Civil Liberties Officer, and the Regulatory Policy Officer.
