Questions/Responses #2
HDTRA2-17-R-0002
1. Since we are not submitting pricing at this stage of the procurement, do you still want to see DCMA and DCAA information for both prime and subcontractors in Volume1?
L.2.4 GOVERNMENT OFFICES
Provide the mailing address, point of contact (POC), POC’s email address, telephone, and fax numbers for your respective Defense Contract Administration Agency (DCMA) and Defense Contract Audit Agency
(DCAA). The aforementioned information also applies to your major subcontractors/teaming partners.
Response: Yes, in accordance with L.2.4 this information is required in Volume 1.
2. I am not sure what is required in Volume I, L.2.6 DEPARTMENT OF DEFENSE (DD) FORM 254 SECURITY REQUIREMENTS:Provide information relative to offeror’s facility clearance and the contact information for the offeror security office. Information relative to subcontractor(s) security requirements shall also be included.
Does DEPARTMENT OF DEFENSE (DD) FORM 254 SECURITY REQUIREMENTS need to be filled out by the offeror and its subs, or just signed by the offeror and subs?
Response: L.2.6 requires that the offeror provide information relative to their facility clearance (e.g., we possess a Secret facility clearance and our Security Manager is John Doe at (505) xxx-xxxx), for the prime and subcontractors. If the offeror does not possess a facility clearance, please so state.
3. Section L.4.3 of the revised Section L included with Amendment 0001 reads: “For each reference, the offeror shall provide a narrative describing the effort and the results of the Offeror’s performance. This narrative shall include rationale supporting the assertion of relevance and should be supplemented with a completed Present and Past Performance Information Form (attachment L-1).”
Answers to Questions 5-8 on Attachment L-1 will detail project scope and relevance to the current solicitation. Please confirm that the answers to Questions 5-8 constitute the “narrative” that DTRA is asking for in the paragraph cited above. If the referenced “narrative” is different from, and in addition to, responses to Questions 5 – 8, please specify how it should differ.
Response: While there may be some overlap in the information provided in the narrative and the L-1, the narrative should describe the effort and the results of the Offeror’s performance. The narrative shall also include the rationale supporting the assertion of relevance (see M.2.2.1 and M.2.2.2), which may not be addressed in questions 5-8 of the L-1.
4. Do you want CDs mailed to you for Volumes 1-3 as specified inL.1.3.7 Electronic Copies (or is that for Step 2 pricing) or PDFs emailed to you as specified inAmendment 1 L.1.1.1.1 Proposal Information: Proposals are due on 1 May 2017 no later than 12:00pm local time. Proposals must be emailed to susan.j.mcdaniel.civ@mail.mil Response: Amendment 2 to the RFP removes the requirement for CDs in paragraph L.1.3.7.
5. Is it correct that the cross reference matrix only applies to the information in Volume II? It would basically look like this:
Solicitation
Section/ Paragraph
Proposal Volume
Section/Paragraph
L.3.3.1 RFP Cross-Reference Matrix
II, Page X
L.3.3.2 SF 330-QUALIFICATIONS, EXPERIENCE, CAPACITY AND KNOWLEDGE.
II, Page X
(1) Professional qualifications necessary for satisfactory performance of required services.
II, Page X
(2) Specialized experience and technical competence in the type of work required as specified in the Statement of Work, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.
II, Page X
(3) Capacity to accomplish the work in the required time.
II, Page X
(4) Location in the general geographical area of the project and knowledge of the locality of the project.
II, Page X
Response: In accordance with L.3.3.1 the RFP Cross-Reference Matrix (RCRM) only applies to Volume II. The RCRM should indicate where the proposal addresses the solicitation requirements. While an example format is provided in the solicitation, the RCRM format is determined by the offeror.
6. Will the selected contractor have the opportunity to submit questions before submitting the cost volume or should offerors submit cost volume questions before the 21st of April?
Response: Additional guidance regarding cost submissions will be provided during Phase 2, and selected offeror(s) will have an opportunity to submit questions during that phase.
7. What are the insurance requirements associated with the contract?
Response: Per Section I, FAR 52.228-5 Insurance – Work on a Government Installation
