1. Please confirm that pricing is not required with our response to this proposal.
Response: Pricing is not required with the proposal.
2. Please confirm that the sample task order does not need to be priced or addressed in this submission except for determining the utilization of subcontractors as stated in L.4.2 Description of Team.
Response: The sample task order does not need to be priced or addressed in this submission except for determining the utilization of subcontractors as stated in L.4.2 Description of Team.
3. Please confirm that the SF330 should include all Part 1 sections and Part 2s for proposed subcontractors.
Response: In accordance the SF330 instructions, Offerors are to prepare a separate Part II for each firm that will be part of the team proposed for a specific contract and submitted with Part I. If a firm has branch offices, submit a separate Part II for each branch office that has a key role on the team.
4. Is it possible to increase the page limit for the SF330 to at least 50 pages? Typically Sections A-D require 2 pages, Section E, 10-20 pages depending on how many resumes are submitted, Section F, 10 pages, Section G 1 page, Section H 20-25 pages, and one page each for each prime location and subcontractors which could be up to 10 pages.
Response: Yes, See Amendment 0001, Section L, Table 1-2.
5. Will the SF330 Section H be used for evaluating this requirement “Qualifications, Experience, Capacity and Knowledge shall describe, in narrative form, the Offeror’s proposed approach to meeting the requirements of each Qualifications, Experience, Capacity and Knowledge sub-factor, as well as, their intended strategy for fulfilling the requirements of the contract?
Response: The entire SF330 will be used in evaluating Qualifications, Experience, Capacity and Knowledge. Section H may be used to provide additional information not covered by the information provided in Sections A-G.
6. Should the Part 1 Section F projects be the same projects that are provided in Volume 3, Past Performance?
Response: It is requested that the projects listed under SF330 Part 1, Section F be the same projects that are provided in Volume 3 Past Performance. It is understood that due to the maximum number of references allowed in Volume 3, that there may be more projects listed in Section F of the SF330 than are included in Volume 3.
7. Since the SF330 is a government form, and is already formatted, would you please eliminate the requirement for a two-column format?
Response: See Amendment 0001, L.1.3.5.1.
8. May we submit ACASS reports in lieu of PPQs for projects in the past performance section?
Response: ACASS reports may not be submitted in lieu of PPQs for projects in the past performance section.
9. If we worked as a team on a project with our proposed subcontractors, may we submit one PPQ to our client with the named subcontractors and count that as both a prime and subcontractor project/PPQ?
Response: As the performance roles differed, an offeror may not submit one PPQ that counts as both a prime and subcontractor project/PPQ. In the instance described, two PPQs should be submitted to allow the client to assess the performance of both the prime and the subcontractor on the project.
10. 1.4.2 DESCRIPTION OF TEAM states: In addition, the Offeror shall submit a consent letter, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror, so the Offeror can respond to such information. For each identified effort for a commercial customer, the Offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the Offeror’s performance.
Do you have a sample consent letter and client authorization letter that can be used?
Response: The Government does not have sample consent or client authorization letters that can be provided.
11. ‘Volume II – Qualifications, Experience, Capacity, and Knowledge’ has a 25 page limit, which also includes an SF330. Due to the stringent requirements of the SF330 form and the page limitation set for this RFP, can we assume that only Part I, Section H (‘Additional Information’) is what is required in this section?
Response: See Responses #12 and 4.
11.a. If not, please clarify what sections of the SF330 are to be included (as the SF330 is divided into Part I, which includes 9 sections, and Part II.)
Response: See Response #4.
12. Should an entire SF-330 package (Part I - Sections A-I and Part II) be included as part of Volume II or should this portion be treated as a Section H where firms detail their technical approach in 25 pages?
Response: The entire SF330 package should be included in Volume II.
13. If the entire form is to be used, we would like to request a page count increase to 50 pages, and that Part IIs be excluded from the new page count.
Response: See Response #4.
14. On page 11 of the RFP, the contract maximum reads $9.5M – does this apply only to the base year or the potential entire period of performance (base plus four option years)?
Response: Amount applies to entire period of performance (Base plus four Option years).
15. I am interested in attending the Pre-Proposal Conference and Site Visit on 11 & 12 April. Are there any special requirements that I need to address before showing up?
Response: See Attachment 7 to the solicitation.
16. Your guidance for the site visits at KAFB & WSMR on 11 and 12 April states ….”Limit 1 vehicle and 4 personnel per company”. We are considering teaming with some other firms in Albuquerque that are also interested in your opportunity HDTRA2-17-R-0002 (A-E Services). Is it correct to assume that each of them as separate companies has the same allowance of up to 4 personnel in their own vehicle for the site walks?
Response: Each potential offeror is considered a separate company and has the same allowance of up to 4 personnel in their own vehicle.
17. Do we need to bring our hard hats and other related personnel protective equipment?
Response: Yes. Please bring PPE to include hard hats, steel toe shoes/boots, safety glasses, reflector vest/jacket and gloves. We will visit active and passive construction sites on both days.
