Integrate BTRP efforts in the area of CBR projects, as many as five per year. Accommodate the efforts of designated (and separately contracted) training entities.

5. Hand Carry Requests
a. Two weeks prior to export, the Contractor shall provide transaction information for items being hand-carried in support of CTR program activities to DTRA CTR’s Export Compliance Administrator (ECA).
DTRA-CTR’s ECA will review the request and provide written response/authorization as applicable.

INFORMATION TO OFFERORS (ITO) and INSTRUCTIONS FOR PROPOSAL
PREPARATION
The section L.6.4.1 is deleted in its entirety and replaced with the following:
L.6.4.1. ASSUMPTIONS
For the purpose of the cost proposal, assume the following. Costs for both base work and optional work should be included in the proposal:
1. Base work:
a. Assume one human EMS per oblast. Exceptions of Kyivska Oblast, Odesa Oblast, and Lvivska Oblast, which will have EMSs stood up in an earlier phase of work. Six other oblasts (Chernihivska, Cherkaska, Kirovohradska, Poltavska, Kharkivska, and Luhanska) will receive only EIDSS via a separate sole-source contract in addition to equipment.
b. A total of 25 Human EMSs will be designed, built/renovated, equipped, stood up, certified, and commissioned as listed below. There is no designated order for EMS construction
i) EMSs H-1 through H-5 require the full suite of diagnostic equipment, and minor security upgrades.
ii) EMSs H-6 through H-16 require full renovation plus a full suite of diagnostic equipment. (Note: EMS H-10 will receive only a small package of diagnostic equipment. Assume 50% of the full suite of diagnostic equipment.)
iii) EMSs H-17 through H-23 require only a small package of diagnostic equipment and the full package of reporting equipment. No renovation required.
iv) EMSs H-24 through H-25 require partial renovations plus a full suite of diagnostic equipment.
c. Electronic Integrated Disease Surveillance System (EIDSS) will be procured separately through BTRP’s provider.
d. The one interim CRL (previously renovated) will only require sustainment.
e. A total of 18 TRV vehicles will be required for EMS H1 to H16, H24 to H25.
f. Training required for all facilities.
g. One MORU will be based at the interim CRL. The minimum technical requirements for team members are the knowledge, skills and abilities they have as epidemiologists, veterinary inspectors and laboratory technicians in their present roles in the TADR system.
h. EMS, TRV, MORU, and CRL sustainment will be provided for three years after commissioning and may taper down from 100 percent. Sustainment cost includes equipment maintenance and consumables but excludes salaries. The U.S. Government will pay for sustainment in diminishing levels for three years: year 1 at 100%; year 2 at 66%; year 3 at 33%.
Commensurably, the Government of Ukraine will pay for 0% of sustainment in year 1; 34 percent in year 2; and 67% in year 3. By year 4, the Government of Ukraine will be responsible for 100% of the sustainment costs of the MORU.
i. There will be on average 5 Collaborative Biological Research projects per year.
i) New projects will start in the last year of the existing projects so there will be consistent engagement with Ukrainian research institutes.
ii) There will be on average 1.5 US Collaborators per project (i.e., non- DoD academic collaborators) and 2 institutes per project.
2. Optional work
a. 1 Human only CRL
i) The permanent human CRL will be greenfield construction and will be provided by the Government of Ukraine.
ii) BTRP designs will require adaptation to human only operations, local site conditions and building codes.
iii) The permanent human CRL will require a full suite of diagnostic, computational, and reporting equipment.
iv) The permanent human CRL will require BSL-2 and BSL-3 laboratory capability.
v) The design of the permanent human CRL will require full biosecurity measures and large-capacity pathogen repository space.
vi) Training and sustainment are required.
b. A total of 7 Vet EMSs will require the full suite of diagnostic equipment, minor security upgrades, seven TRV, training, and sustainment

EVALUATION FOR AWARD
The section M.2.4.2 Sub-factor B.2.1 –Technical Capability is deleted in its entirety and replaced with the following:
M.2.4.2 Sub-factor B.2.1 –Technical Capability Evaluation of this sub-factor will focus on the Offeror’s technical capabilities and standard practices for satisfying the overall program and contract objectives of the BTRIC SOO using systems engineering discipline, risk management processes, integrated logistics support, and sustainment plans. The information in Volume IV (Sample Task) that demonstrates application of these technical processes or plans will be used during the assessment.
This sub-factor is met when the Offeror demonstrates the ability to accomplish the following technical elements with an acceptable level of proposal risk (as identified by the Contractor and/or Government). Each of these elements will be considered in arriving at a rating but will not be separately rated.
• Systems Engineering: The ability to apply a systems engineering process for designing, developing, testing, constructing, installing, and sustaining products, services, and capabilities for the BTRP system, including facilities and laboratories. This includes how all stakeholders and subcontractors participate in its Systems Engineering process and how the process involves the government/government representative witness and verification requirements.
• Risk Management: The ability to accurately identify, assess, mitigate, monitor, and report BTRP and specific project risk.
• Quality Control: The ability to ensure the quality (timeliness, adequacy, accuracy, etc.)
of products and services.
• Integrated Logistics: The ability to provide integrated logistics support for all applicable elements, to include: maintenance planning; maintainability; manpower, personnel, and training; supply support; export compliance, and sustainment. The ability to establish a global supplier base with an agile supply chain that provides multiple material solutions and vendors for any BTRP commodity. This includes not only cost, but also speed of delivery, license and warranty support, and analysis of vendor’s ability to work directly with the recipient state government following transition of sustainment responsibilities.
• Biological Expertise: The ability to apply the required level of biological expertise toward all aspects of BTRP. Specifically: to implement, facilitate and manage cooperative biological research projects and ensure compliance with all biological safety and biological security requirements and restrictions program-wide.
