About this file

This document is an Evaluation Factors document for RFP HM157525R0020, issued by the Department of Defense National Geospatial Intelligence Agency for an E-IPL Audit. The government will evaluate proposals using a Best Value Trade-Off method, with the Technical factor being significantly more important than the Price factor. Technical evaluation will focus on two sub-factors: demonstrating competencies for reviewing aeronautical data/charts and providing a comprehensive portfolio for auditing government or civil aeronautical organizations.

Proposals will be assessed using a detailed scoring methodology that ranges from Significant Strengths to Deficiencies, with specific emphasis on the offeror's expertise in aeronautical product review and organizational auditing. The Price factor will be evaluated for completeness and reasonableness, with the lowest Total Evaluated Price (TEP) being most favorable. Proposals are due by 8/12/25 at 5:00 PM CDT, with a question cut-off date of 7/31/25 at 9:00 AM CDT. The solicitation aims to select a contractor with proven capabilities in aeronautical data review and auditing processes.
