SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
MARCH 25, 2013, SITE VISIT
Minutes
Badging of all visitors began at 10 AM. Each company present was provided an updated Performance Work Statement (PWS) excerpt that showed the changes released on Friday, March 22, 2013 (Amendment 8). The group left the visitors area at 10:10 AM.
Elevator Pump Room 1E1100 (inside the main Pentagon building) was shown to the participants. Contracting Officer’s Representative (COR) Tony Santiago explained that 29 elevators and escalators need to be connected to Lift Net. For the elevators, he indicated where wiring will be required by the vendor ultimately awarded the contract.
He explained that for each elevator location, no more than 10 to 15 feet of wire should be needed to connect the elevators. The contractor will need to install a new Lift Net transmitter in each location, but that is not necessarily one box per elevator; as some elevators are side by side, one box may suffice for both elevators.
The group then moved to the Pentagon Library and Conference Center (PLC2). There are five (5) hydraulic elevators in this building and four (4) escalators. Vendors were shown room BJ952 which contained a newer controller than the room shown inside the Pentagon. Vendors were also shown BJ862 which is closer to the entrance of PLC2. All of the escalators in the PLC2 need to be connected to Lift Net and, unlike the elevators, the vendors are responsible for bringing the wiring from the escalators to the elevator control rooms. These are the only escalators that will need to be connected to Lift Net under this contract.
In the Pentagon, the elevators that must be connected to Lift Net are all hydraulic.
The group returned to the main Pentagon building. Vendors were shown Clinic Elevator 21 (also shown on the first site visit). This elevator was not installed or manufactured by Schindler. This elevator and the four (4) on the South Parking bridges are the only non-Schindler machines to be connected to Lift Net.
From one of the bridges, Tony pointed out the Heating and Refrigeration Plant and the Pentagon Emergency Response Center (PERC). The winning contractor will be responsible for connecting one elevator in each building to the Lift Net.
As requested by a vendor, a traction elevator was shown. The group was escorted to room RE245A. A Schindler representative explained that all the traction elevators are overhead traction. Tony showed the vendors the Lift Net transmitter within the elevator control panel that the Government will wire to.
The group then descended by way of Freight Elevator 10 so that vendors could see a freight elevator.
All the track elevators (passenger and freight) in the main Pentagon building run from the 1st to the 5th floor, except for the following: passenger elevators 71, 72, 73, 83, 84, 85 and freight elevators 70, 90 and 100 will also stop at the mezzanine and the basement levels; passenger Elevators 91, 92 and 93 will stop at the basement but not at the mezzanine level. Freight elevator 80 is the only elevator running from the basement to the 5th floor that will make an intermediate stop between the 4th and 5th floor.
Tony advised the vendors to estimate 15 feet of wiring for connecting the elevators to Lift Net. This figure does not apply to the escalators.
Tony stated that we are unable to provide all of the controller model information as we do not have that information.
(NOTE: The Government was able to compile this information. Please see the questions and answers, below.)
The current, expiring contract ends on April 30, 2013. However, due to the extension for this solicitation, that contract will be extended (most likely by two months). Once proposals for this solicitation are received, the Government anticipates that award will occur approximately 30 days later.
Vendors should not worry if the Government does not receive the past performance questionnaires from their references. Although every effort should be made to have references comply, vendors must submit solicitation attachment J-L2, Past Performance Data Sheet. From the information provided on the sheet, the Government will make a reasonable attempt to verbally contact references.
Before leaving, vendors were reminded to continue checking FBO.gov for new amendments and to send any remaining questions to Wendy Rizzo, Contract Specialist, at Wendy.Rizzo@WHS.mil.
Summary of Questions and Answers
Q1. Can you provide a list of elevator controller models for the elevators to be maintained? We understand from attachment J-C1 that Schindler is the manufacturer but the model may vary throughout the complex.
A1. The following controller models are installed in the building: Miconic Series A, MPHZ and 330A.
Q2. If any Schindler 330A or TXR5 controllers are to have Lift Net installed on them can you verify that the "Lobby Vision PCs" required to interface the controls with Lift Net will be provided if it is not available on the open market? Past experience has shown that OEMs (Original Equipment Manufacturers) may not sell peripheral components to third party service providers but will sell it to the owner of the vertical transportation equipment.
A2. The existing controllers can support Lift Net without any modifications. The requirements are for the contractor to connect to the existing Lift Net network; our system does not have Lobby Vision PCs.
Q3. (Solicitation Section C, Paragraph 3.3.1) Please provide the conduit run length required for each elevator location requiring these installations. Also, please provide the number of machine rooms for which this installation process is required.
A3. The revised Performance Work Statement (Solicitation Section C, Amendment 8) does not require the contractor to run any conduit for the elevators. However, the two sets of escalators in the Pentagon Library Conference Center that were shown to vendors during the site visit may require a conduit run of approximately 30 feet.
Q4. (Solicitation Section C, Paragraph 3.3.3) Please provide the pull distance between each associated electrical box and the corresponding PBM Network switch.
A4. The changes to Section C released in Amendment 8 nullify this question.
Q5. (Solicitation Section C, Paragraph 3.3.4) Please provide the number of electrical boxes which will need to be installed to accomplish tasks in paragraphs 3.3.1. through 3.3.4.
A5. The changes to Section C released in Amendment 8 nullify this question.

Q6. (Solicitation Section C, Paragraph 3.2) Please confirm the 29 elevators and escalators requiring the Lift Net system to be installed are properly equipped from the manufacture to successfully connect the Lift Net system without modification of any kind.
A6. Confirmed. The elevator and escalator units to be connected to the Lift Net do not need any equipment modification to connect to the system.
