Amendment 0004 Summary
This is Standard Form 30, Amendment 0004 to solicitation HE125426QE019, issued by the Department of Defense Education Activity (DoDEA) on August 12, 2026. The amendment extends the quotation due date from August 13, 2026 to August 20, 2026 at 10:00 AM and provides clarifications for Att3_52.212-2, paragraph 2, Evaluation Criteria, and FedRamp requirements.
The amendment addresses five key clarifications through a Questions and Answers format. First, it clarifies that "FedRAMP Level 2" refers to DoD Cloud Computing Security Requirements Guide (CC SRG) Impact Level 2, which uses a FedRAMP Moderate baseline but requires specific DoD-demanded controls. Second, it confirms that an existing FedRAMP Moderate (or higher) authorization, combined with DoWEA's supplemental cloud-validation process post-award, will satisfy security requirements for Authority to Operate (ATO). Third, it explains that vendors proposing non-FedRAMP-authorized platforms may submit alternative security documentation—such as a System Security Plan (SSP) and Security Assessment Report (SAR)—with their quotation for verification and approval before system activation. Fourth, it confirms the award methodology has been revised to Lowest Price Technically Acceptable (LPTA) basis, with technical acceptability evaluated on an Acceptable/Unacceptable scale and award made to the technically acceptable quoter with lowest total evaluated price. Fifth, it permits quoters to identify services included within a bundled commercial SaaS platform subscription as "NSP - Included in Platform Subscription" provided all CLINs are expressly addressed and all required capabilities are included in the total firm-fixed price.

Question Government Response

The PWS requires "FedRAMP Level 2." Please confirm whether the intended requirement is DoD Cloud Computing Security Requirements Guide Impact Level 2, FedRAMP Moderate, or another specific authorization level.
The Government clarifies that the reference to "FedRAMP Level 2" is is actual intended requirement is DoD Cloud Computing Security Requirements Guide (CC SRG) Impact Level 2 (IL2). While a FedRAMP Moderate baseline is used to achieve this status, the contractor must meet the specific DoD-demanded controls to operate at the IL2 boundary. The Performance Work Statement (PWS) will be amended in a forthcoming solicitation release to formally reflect DoD CC SRG Impact Level 2 as the required security posture for this effort.
N c h n ic a l
Please clarify whether an existing FedRAMP authorization, combined with DoWEA's supplemental cloud-validation process, will satisfy the requirement through reciprocity, even if the proposed cloud service is not separately identified as DoD Impact Level 2.
The Government confirms that since DoWEA operates at Impact Level 2 (IL2), an existing FedRAMP Moderate (or higher) authorization will satisfy the core security baseline. In accordance with DoD Cloud Computing Security Requirements Guide (CC SRG) reciprocity guidelines, DoWEA leverages existing FedRAMP authorizations to streamline the validation process. The vendor's active FedRAMP authorization, combined with the successful completion of DoWEA's supplemental cloud-validation process post-award, will satisfy the security requirements to achieve a DoWEA IL2 Authority to Operate (ATO). The proposed cloud service is not required to be separately listed as a standalone DoD IL2 offering prior to proposal submission.
N c h n ic a l
The PWS states that DoWEA may waive the FedRAMP requirement on a case-by-case basis. Please describe the waiver-request process, required documentation, approval authority, and whether the waiver must be approved before quotation submission, before award, or before system activation.
While the Department of War Education Activity (DoWEA) does not employ a formal "waiver" process for FedRAMP requirements, it allows vendors proposing a non-FedRAMP-authorized platform to demonstrate compliance through acceptable alternative security documentation.
To establish this equivalency, vendors must submit documentation--such as a System Security Plan (SSP) and a Security Assessment Report (SAR)--evidencing strict alignment with the FedRAMP Moderate (Level 2) baseline . This alternative security documentation must be submitted with the vendor's quotation and

fully verified and approved by the designated authorizing authority before system activation to ensure all federal data remains protected within an equivalent security posture.

Basis for Award / LPTA. The solicitation's evaluation addendum describes award on a competitive best-value basis and establishes Acceptable/Unacceptable ratings for Factor 1 - Technical Approach. Amendment 0003, Response 51, however, expressly refers to an "LPTA award determination." Please confirm whether the Government has revised the source-selection methodology to Lowest Price Technically Acceptable (LPTA). If so, we respectfully request that the applicable evaluation provision be amended to expressly state the LPTA methodology so that all quoters may prepare and price their quotations against the same evaluation standard.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible quoter whose quotation conforms to the solicitation requirements, is determined technically acceptable, and offers the lowest total evaluated price. Technical acceptability will be evaluated on an Acceptable/Unacceptable basis. Only quotations determined technically acceptable will be considered for award, and award will be made to the technically acceptable quoter with the lowest total evaluated price.

CLIN Pricing / Bundled Commercial SaaS Pricing. Response 17 states that quoters shall enter pricing for each CLIN and that each CLIN will be evaluated based on the pricing provided. Our commercial SaaS offering is priced as an integrated platform subscription. Social Media Monitoring, Technical Support, and Webinar Training are included within the platform subscription rather than sold as separately priced commercial services. This structure also provides pricing stability if the Government modifies quantities or CLIN structures during contract administration because the underlying commercial subscription and associated capabilities remain integrated. Please confirm that a quoter may enter the firm-fixed subscription price under the Social Media Management Platform CLIN and identify the associated Social Media Monitoring, Technical Support, and Webinar Training CLINs as "NSP - Included in Platform Subscription," provided that each CLIN is expressly addressed and all required capabilities and services are included in the total firm-fixed price. We would apply the same methodology to the FAR 52.217-8 extension CLINs, with the applicable six-month subscription price entered under the platform CLIN and the included services identified as NSP.
Quoters are required to provide pricing for each CLIN as identified on the pricing sheet. If a commercial SaaS offering is sold as an integrated subscription and certain required services (e.g., Social Media Monitoring, Technical Support, and Webinar Training) are included within that subscription at no additional charge, the quoter may identify those CLINs as "NSP - Included in Platform Subscription, HE125426QE0190004
