QUESTIONS AND RESPONSES

Q1. Can you provide extension to allow for time to evaluate incumbent contract information?

A1. Proposals are due 18 October 2023 via this amendment.

Q2. Questions numbered 87, 88, 97, and 98 mention "Amendment 00001" and "Revised PWS dated 20 September 2023." However, the amendments we can find on SAM are dated 6 September 2023 and 28 September 2023. Could you please clarify if there is any other amendment released between 6 September and 28 September that has not been uploaded to the portal?

A2. There were no other amendments released between 6 September and 28 September 2023.

Q3. Is there supposed to be an Excel pricing sheet(s) or do we just submit the CLIN pricing sheets (pdf) as specified on pg. 29?

A3. The offeror may submit an excel pricing sheet.

Q4. Pg. 27 of 56 it states:

f. Page Size and Format A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, 1-inch margins, with 12- point or larger font size, singe spaced. The technical and past performance volumes of the proposals are to be submitted as MS Word or PDF document. The price volume shall be submitted as MS Excel document. The Government is not responsible for correcting formulas in the Offeror’s price volume.

Then on :

Pg. 29 of 56 Volume III – Price Proposal (Factor III) The Offeror’s prices shall be complete with an accurate reflection of all aspects of the requirement. Offerors shall submit pricing for the estimated quantities identified in each Contract Line Item Number (CLIN) within the RFP.

A4. Please refer to A3.

Q5. If you could provide us with the current status of the solicitation and information on how to obtain the necessary documents to prepare a proposal.

A5. Solicitation HE1254-23-R-1016, supporting documents and amendments can be found on SAM.Gov.

Q6. For our clients that have already forwarded the original Past Performance Questionnaire to the previously listed contact Coranella (based on the original deadline) should companies submitting bids

1. Have our customers forward their original email and Performance Questionnaire (that they submitted to Coranella) to bryant.poland@dodea.edu?

or Are our customers required to go back and fill out the form again on the new Past Performance Questionnaire (posted 9/28/23) and then submit it to bryant.poland@dodea.edu?

A6. Offerors are to complete the new Past Performance Questionnaire posted 28 September 2023 and submit to either Theophilus Agyare at theophilus.agyare@dodea. or Bryant Poland at bryant.poland@dodea.edu.

Q7. In the Q&A the answers in reference to building access specify crews must complete service by 2:30 pm, or 9 pm or 11:30 pm. Q 43 states no later than 2330, Q 29 says the evening shift begins at 3:30 and then in the PWS it says all duties will be performed by 2100 each day.

A7. PWS will be revised to reflect 2100 in sections 2.2.1 & 2.3 “Performance Standard”.

Q8. Q 87 and Q 88 refer back to section 2.4.7 in the revised PWS which states that all interior and exterior windows are to be cleaned on a daily basis M-F. Is this correct or are you referring only to door & entryway windows as mentioned in 2.2.2?

A8. This refers only to 2.2.2. Section 2.4.7 shall be cleaned monthly. PWS will be revised accordingly.

Q9. In the Q & A, Q 87 & Q 88 reference is made to changes made in the updated PWS issued on 9/20/23. There aren’t any documents on Sam.gov that were issued on 9/20/23. Are we to refer to the ones issued on 9/28/23?

A9. Please refer to changes to the PWS dated 28 September 2023.

Q10. Q15 references an Excel spreadsheet required for pricing. There is no spreadsheet in the provided documents for this solicitation that I see. Am I missing a document, or should I create one on my own? Or should I put pricing on the SF 1449?

A10. Please refer to A3.

Q11. Per Q 40 & Q 77 we are referred to consult the manufacturer’s specifications re: gym floor maintenance, labor, material etc. Could you please provide the name of the manufacturer? I do not see it in the PWS provided.

A11. The following information is provided:

Diamond ES. What was specified for Diamond was:

Q12. The Amendment shows the contact name and email for submission of Past Performance questionnaires has been changed. If they have already been returned by our clients to you, will they automatically forward on your end to the new contact or do we need to send out the amended form again to the client and have the client resubmit?

A12. Please refer to A6.

Q13. Question 17 asks about clarification on the contractor’s responsibility to provide consumables like toilet paper, paper towels and hand soap. The Government’s answer to that question was vague in only distinguishing “equipment and supplies,” which is understood to be machinery used to clean and the solvents, chemicals and cleaning agents that are considered supplies. However, ProClean USA deems “consumables” to be different from the aforementioned definition of “equipment and supplies.” Toilet paper, paper towels and hand soap would all be classified as consumable items that students would use and throw away, becoming waste and trash. For commercial cleaning companies, this is a business expense/decision that could fluctuate the budget significantly for small businesses. We believe it is important to make a determination as to why government property resources could not be used for consumables on this contract. Additionally, if the contractor is required to purchase the consumables, will the Government provide secure storage space for these items so as to prevent theft and damage? If this is the case, then we believe it is incumbent on the Government to provide specific instructions to contractors for the safeguarding of these consumables and the level of assistance the Government will provide.

A13. The contractor is responsible for all consumables and equipment.

Q14. Daily services are required to be performed between 06:30 to 14:30? Does this mean we clean and Mop floors in these classrooms during school hours? It seems this may not be realistic? Or is this for spot cleaning? Wet mopping Classrooms and hallways maybe more appropriate after school hours?

A14. Cleaning and mopping of floors in classrooms will not be completed during school hours. Between 06:30 to 14:30 spot cleaning is expected. Wet mopping classrooms and hallways are to be conducted between 1530 and 2100, after classroom instruction has ended and students have left for the day.

Q15. There are a lot of daily services, window cleaning inside and outside scheduled for 5 days a week. Please advise?

A15. Please refer to A8.

Q16. The period of performance begin date is stated as “1 February 2023” in answers to the questions but is stated as “1 February 22024” in the solicitation document.

A16. The period of performance start date is 1 February 2024.
