SP Solicitation Questions and Answers

1. The Socioeconomic Commitment Goal is described in paragraph L.2.13. Since Section M suggests the goal is evaluated as part of the Volume I assessment, it appears that Volume I is the correct volume for responding to the requirement. Is this correct?

Answer: As detailed in L.2.13, Volume I is the correct volume for providing information on the socio-economic commitment. However, as further detailed in M.2.4.1, this information will be evaluated as part of the Overall Management Approach. Offerors need not provide any additional information within the Management Approach Volume to facilitate the evaluation of socio-economic commitment. Note: amendment 0002 incorrectly changed the Volume number for the Proposal Documentation Volume from I to II. Amendment 0003 will correct this error.

2. Page 71 of 87 Paragraph L.3.3.2 Sub- Factor A: Overall Management Approach requires the development of an initial transition approach within the overall Management Approach page count (20 pp). Leaving the Transition Approach in the overall management summary page count unduly disadvantages non-incumbent teams. Request the Transition Approach be called out as a separate section with its own page count at no less than seven pages to ensure non-incumbents have a fair opportunity to address transition.

Answer: Transition Approach will not be called out as a separate section. However, Table L.1.2 will be amended to reflect 30 pages instead of 20 for Sub-factor A – Overall Management Approach

3. In order to adequately price the requirements in paragraphs A.1.4 and A.1.4.1, Task Order #1, request your estimate how many conferences, meetings, symposiums, and exercises will be held annually.

Answer: Please refer to Section L.5.6.5 of Amendment 0003 for an estimate of how many conferences, meetings, symposiums, and exercises will be held annually.

4. Section L.5.6.3 of the RFP states that the “The FTE estimates identified in the Attachments 8-10 for Task Orders 1-3 SOWs are provided as general guidance only to facilitate the preparation of your cost proposals.” Given that the SOWs in Attachments 8-10 require the execute of certain events (e.g. Provide Joint CWMD training courses (TO 1 A.1.3; Conduct … CBAs (TO 1 A.2.1); preparation and execution of LNO and Detailee training requirements … (TO 2 A1.1)), we assume that the government will permit a matrix approach to staffing that allows integration across a SOW or across the SOWs and will not require that offers bid a single individual for each estimated FTE. Is this correct?

Answer: The Government will consider all potential offerors’ proposed solutions and evaluate each based upon the criteria as specified in the solicitation.

5. Task Order 1 SOW, Paragraph A.1.3. refers to "provide course instruction, including but not limited to mobile training teams." Cost and performance efficiencies can result if the offeror can tailor the support. We assume that the government will permit the composition of the course instructors to include personnel from the staffing plans proposed in response to all task orders as well as personnel from within the corporate structure with the appropriate qualifications. Is this correct?

Answer: The Government will consider all potential offerors’ proposed solutions and evaluate each based upon the criteria as specified in the solicitation.

6. In attachment L1 question 6, it states that the comparison should be made against the SOO Scope, but cites Section 2 – Objective as the reference. The SOO Scope is Section 3. Please clarify if comparison should be made against the SOO Objective (Section 2) or the SOO Scope (Section 3). We assume the comparison should be against the SOO Scope (Section 3). Is this correct?

Answer: Yes, this is correct and the attachment will be amended accordingly.

7. L.2.12 - Organizational Conflict of Interest - Can the government confirm that contractors/sub-contractors who will continue to be engaged in performer work (e.g. NDWSP) within the Strategy and Plans Enterprise after the period of performance starts for this A&AS contract are precluded from receiving an award as a prime or sub-contractor pursuant to this solicitation in accordance with the OCI provisions of Section L.2.12.

Answer: All work under this solicitation is considered A&AS work. Pursuant to the terms of the solicitation, prime contractors are precluded from performance of “performer” work within the Defense Threat Reduction Agency (DTRA) and subcontractors are precluded from performance of “performer work” at the Strategy and Plan Enterprise level, provided an Organization of Conflict Mitigation Plan is submitted and accepted by DTRA.

8. L.2.12 - Organizational Conflict of Interest - Can the government confirm that and Plans Enterprise, regardless of the owning contract agency, are precluded from receiving an award as a prime contractor pursuant to this solicitation in accordance with the OCI provisions of Section L.2.12.

9. L.2.13 and Attachment S-1 - Inclusion of travel/ODCs in the calculation of total contract value for the purposes of estimating small business participation percentages For the purposes of the proposal small business plan and the estimation of percentages of total contract value going to small business, will the Government allow offerors to express SB participation percentages as percentages of labor only, and remove the travel/ODC plug numbers from the calculation?

Answer: No; the Small Business (SB)/Small Disadvantaged Veterans Owned Small Business(SDVOSB)goals for this project are 10 percent for SB and 5 percent for SDVOSB which apply to the total contract value.

10. FAR Clause 52.215-20 / Section L.5.6.3 - Requirements for Cost or Pricing Data - Is a Certificate of Current Cost or Pricing Data required at the time of proposal submission? Is a similar certificate required for all offer team subcontractors?

Answer: No, pursuant to FAR 15.403-1, the contracting officer expects adequate price competition.

11. L.4.2 - DESCRIPTION OF TEAM – pg 71). The RFP states, “The Offeror shall provide a matrix of all proposed subcontractors/team members and the specific areas within the ID/IQ SOO and Task Order SOWs for which they will be utilized.” - May we assume this matrix does not count in the page limitation for Description of the team?

Answer: Yes. This is specified in L.1.3.5.3 of Amendment 3..

12. L.5.2 - In the instructions for Volume IV (Cost), in Section L.5.2.f of the RFP, there is a requirement for a "Small Business Commitment Template", but it appears that this requirement is also addressed in Volume I under Section L.2.13.1 of the solicitation - Will the Government confirm that there is no further small business-related submission required as part of Volume IV (Cost)?

Answer: The Small Business Commitment Template must be submitted as part of Volume I, Section L.2.13.1. No further small business-related submission is required as part of Volume IV (Cost)

13. L.1.2.a - The originals of each volume are required to be submitted "under separate cover" - Will the Government accept the orginals in a separate wrapping but submitted as part of one proposal shipment or does the Government require a completely separate mailing/submission?

Answer: A complete set of the originals of all proposal volumes is required; however, separate mailing/submissions of each volume is not required. The originals shall be wrapped separately from the copies.

14. L.1.2.c - The solicitation does not appear to have a deadline date for submission of past performance questionnaires (Attachments L-2) back to the Governments - Can offerors assume that the deadline for submission is the same date as the proposal due date?

Answer: Yes.

15. Statement of Opportunity, paragraph 4.9 and Task Order 1, paragraph A.1.4.1 require a facility to host a 400 person plenary session at the Secret level and 5-6 TS/SCI breakout rooms that can accommodate 50-90 personnel. This requirement clearly describes an existing facility maintained by the incumbent and hence clearly favors the incumbent team. A more “full and open” competition would remove this restrictive requirement, separately compete or lease the required facility, and allow the contractor teams to compete in a “full and open” manner on the A&AS FTE and experience requirements. Would the government consider revising the current RFP to remove this restrictive facility requirement?

Answer: Amendment 0003 will revise the Statement of Objectives paragraph 4.9 and Task Order 1 paragraph A.1.4.1 to clarify that a potential offeror is NOT required to provide the facility described in 4.9/A.1.4.1. Rather, the potential offeror has the option to either provide the facilities OR identify available government facilities (for example the Pentagon) that meet the requirement. DTRA will provide sponsorship for the use of government-owned facilities. In all cases, regardless of type of facility, the offeror will be required to coordinate the event and provide all logistical support.============================================================

16. 252.225-9075 Contractor Personnel Authorized to Accompany U.S.Armed Forces Deployed Outside the United States - Page 30 - Does the Government anticipate deployments associated with this contract? If so, how many, to what locations and for what duration. Also, how many contractor personnel would deploy for each deployment specificed?

Answer: Yes, the Government anticipates deployment of personnel as specified within the SOW.

17. 252.215-9007; Attachments 2, 3, and 4 - Pages #51-52 - Key Personnel are not specified in the Task Orders; does the Government intend that the Offeror propose individuals as Key Personnel?

Answer: Yes

18. Section L – Page 62 - In Table L.1.2 – Proposal Organization under Volume III there is a reference to “Present and Past Performance Information Form (Attachment 6).” There is not an Attachment 6 and we assume the government is referring to Attachment L-1. Please confirm.

Answer: Yes. L.1.2 will be updated to reflect this correction.

19. L.1.2 Proposal Organization; L.4.3 Rlevant Present and Past Performance Efforts; Attachment 6: L-1 Past Performance Information Form - Pages 62, 72, Attach. 6 - The L.1.2. Proposal Organization table indicates page limits for Past Performance references are 4 pages per reference plus 4 pages for the narrative. L.4.3 references the Past Performance Information Form (Attachment 6), which is 3 pages long. Can you confirm that the completed Past Performance Information Forms may be 4 pages long?

Answer: Yes; 4 pages per reference plus 4 pages of narrative for an aggregate of 8 pages.

20. L.4.3.1 Past Performance References / Questionnaire – Page 72 - To reduce the burden on PPQ respondents, will the Government allow either of the following PPQ transmittal alternatives: 1) email in Word rather than PDF format; 2) Via fax, in which case will you provide a fax number?

Answer: No; PDF format only for Past Performance Questionnaire Response Forms.

21. L.5.1 General Information - Page 73 - The RFP states "Only task orders 1 and 2 shall contain the costs associated with the incoming transition plan proposed in accordance with Section L.3.3.2.8 for a transition period up to 60 days within the period of performance of the IDIQ contract.", but the RFP does not have a section L.3.3.2.8. Can you clarify what the requirements are for a transition plan?

Answer: The Government is requesting a transition plan for Task Orders 1 and 2 as specified in Section L.3.3.2 of the Solicitation and Section 4.11 of the SOO. This is corrected in Amendment 0002.

22. L.5.5.3, Attachment 1 (SOO) - Pages 73-74 - This section states "the Government intends to provide no more than 29 Government furnished spaces and laptop computers as described in the Statement of Objectives." Paragraph 6.1 of the SOO indicates that the Government will provide 25 workspaces, which is consistent with the information provided in Sample Task Orders 1, 2, and 3. Please clarify this discrepancy.

Answer: Section L.5.3.3 will be amended to reflect 25 spaces and laptops.

23. A.Solicitation, Offer and Award; L.1.2 Proposal Organization - Pages 1, 62 - Paragraph 9 of the solicitation states the requirement for an original and six copies of the proposal; the proposal organization table in L.1.2 requires different numbers of copies by volume, ranging from 3 to 8. Please clarify the number of copies required.

Answer: The correct number of copies are as set forth in the proposal organization table in Section L.1.2.

24. Attachment 1 (SOO) para 7.0 – Page 7 - Will the Government consider proposed personnel with a current DOD TOP SECRET clearance whose SCI access is registered in Scattered Castles or other USG security database but not JPAS to have SCI eligibility at the time of contract award?

Answer: Yes. This is as specified in Section 7.0 of the SOO.

25. Attachment 1 (SOO) para 8.0 – Page 8 - The SOO states "As appropriate, government furnished equipment GFE will be made available for A&AS personnel at Government facilities and in some cases to A&AS personnel not located at Government facilities? Can the Government clarify what, if any, GFE will be provided to the personnel who are not located at Government facilities?

Answer: The Government shall provide no more than 25 laptops plus other computer related equipment as specified in the DD254.

26. Sections B, H and L - Pages 2-6, 19-42, 75 - Contract Section B indicates an ordering period of 5 years, but does not mention option periods. Section H has no Special Contract Requirement for Exercise of Options. Section L.5.6.1 clearly states that there will be a six month base, followed by four 12-month and one 6-month options. Should we assume that the Section L guidance is correct?

Answer: Yes. The base contract will be awarded for a base ordering period of 5 years during which task orders may be issued, the performance of which must be completed by the last day of the 5th year in the ordering period. Section L.5.6.1. refers to the period of performance for the task orders anticipated to be issued under the base IDIQ contract. Task Orders will contain the appropriate option exercise language.

27. Sections H and L - Pages 19-42, 67, - Section H of the model contract incorporates DFARS 252.209-9000, Organizational Conflict of Interest, which stipulates that for any programs under which A&AS are provided under the proposed contract, the awardee will be ineligible to compete for resulting future program deliverables, subject to exceptions based on either an approved OCI Mitigation Plan or an OCI waiver adjudication process. Section L.2.12 includes OCI instructions that are far more restrictive than the Section H clause that would actually survive the solicitation stage, prohibiting the Prime contractor from any non-A&AS work throughout all of DTRA for the duration of the contract and one year thereafter. Which clause will actually be included in the awarded contract? If the Section L provision will be included in the Contract, would the Government consider allowing Primes to compete for non-DTRA/SP work provided they function under an approved OCI Mitigation Plan on the instant A&AS contract (i.e. as allowed at the subcontract level)?

Answer: All work under this solicitation is considered A&AS work. Pursuant to the terms of the solicitation, prime contractors are precluded from performance of “performer” work within the Defense Threat Reduction Agency (DTRA) and subcontractors are precluded from performance of “performer work” at the Strategy and Plan Enterprise level, provided an Organization of Conflict Mitigation Plan is submitted and accepted by DTRA.

28. Sections B and L - Pages 4, 75, 76 - Section B displays CLIN 0005 as Travel and CLIN 0006 as CDRLs, Table L.5.6.1 lists CLIN 0003 as travel and CLIN 0004 as CDRLs. Similarly, Table 5.6.2 identifies Travel as CLIN 0003. Which is correct?

Answer: The Travel CLINs in Section L.5.6.1 will be corrected.

29. Task Order 3 Statement of Work, SOO Section 7.0 - TO3: 1 SOO: Page 7 - The current onsite support in Aberdeen providing WMD elimination planning and training support does not require all personnel to have TS/SCI clearances. Task Order 3 estimates six (6) FTE with TS/SCI clearances. Please confirm the security clearance level for all six FTE. Likewise, please confirm that a candidate with TS who is SCI eligible is acceptable, consistent with section 7.0, Security Requirements, in the SOO.

Answer: The security requirements are correct as stated in the SOW 3 and per Section 7.0 of the SOO.

30. Section L – Page 74 - Section L.5.4 states "the cost proposal shall delineate labor hours, unburdened labor rates, labor categories, indirect costs (to include base and percentage used in calculation), ODCs, G&A, and fee for the prime and all subcontractors." Would the government like all subcontractors to submit sealed packages with their labor rate build up information, or is it the government's intent for the Prime to include the subcontractor fully loaded rates in their proposal with any applicable Prime loading documented?

Answer: It is within the discretion of the prime and the subcontractor to decide which approach to utilize in providing the detailed information to the Government. However, the detailed information must be submitted to the government in accordance with Section L.5.4 and L.5.1 in order to determine the basis and rationale for a determination of the fairness and reasonable of subcontracting costs.

31. Section L – Page 73 - In reference to Section L.5.1, does the Government require the transition plan be priced separately within CLIN 0001 for Task Order 1 and 2?

Answer: No.

32. Section L, Task Orders 1-3 - Pages 74, 75 - Reference L.5.4, pursuant to which the cost volume shall include both summary and CLIN level pricing and detail the breakdown of cost elements therein. Per L.5.6.2, Offeror’s shall utilize the Government Travel Estimates as the basis for all Travel costs in the cost proposal. Would the Government provide Offerors with plug numbers for ODCs in addition to Travel expenses for the purpose of pricing the Task Order proposals? If the Government doesn’t provide plug numbers for ODCs in addition to Travel expenses, can the Government provide additional details regarding the number of conferences, meeting, symposiums and exercises noted in Task Order 1 so the offeror can estimate the costs associated with conducting these events.

Answer: Please refer to the Government’s response to Question 3 above and also refer to Section L.5.6.4, which was added in Amendment 0002 of the Solicitation.

33. Section L – Page 75 - Will the government consider supplying “plug numbers” for ODCs similar to how “plug numbers” were supplied for travel in paragraph L.5.6.2?

Answer: Yes. Please refer to Section L.5.6.4, which was added in Amendment 0002 of the Solicitation.

34. Task Order 2 – Page 3 - Given the requirement to perform services in Stuttgart, Germany under Task Order 2, will the Government consider including DFARS, 252.229-7001, ALT I in any resultant award?

Answer: No; this clause does not apply

35. Task Order 2 – Page 4 - We understand that deployable LNO personnel may be required to work non-standard hours. Should the contractor interpret this to mean hours in excess of a standard 40-hour work week and if so, how many hours per week should we plan for? Also, how many deployments and for what duration does the Government anticipate?

Answer: Offerors should assume a standard workweek for estimating purposes. The frequency and duration of deployments for deployable personnel is not known at this time.

36. SOO Task order 1 - SOO: Page 5 TO1: Page 2 - Section 4.9 of the Statement of Objectives refers to “several additional TS/SCI break-out/working group rooms that can accommodate approximately 70 to 90 attendees.” In the Section A.1.4.1 of the Task Order 1 Statement of Work is states, “with 5-6 additional TS/SCI break-out/working group rooms that can accommodate approximately 50 to 90 attendees.”

(1) Is the requirement for TS/SCI break-out/working group rooms for up to 90 people?

Answer: Yes.

(2) Can the government clarify if there is a set number of rooms (5-6) as in Section A.1.4.1 of the Task Order 1 SOW?

Answer: Up to 6.

(3) Can the government clarify if the number of attendees (50/70 to 90) is the total for all break-out/working group rooms or for each of the 5-6 additional rooms?

Answer: 5-6 breakout rooms with 30-90 people in each room.

Answer: The solicitation contains all necessary information as published in HDTRA1-11-R-0017 on FedBizzOpps (https://www.fbo.gov/).

38. We have an additional question regarding the subject solicitation:

Please confirm that subcontractors who will be receiving non-cost type subcontracts under this effort do not need to submit sealed packages to DTRA or DCAA as part of this solicitation. Please also confirm that subcontractors who will be receiving cost type subcontracts need to submit sealed packages to DTRA and DCAA and that this can be accomplished via email versus physical copies.

Answer: Subcontractors should submit sealed packages to Prime Contractors. Prime contractors should submit their sealed packages with the subcontractors’ sealed packaged to DTRA as one package. Per Section L.1.2, only past performance questionnaires may be submitted by email.

39. We have an additional question regarding the subject solicitation; the one that we sent this morning has also been included here to avoid confusion:

40. RFP L.3.3.3 - Page 70 - Each bidder is asked to provide position descriptions and labor categories. Will DTRA provide the current labor categories by position?

Answer: No. Offerors are to propose labor categories by position in line with their respective technical approach to accomplish the work.

41. RFP M.2.5 - Page 83 - In order to facilitate an objective comparison between proposed personnel rather than just numbers of people, please provide specific position descriptions by position.

Answer: Offerors are to provide the labor categories by position inclusive of a description of the functions to be performed by the respective staff in line with their respective technical approach to accomplish the work.

42. RFP M.2.5

- Page 85 - Is it correct to assume that relevance of the qualifications of key management personnel who performed work of a similar nature done for another agency is considered equal to work performed for/at DTRA?

Answer: The proposals will be evaluated as defined in Section M.

43. SOO 4.8 and 4.9 – Page 5 - Since it appears that the conference facility requirement in the RFP strongly favors the incumbent, would DTRA consider eliminating that requirement or allowing non-incumbent offerors to assume that they can after contract award rent the incumbent's facility (the incumbent advertises that facility availability for rent) or use it under a directed subcontract arrangement?

Answer: Amendment 0003 will revise the Statement of Objectives paragraph 4.9 and Task Order 1 paragraph A.1.4.1 to clarify that a potential offeror is NOT required to provide the facility described in 4.9/A.1.4.1. Rather, the potential offeror has the option to either provide the facilities OR identify available government facilities (for example the Pentagon) that meet the requirement. DTRA will provide sponsorship for the use of government-owned facilities. In all cases, regardless of type of facility, the offeror will be required to coordinate the event and provide all logistical support.

44. In Section L.4.3, the Government states that: “For each past performance effort provided, both Prime and Sub, the Offeror shall identify which tasks and percentage of effort that each sub-contractor performed on the contract”.

Given that some contracts involve several hundred sub-contractor teammates and include dozens of tasks that are beyond the scope of relevance to the DTRA SPE RFP, is it the government's intent that we list the % of work performed by the Offeror or any of its SPE teammates on tasks in the past performance effort that are relevant to the DTRA SPE RFP since this would presumable be most important for the evaluation? Can the government please clarify?

Answer: Yes. Section L.4.3 specifically states for each past performance effort provided, both Prime and Sub, the Offeror shall identify which tasks and percentage of effort that each sub-contractor performed on the contract and provide a detailed narrative describing the effort and the results of the Offeror’s performance. This narrative shall include detailed rationale citing the relevance of the submitted past performance effort to this specific SP A&AS requirement.

45. L.4.3 - The referenced text requires that for each past performance effort provided, both Prime and Sub, the Offeror shall identify which tasks and percentage of effort that each subcontractor performed on the contract and provide a detailed narrative describing the effort and the results of the Offeror's performance. We interpret this to mean that for each PPPR submitted by a team member, that team member should identify which tasks and percentage of effort it performed on the contract cited as well as the tasks and percentage of effort performed by any subcontractors on that effort. Please clarify.

Answer: For each PPPR submitted by the prime or a team member, the prime/team member should describe the overall statement of work/requirement and identify which tasks and percentage of effort it performed on the contract cited.

46. Section M - Page 84-85 - In sectin M of the RFP, the paragraphs skip from 2.4.3 to 2.4.5, ommitting 2.4.4. This same ommission is repeated in Amendment 1, page 23. Is this a mistake in number, or is paragraph 2.4.4 missing?

Answer: This is an error that will be corrected in the amendment to the solicitation.

47. Reference Amendment 1 - Page 2 Section A - this states that the number of copies required has been reduced from 6 to 1. However on page 4 (Section L.1.2 table) - it still lists a bunch of copies required. Will the Government please clarify the number of copies of each volume required for submission?

Answer: The correct number of copies are as set forth in the proposal organization table in Section L.1.2.

48. RFP 252.215-9004 and L.3.3.3, L.3.3.4, and L.3.3.5 - Page 29 - There is an inconsistency in the RFP regarding the definition of "key" personnel. In Section 252.215-9004 the RFP states that key personnel will be identified by the government after award. In Section YYY, we are asked to provide Letters of Commitment for key people in the proposal. Please clarify.

Answer: Prospective sources are to identify the individuals they are proposing as key personnel. Upon award of the contract, the successful firm’s key personnel will be identified in the resultant contract, as awarded.

49. RFP L.1.3.5.3 - Page 65 - If we include a separate RFP cross-reference matrix for each Task Order, may it be exempt from the page count?

Answer: Yes. Section L.1.3.5.3 will be amended to reflect this.

50. RFP L.3.3.2 - Page 72 - In DTRA's ADOP and RD RFPs the transition plan was given a separate page count from the rest of the Management Proposal. Would you consider doing that in this procurement and providing a specific page count (up to 10 pages was allowed for the transition plan for ADOPS)?

Answer: No. However, Table L.1.2 will be amended to reflect 30 pages instead of 20 for Sub-factor A – Overall Management Approach.

51. TO 2, Sec A.1.2 - Page 3 of 5 - Since US Africa Command, Kelly Barracks, Stuttgart, Germany is not included in the COCOM deployment location list, should contractors add one more FTE to their proposals to account for the US Africa Command position?

Answer: No. The LNOs positions sought are as described in Task Order 2.
