SUMMARY OF CHANGES

SECTION B - SUPPLIES OR SERVICES AND PRICES

The following have been modified:

SERVICES AND PRICES

B-1.0 Contract Type

This Washington Headquarters Services / Acquisition Directorate (WHS/AD) non-personal, Analytic and Technical

Support Services (ATSS) requirement is a vehicle to provide broad contracted technical on-site and off-site support.

On-site support consists of point of service presence in work weeks normally comprising five eight-hour workdays.

The objective of this contract action is to acquire technical support, technical studies, and research and development

(R&D) projects through the award of Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts, with a combination of Fixed Price (FP), Labor-Hour (LH), Time and Materials (T&M), and Cost-Reimbursement (CR) Task Orders

(TOs). The appropriate contract type per individual task order will be chosen based on risk; Government resources;

complexity of the requirement; ability to pre-determine expected deliverables and schedule; and benefit to the

Government to provide specific incentives (e.g., Fixed Price Incentive (Firm Target), Cost Plus Incentive Fee, Cost

Plus Award Fee). The small business reserve IDIQ awards (under NAICS Code 541611) will only include Fixed

Price Task Orders. These TOs will provide administrative mission support services. Other services may take the form of information, advice, expert opinions, alternatives, analyses, evaluations, recommendations, training, and services to complement the Government’s expertise. Contractor employees are expected to interface with senior officials, executives and managers across DoD, the Military Service Departments, other Federal Government

Agency representatives, Executive Branch representatives, Congressional Staff, program managers, university officials, the public, and other organizations as specified in individual TOs.

B-1.1 Fixed Price

Fixed Price task orders will be executed to the maximum extent practicable in support of technical support services, technical studies, and projects with a determinate deliverable and schedule.

B-1.2 Cost Reimbursement

Cost-Reimbursement task orders will typically be executed for support services, studies, or R&D projects where uncertainties exist on the requirement's solution. Cost-Reimbursement task orders will be executed when the order does not allow for the price to be estimated with sufficient accuracy. Cost-reimbursement types of contracts provide for payment of allowable incurred costs, to the extent prescribed in the contract. These contracts establish an estimate of total cost for the purpose of obligating funds and establishing a ceiling that the contractor may not exceed (except at its own risk) without the approval of the contracting officer. Cost-Reimbursement task orders do not apply to the small business reserve IDIQ awards.

Government anticipates that a de minimis number of task orders will be issued on a cost reimbursement basis.

B-1.3 Time and Material

A time-and-materials contract provides for acquiring supplies or services on the basis of direct labor hours at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit; and actual cost for materials. A time-and-materials contract may be used only when it is not possible at the time of placing the contract to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. Time and Material task orders do not apply to the small business reserve IDIQ awards.

B-1.4 Labor Hour

A labor-hour contract is a variation of the time-and-materials contract, differing only in that materials are not supplied by the contractor. Labor Hour task orders do not apply to the small business reserve IDIQ awards.

B-1.5 Commercial and Non-Commercial Orders

This IDIQ will allow for both commercial and non-commercial orders. The commerciality determination will be made at the task order level.

B-1.6 Labor Expertise Typical of Desired Support

Each labor category is classified with one of the following education/experience levels. Contractor personnel performing work under any given labor category and associated rate must meet the corresponding requirements:

Level Requirements

Advanced

The Contractor shall have executive level technical experience with 7 years or more of relevant experience. The Contractor shall have a Master’s Degree or higher in related field, equivalent experience/certification in a field relevant to the specific position, or substantial equivalent occupational experience.

Intermediate

The Contractor shall have significant demonstrated mid-to-executive-level technical experience with

DoD advanced technology programs, the management of technical projects, or equivalent occupational experience with 3 years or more of relevant experience. The Contractor shall have a

Master’s or Bachelor’s Degree in related field, equivalent experience/certification in a field relevant to the specific position, or substantial equivalent occupational experience.

Basic

The Contractor shall have an Associate’s degree level education in a related technical field or equivalent experience/certification in a field relevant to the specific position, or substantial equivalent occupational experience.

Relevant Experience means experience within the typical duties of or directly related to the labor category such that, with minimal learning curve, the individual can perform required tasks. For all labor categories, personnel must be able to obtain and maintain the required Clearance and Common Access Card. All levels (i.e. basic, intermediate, and advanced) may be required for each IDIQ Labor Category.

Deviations: Contractors may deviate from the level definitions above when responding to task order solicitations so long as the deviations are clearly identified in their task order proposal. For example, a Contractor might label an employee as “Advanced”, but the employee does not have a Master’s degree. Deviations shall be clearly identified in proposals submitted in response to task order solicitations.

Labor categories under this IDIQ include:
