This is a Performance Work Statement (PWS) for Social Media Management services required by the Department of War Education Activity (DoWEA), a federally operated school system serving over 66,000 children across 161 fully accredited schools in three geographic regions: Americas (50 schools), Europe and Middle East (64 schools), and Pacific (46 schools), plus a virtual high school.

DoWEA requires a secure, web-based social media management platform to centralize oversight and administration of its official headquarters presence on Facebook, Instagram, and LinkedIn, as well as up to 200 individual school Facebook pages and 200 individual school Instagram accounts. The contractor must provide a Software-as-a-Service (SaaS) solution with comprehensive features including social media monitoring, content scheduling, post archival for FOIA compliance, workflow management with approval processes, social media listening with real-time alerts for crisis content within two hours, digital asset management, and monthly performance reporting on engagement and audience growth. The platform must support granular access controls enabling 360 individual user accounts with varying permission levels across the three regional hierarchies, with restrictions preventing direct native platform access. Additional requirements include asynchronous SCORM-compliant training modules and live customer support at no additional cost, a comprehensive transition plan with data migration methodology due 180 days prior to contract end, and technical support responding to requests within one business day. The solution must meet DoD/DOW cybersecurity standards including FedRAMP Level 2 compliance (waivable on case-by-case basis), Section 508 accessibility compliance, support Chrome and Edge browsers, function without requiring administrative rights or external media, and comply with Children's Internet Protection Act, FERPA, and PPRA requirements. All contractor personnel with access to DoWEA data must be U.S. citizens and complete DoD Privacy Act/PII training annually. The liaison or alternate liaison must be available 9 AM to 3 PM EST on business days, with regional business hour support aligned to Americas (0700-1500 EST), Europe (0200-1000 EST), and Pacific (2000-0400 EST) operations. DEPARTMENT OF WAR EDUCATION ACTIVITY (DoWEA)

PERFORMANCE WORK STATEMENT (PWS)

FOR

SOCIAL MEDIA MANAGEMENT

1.0 Introduction

The Department of Defense Education Activity (also known as DoDEA, also known as the Department of War Education Activity, also known as DoWEA) is one of only two federally operated school systems, and is operated by the Department of Defense (also known as the Department of War, also known as DOW).

DoWEA plans, directs, coordinates, and manages prekindergarten through 12th grade educational programs in 161 fully accredited schools that serve over 66,000 children of active-duty military and DOW civilian families. Our curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

Operating as a field activity of the Office of the Secretary of War (Personnel and Readiness), DoWEA is overseen by a director located at our headquarters in Alexandria, VA. DoWEA’s schools are organized into three geographic areas: Americas, Europe, and Pacific. In the Americas, DoWEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoWEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoWEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. Finally, DoWEA also operates a fully accredited virtual high school with teaching hubs in the Americas, Europe, and Pacific
