| RFP: HDTRA1-18-R-0025 COMMENT FORM | ||||
| Item No. | RFP Reference (Sections B-M, Exhibit, & Attachment) | Paragraph No. | Offeror Comment / Question | Government Disposition |
| 1 | Section M, PPIQ | M.2.3 | Paragraph M.2.3 states, "In determining relevance, consideration will be given to projects similar to this solicitation in technical scope, magnitude, and complexity to the services described in the Initial Task Order PWS." However, instructions on the past performance information form, paragraph 6 state, "Please utilize the scope areas identified in the SOO as your point of comparison." Can the government please clarify if the PPIQ should address the PWS or SOO? | PPIQ is revised, para 6 is changed from SOO to PWS. |
| 2 | PPPQ | Given the government shutdown, would DTRA consider any allowances for delayed PPPQ delivery by impacted agencies in order to thoroughly validate current and applicable past performance? Would DTRA accept a copy of CPAR or PPIR reports from the offeror as available? The Offeror’s decision to select and submit a relevant past performance reference may be impacted by availability of a customer to complete a PPPQ. | Para L.4.3 is revised. The second paragraph is deleted. The Government will be responsible for issuing the PPPQs. | |
| 3 | General | N/A | Since the Program's inception, the number of products that have been requested by interagency partners has steadily risen. Can the Government please share the percentage breakdown of the roughly 3,000 products that are requested between RFIs, Modeling Tool Support, IT Systems Management, etc. | All technical analysis products are associated with RFI's. The annual workload for Model Tool Support is less than 1% of the overall effort. IT Systems Management is an internal support requirement and not tracked as an RFI. IT Systems Management has historically been at least one FTE. |
| 4 | CLAUSE 252.204-9000 | N/A | On Page 52 of the RFP the Government states, "DTRA has 2 official mailing addresses in the NCR. Offerors are to select one address below based on the method of mailing." With the due date for proposal submission falling on a Monday (March 4) would the Government consider allowing Offerors the ability to hand-deliver their proposal packages? | No. As it states in para 2 of Clause 252.204-9000 "Due to heightened security measures, hand-carried proposals cannot be accepted…" |
| 5 | Section L | L.2.12 | Please confirm offerors may use the 541715 NAICS when calculating subcontractor participation in S-1, in accordance with the instructions provided in Section L.2.12, Paragraph 2. | Both 541990 and 541715 are applicable NAICS to use, per L.2.12. |
| 6 | Section L | L.3.3.2 | L.3.3.2 requires offerors to provide key personnel resumes and staffing plans for the SOO and Initial Task Order. But then L.3.3.2.3 mentions only the Initial Task Order for the staffing plan. Please clarify what is required for both the resumes of key personnel and the staffing plan. | L.2.2.1 Is an overall summary of the requirements of the Technical Section. Subparagraph L.3.3.2.2 has been modified to clearly state that resumes are required for Key Personnel for both the SOO and Initial Task Order. It is up to the offeror to determine the key personnel for each. |
L.3.3.2.3 specifies that the staffing plan is only required for the Initial Task Order. L.3.3.2.3 provides details on what the government is looking for in the staffing plan. Resumes are not a requirement for the staffing plan.
| 7 | Attachment 1, Initial Task Order PWS | PWS 4.3.1 | Please clarify if the DTRA CBRN SMEs requirement for on-site support to DHHS is a full-time (permanent) staffing need, or if it is only during exercises and public health emergencies. | DHHS operational support is not a full-time staffing need. Currently, DTRA supports approximately one week per month full-time, with additional support as necessary and as funded. |
| 8 | Section L | Clause 252.204-9000 | What address should classified documentation be sent to? | Clause 252.204-9000 has been revised to include information on the classified mailing address. |
| 9 | Section L | L.2.16 | Classification Guidance. | The following text is added to L.2.16: All plans provided in response to this requirement shall be marked as if the information contained therein is presumed to be at the SECRET//NOFORN level and shall be submitted to the classified address provided in Section L Clause 252.204-9000. |
