SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

FEBRUARY 12, 2013, SITE VISIT

The Pentagon preproposal site visit occurred between approximately 10:00 AM and 11:15 AM on February 12, 2013.

Contracting Officer’s Representative (COR) Tony Santiago introduced himself, Keith Morgan (Inspector), and Wendy Rizzo (Contract Specialist). Tony explained that he would show the main equipment that is typical of the site but would not be able to show equipment in restricted areas or the equipment housed outside the Pentagon building but on the reservation. Attendees were told that no pictures could be taken inside the building. Wendy also mentioned that the firms should continue to check FBO.gov for amendments to the solicitation.

- 74 elevators are on the Pentagon reservation. Ten of those are outside of the main building: 4 are located in the bridges to the south parking lot, 1 is in the Pentagon Emergency Response Center (PERC), 1 is in the Heating and Refrigeration Plant, 1 is in the Modular Office Complex (MOC), and 3 are in the Pentagon Library and Conference Center (PLC2). The bridge elevator doors are exposed to the elements.

- There are 46 elevators on the Pentagon reservation. Four are external to the main building and are located in the PLC2.

- There are 5 wheelchair lifts; 2 are in restricted areas.

- Tony showed the directory of the Pentagon and gave a brief explanation of the rings, corridors, and how to find rooms.

- There are three additional sets of escalators similar to the ones viewed that run to the food court.

- Some elevators do not go from the basement to the fifth floor. One set that we viewed only traveled two stories.

- It is typical to see banks of two or three elevators. Note that when one elevator is down for maintenance, the other should be operational.

- There are 11 freight elevators in the Pentagon. The elevators are found in pairs, except one bank that contains three elevators.

- Attendees were shown a passenger elevator machine room.

- Attendees were shown a freight elevator machine room.

- Tony explained Maximo. It is a Computerized Maintenance Management System that enables service call data tracking and Building Operations and Maintenance tracking of equipment and reporting information related to service calls, preventative maintenance, repairs, and work order requests from receipt to completion. He stated that it is a database that can be accessed from any computer in the building (assuming you are a user with rights). The main server is located in the Integrated Emergency Operations Center (IEOC) which is located inside the Pentagon. The other server is located with freight elevators 7 and 8, also inside the building. The Building Operations Command Center (BOCC) is part of the IEOC and is the primary location for the Pentagon Building Management Office ot monitor all facility infrastructure systems and provide customer care functions.

- There are two servers for Lift-Net.

- One attendee asked whether there was a recently installed car that is still under warranty and asked to view

it. Tony confirmed with Keith that there are no cars currently under warranty.

Prior to leaving, attendees were asked if they had questions. No one asked anything, but they were instructed to send questions to Wendy if they should arise later. Attendees were reminded of the two site visits scheduled for Wednesday, February 13, 2013, at the Hybla Valley Office Building and the US Courts of Appeals.

FEBRUARY 13, 2013, SITE VISITS

The site visit for the Hybla Valley Office Building occurred between approximately 10:00 AM and 10:20 AM on February 13, 2013.

- Attendees were shown the single elevator in the building as well as the elevator mechanical room.

- There are no escalators or wheelchair lifts on the premises.

- The elevator runs from the basement to the second floor of the building.

- This elevator is probably one of the oldest covered by the contract. The oldest elevators at the Pentagon are found in the South Parking Lot (four elevators) which were installed in the early to mid 1990s.

- At the Pentagon, the elevators that only go one story are usually hydraulic.

- One of the elevators we viewed at the Pentagon (the Clinic Elevator #21) is not the same as Elevator #21

(Line 6) in attachment J-C1. The elevator we viewed is labeled as “Clinic 21 H” on that attachment (Line 71).

- At the Court of Appeals, there is a single, hydraulic elevator. This is an older elevator. There is also one wheelchair lift.

- The current contractor has maintained the equipment in top shape so a follow-on contractor should not need to worry about the state of the equipment.

Antonio Santiago (Contracting Officer’s Representative, COR) and Wendy Rizzo (Contract Specialist) met at the U.S. Court of Appeals for the Armed Forces on February 13, 2013. Wendy arrived about 20 minutes early; together, Wendy and Tony waited until 1:20. No vendors appeared during the 40 minutes.

VENDOR Q&A 2

Q1: Does the $2000 repair threshold include labor or is the threshold for material only?

A1: The major/minor repair threshold is the TOTAL cost of the repair.

SECTION A - SOLICITATION/CONTRACT FORM
