01 General RFP Option Periods: The solicitation includes 1 year (base period) and 4 year (option periods). If the government, after the first year, wants to renew the contract, will be doing it year by year or an award will be made for all four option periods?
Awardee(s) will be obligated to fulfill the terms and conditions of the contract for the entire 5 year period. If the Government exercises the option year, the awardee(s) will receive written notice of the Government's intent to exercise the option year within the specified time stated in FAR 52.217-9.
02 Pricing Attachment X5 Why do we need to fill the table “FAR 52.217-8 Option to Extend Services.” in attachment X5 if the rate proposed for the last year performance will be used?
Completing the table is required. As stated in the solicitation, "The Offeror shall submit pricing for the base period and all option periods." This also applies to the 52.217-8 CLINS.
03 Pricing Attachment X5 Can a company/contractor compete for Daily Commute service only (or only for Special Needs service)? If yes, which is the best approach?
For example:
- leaving the related price cells blank
- filling vehicles list and vehicle plan only with related vehicle types (special needs vehicles or daily commute vehicles)
Yes, an Offeror can submit pricing for either Daily Commute, Special Needs or for both services. As stated in the solicitation, "The Offeror shall submit pricing for the base period and all option periods." This applies to both single-bell and multi-bell for the service(s) the Offeror is submitting the proposal for.
IMPORTANT NOTE: CLINX005, Career Practicum CWE and Late Activity, is performed under the Daily Commute Schedule, so the Offeror that is awarded Daily Commute, CLINX001, shall also perform CLINX005.
04 Representations and
Certifications
Attachment 6 On Attachment 6 “Offeror Representations and Certifications”, is the DUNS Number mandatory or is the CAGE Code enough?
Although "DUNS" still appears in documents, please note that the Unique Identifier ID number replaced the DUNS in the System For Award Management (SAM) database. Attachment X6 Reps Certs was amended to reflect CAGE (or NATO CAGE) Code and the Unique Identifier ID.
05 Past Performance
RFP Regarding Past Performance, should we provide a PPQ on the current contract or just indicate it as a past performance? More specifically, I am asking because the contract is also present in the CPARS system.
Offerors are expected to comply with the Past Performance requirements in FAR Clause 52.212-2 of the solicitation.
06 Representations and
Certifications
Attachment 6 It seems that we were not provided with an “Enclosure 7: 52.204-24 and 52.204-26” (see attachment 6), should we have it?
No, you should not have an Enclosure 7. The information in Attachment 6 was corrected.
07 Representations and
Certifications
Volume IV In Volume IV, an Offeror responsibility determination is requested, what should this document look like?
No, an Offeror responsibility determination is not requested from the Offeror because the Contracting Officer will make this determination. However, to be determined responsible, an Offeror shall submit documentation/evidence that the Offeror meets the Standards listed in FAR 9.104-1.
08 Route List Attachment X1 Why are the kilometers for Daily Commute on the “Aviano Multi-Bell Route Schedule” runs all equal to 35 km?
The updated Attachment X1(b) Route List Multi-Bell will be provided to the Offeror that complied with the "Intent to Submit Offer" requirement in 52.212-1 Addendum.
09 Route List Attachment X1 In both the Route Schedules, you write that “Activity Routes #1 and #2 have an additional run from the Flight‐line to the school (30 min; 10 KM)”. Should we consider those 10 kilometers included in the “KM per run” that are shown on the table, or not?
Yes, those 10km are included in the total “KM per run” shown on the table.
10 Pricing Attachment X5 In order to submit our offer, are we required to include all the different services (Daily, Activity, Special Education, etc.) in our offer or can we focus on some and leave out others (e.g. Special Education)?
See answer to question 3.
11 General RFP I’ve noticed that the on the DoDEA website the 2023-2024 school year is comprised of 175 operational days, while in the solicitation documents that number seems to be 180. Which one should we assume to be the actual one to base the offer on?
You are correct about the information posted on the DoDEA website and the information released in the solicitation. Each solicitation stands on its own merit; therefore, there should be no assumptions made. Offerors shall provide their responses based on information released in the solicitation.
12 General RFP In the Multi-Bell operational scenario, would bus monitors be needed on the middle and high school students runs?
Yes. Safety Attendants are planned for the middle and high school students runs.
