SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

QUESTIONS & ANSWERS TO #40
Q30: New plan of Lanham ES is requiring poured in place, not rubber tiles, and it is the same as last amendment. But the Q&A 10 and 15 are requiring the rubber tiles and not referring to the site. I suppose we need to provide the poured in place at Lanham ES and the rubber tiles to Zukeran ES. Is my understanding correct?
A30: Rubber tiles are required for Zukeran ES. For the IDIQ contract, the individual SOWs will specify the surfacing types to be used for the project – for example, tiles, pour in place, asphalt, concrete, Astroturf, etc. For future projects, the Government may also choose to leave it up to the contractor to decide which type is the most economical.
Q31: SofTile from Sofsurfacing offers the customer 10 years warranty. If we offer you the equal products of that, do we also need to offer 10 years warranty? Is 5 years acceptable?
A31: The Government will choose the most advantageous warranty for the Government.
Therefore, a 10-year warranty would be preferred over a 5-year warranty.
Q32: For the Japan contract, we noted the change at Lanham Kindergarten (provide roof attached to existing metal uprights), but we have to exclude warranty for the existing poles, since we cannot guarantee the stability, since this was not evaluated during the site visit. Is this acceptable
A32: This is acceptable. The warranty will be on the roof only. (This does not apply to Lanham.)
Q33: During the site visit, I was told that the drinking fountain should be replaced. In your change, it states that the drinking fountain should be disconnected?
A33: The final drawings for Lanham states the drinking fountain shall be relocated.
Where to contractor chooses to connect to utilities is part of the contractor’s design.
Q34: When we install a poured in place, we can use either of two material manufacturers:
(a) European manufacturer - This is one of the top manufacturers and has ASTM certificate.
This company's installation meets ASTM safety standard, and they have past performance in military bases in Japan.
(b) Domestic Japanese manufacturers - These companies have not obtained ASTM certification because they have not yet worked for the military market. But the quality of their products are one of the best in Japan. Currently, most officers accept the material from this manufacturer if we promise to provide document that it has equal quality of ASTM safety standard. We can promise to provide the certificate that this manufacturer's material meets ASTM safety standard after the installation but before August 21.
Could you accept (a) and (b), or can you accept (a) only?
A34: The 5-year warranty on the ASTM surface tiles are acceptable. After IDIQ contract award, proposed material submittal must document ASTM certification. The ASTM certification should NOT be provided after equipment installation. If the material proposed to be used, meets the specification requirement(s), then the material will be acceptable.
Q35: Regarding the proposed price of each seed project, this is also required to be provided as a part of Technical Factor 1 in the page 69 of 74, Amendment 0004. Shoud we submit our price of seed project not only for Price Proposal, but also Technical Proposal?
A35: The seed project Price Proposal with detailed price breakdown should be part of the Seed Project Factor in the Technical Proposal. The following cost elements should be priced out:
-Price of playground equipment and safety tiles -Removal/Disposal -Installation -Shipping costs
Q36: In accordance with the instruction (b) and (c) for price proposal in Amendment 0004 (page 71 of 74), can we understand that we shall not submit Section B?
A36: Yes, that is correct. You do not have to submit Section B prices. We are evaluating price at the Seed Project level only. Once the contract is awarded, each project will be priced by the contractor.
Q37: In accordance with Section L – Proposal Preparation Instructions in Amendment 0004, Ms. Robin Boyd, Contract Specialist, will be away at the bid date, 26 March 2010. We intend to submit our bid documents by hand. So may we submit our documents to Ms. Harding?
A37: Yes, you may submit it by hand to Ms. Harding at the DoDEA Pacific Director’s Office, Torii Station, Okinawa, Japan.
Q38: Amendment 0004 includes the revised SF1442. Should we use this revised document for bid instead of the original SF 1442?
A38: Yes.
Q39: Regarding the price proposal, should we submit the over-all price of 2 seed projects? If so, how should we submit this price? Or, should we only submit the price breakdown for each seed project without over-all price?
A39: You should submit a price proposal with a detailed price breakdown for each seed project. That means, you should submit a separate price proposal for each seed project.
Q40: According to the FedBizOpps, we cannot find “Amendment 0002” for this solicitation.
Has the Amendment 0002 never been issued? Also, may we understand that we should acknowledge receipt of Amendment 0001, 0003 and 0004?
A40: The answer is ‘yes’ to both questions.
