William J. Perry Center for Hemispheric Defense Studies Performance Work Statement for
Audio-Visual Upgrades-Americas Room & Directors’ Conference Room
1 Purpose: This Performance Work Statement (PWS) delineates the equipment required for audio visual (AV) equipment for the William J. Perry Center for Hemispheric Defense Studies (WJPC), located in Abraham Lincoln Hall (ALH) on the campus of National Defense University (NDU).
Background: WJPC fully configured and equipped 5 seminar rooms with AV systems, and updated the lecture room with a video teleconferencing (VTC) system, all with similar configuration to the ones installed by NDU when WJPC relocated in 2009. All new rooms were equipped with system compatibility, operation and maintenance as priorities. WJPC is currently overdue for a life cycle upgrade and would like to upgrade the main lecture room in ALH, 3rd floor North 60, to a digital system. The upgrade not only contemplates the life cycle equipment replacement, but is also intended as an enhancement based on new classroom technologies and mission/program demands. NDU Chief Information Officer (CIO) has approved and supports the proposed upgrade. The NDU CIO staff will work directly with WJPC and contractor to ensure the system is configured and added to the NDU network as appropriate.
2 Scope: Contractor is to provide a certified Crestron programmer, equipment, assembly, installation, integration, testing/acceptance, and demonstration of use for an AV system for the William J Perry Center for Hemispheric Defense Studies (WJPC) - Defense Security Cooperation Agency (DSCA) at the NDU, ALH building facilities.
WJPC needs to upgrade the existing audiovisual system in 2 (two) rooms: Americas (3305) and Directors’ Conference Room (3310), both located on the third floor of the ALH building on the NDU campus on Fort McNair, Washington DC.

The Directors’ Conference Room shall also have its own VTC capability and Skype business-ready connectivity to be used with the computer in the room. The Contractor shall provide and implement a digital upgrade to the current system, to include equipment, materials, programming, and required installation to fully integrate the upgrade, in compliance with current WJPC requirements and current NDU AV system standards in Lincoln Hall. The Contractor shall also reuse existing equipment to include: handheld and lapel microphones, ceiling speakers, Nexia DSP, TEK panel, JVC
DVD.
3 Approach: The Contractor shall redesign the current system in support of the digital upgrade and install the upgraded system in accordance with the NDU CIO and AV systems standard, provide a Crestron certified programmer and must fully integrate with NDU AV systems to manage and control the Americas (3305) lecture room and Directors’ Conference Room (3310) independently.
