About this file

The provided file is a Questions and Answers (Q&A) document for the E-IPL Audit solicitation issued by the National Geospatial Intelligence Agency (NGA), with solicitation number HM157525R0020. The document addresses a specific conflict of interest inquiry regarding potential bidders' eligibility to perform the E-IPL Audit work.

The Q&A clarifies that companies or individuals who previously participated in producing E-IPL Terminal Procedures would be precluded from conducting an impartial audit of that work to avoid conflicts of interest. Conversely, an audit firm would not be prevented from future involvement in procedure production after completing an audit. The solicitation requires proposal submission by 8/12/25 at 5:00 PM CDT, with a question submission cut-off date of 7/31/25 at 9:00 AM CDT. The document provides guidance on maintaining independence and objectivity in the audit process for potential contractors.

E-IPL Audit RFP Questions
DocumentRequirementSectionComment/QuestionNGA Response
Generalgeneraln/aCan the Government confirm whether companies or individuals who have previously participated in the production of E-IPL Terminal Procedures are eligible to perform the E-IPL Audit work, either as a prime or subcontractor? Conversely, would participation in the E-IPL Audit effort create a conflict of interest that precludes future involvement in the production or revision of E-IPL Terminal Procedures? This would be an area where a company would be precluded from competing for the audit. If a company participated in production as either prime or sub, they could not provide an impartial or independent audit of such work without creating an actual conflict of interest. Conversely, I don’t think a company would be precluded from future involvement in the production or revision of E-IPL Terminal Procedures if they were to have previously been the auditor. But once involved in the production or revision side, they would be precluded from the audit side of that respective production piece.
