Projects for Base Period

12 Feb 2016

1) Project E0142. Online POC Database and Automated Notification.

a. SCIP-EUM requires the ability to house its own worldwide EUM POC contact list. The new application shall give administrators the ability to add/edit the worldwide POC information and allow the COCOMs and SCOs to add/edit their Area of Responsibility

(AOR). The application must have the ability to sort by name, COCOM, Country, and email address and permit the report to export to Microsoft Excel. Additional features include providing an alert asking the users to update their POC data, include a “Rotate out Date.”

b. The system shall automatically send notifications to the users. Notifications shall include, but are not limited to, the ability to alert users 30 days prior to delinquent items, send EUM Regional POCs and the helpdesk 30 day notifications of items ‘not in SCIP’, notifications to SCO’s for new EUM items that have been loaded to SCIP and when items are ready for their initial inventory.

2) Project E0143. Create data field for individuals/organization that submit EEUM items.

Currently if an EUM item is submitted for data entry by an external individual or organization, there is no consistent manner in which the individual and/or organization is stored. Therefore, subsequent research into delivery and inventory of the items is affected as this information needs to be retrieved from inconsistent sources. Create a data field that includes the organization, rank and name of individual that submits the EEUM items, and back-fit existing data to use the new data fields.

3) Project E0144. Provide EEUM reconciliation Report Access to Implementing Agencies.

Currently the Enhanced EUM Reconciliation Report is available to SCO and COCOM personnel. Implementing Agency users also would benefit from having access to this report.

Provide access to the Enhanced EUM Reconciliation Report for any Implementing Agency user who has registered for SCIP-EUM.

4) Project E0145. Permit Administrator Editing of Inactive EEUM Items.

When items are disposed, expended, or marked for inventory loss, they are no longer able to be edited in SCIP until they are reactivated, which constitutes a system log of the re-activation and a change in disposition status. While this functionality has its place (e.g., an SCO discovers an item that previously was considered lost), more frequently it is required that administrators perform simple edits on item data for inactive items. Allow administrators to perform item edits without change in disposition status.

5) Project E0146. Automatically Assign Defense Articles to Newly Enhanced Material and

Services List (MASL). MASL Numbers are used for tracking EEUM items in SCIP. Defense

Article is an EUM-specific categorization of MASL Numbers, based on Generic Code as well as business rules, and is assigned manually. Associate defense articles to generic codes, and automatically assign new MASLs that are recorded in DSAMS as Enhanced. Assign Defense

Articles to MASLs automatically, based on generic code.

6) Project E0147. Permit Sorting of EUM Historical Documents.

The contractor shall develop an upload date data field, that shall enable sorting of EUM

Historical Documents based on the options of date and filename. The feature shall allow for new documents that will be entered during the performance of the contract.

7) Project E0148. Review and Edit Questions Listed in the Routine EUM Checks.

The questions that are asked in the Routine EUM Checks Template need to be revised. One recommendation is to allow 'Not Applicable' for all the Yes/No questions. Not Applicable will require an explanation.

8) Project E0149. Permit the Display of EEUM-Only Items on the Active/Inactive Items Report.

Include an Enhanced-only option on the Active/Inactive Report, so that it can be more effectively compared with the Enhanced EUM Reconciliation Report, Item Summary Report, and Delinquent/Planned Inventory Report. This option would display only those items that also appear on the Enhanced EUM Reconciliation Report.

9) Project E0150. Enable SCIP-EUM to Function Using Oracle Web Center Portal Version 11g.

SCIP is upgrading its portal software in 2016. This upgrade will require software changes as some features currently used by EUM will no longer be available in the new software version.

The current drop-down menu system will longer be available and will need to be replaced with a menu system that is available in the new version of the portal. Will need to analyze the software to determine the code that will need to be updated, and implement the updates.

10) Project E0151. Support DoD Security Improvements by Using Static Code Analyzer and

Implementing Critical Software Security Changes. DSADC is implementing several security enhancements to its software. As part of these enhancements, DSADC is requiring each software development team to run the Hewlett-Packard Fortify code analyzer, and fix a subset of deficiencies found on the analysis report as directed provided by the DSADC security group.

The SCIP Program Office at DSADC and DSCA EUM Contracting Officer’s Representative will monitor contractor performance under this task.
