Parts of the plan may be combined if they are within the same section and all information required by this data item description is addressed.
4. Content. The Operations Support Plan shall contain the following:
4.1. Section one of the plan will include an introduction and executive summary of the document, as well as the roles and responsibilities of stakeholders.
4.2. Section two of the plan will include the following. The first part will list and explain the project's performance based supportability requirements. The second part will detail project constraints, especially those unique to the operating environment. Part three will detail contractor assumptions and risks.
4.3. Section three of the plan will include the following. Part one will detail the contractor's purchasing strategy. Part two will discuss any special instructions and guidance the contractor uses when purchasing material.
4.4. Section four of the plan will include the following supply chain related parts.
4.4.1. Part one will include a graphic and narrative overview of the supply chain, prior to turnover to the recipient state. Part two will include the purpose, goals and metrics used to manage the supply chain.
4.4.2. Part three will include an assessment of the recipient state's current approach to supply chain management, specifically addressing the aspects of supply chain management discussed in this section.
4.4.3. Part four will address how the project will classify items, how those items will be managed and the sourcing strategy for each class of item. Part four will also reference the Master Equipment List (MEL) and Master Supply Catalog (MSC) once those are finalized. Part five will detail how the project will set and modify stock levels, to include the methodology used to determine stock levels, advance planning for future logistics demand and how supply requests will be prioritized. Part six will explain how any warehouses used in the project will be managed, especially the distribution process to be used. Part seven will explain how the reverse logistics process will work, to include disposal, reuse, transfer of custody (TOC), obsolete items and items found defective immediately after being issued from the supply chain to end users. Part eight will address how the project will conduct packaging, handling, storage and transportation within the supply chain. International transportation, in-country transportation and customs clearance will be addressed specifically in this part of the plan. Part nine will detail how data will be collected, stored, managed and utilized in the supply chain, to include what reports will be generated, data integrity and security, and manual procedures if electronic means fail. Part ten will detail how supply demand forecasting will be accomplished. Part eleven will address how environmental, safety, and occupational health (ESOH) concerns within the supply chain will be addressed, including regulatory issues.
4.5. Section five of the plan will include the following equipment maintenance related parts.
4.5.1. Part one will address the overall operation of the maintenance function within the project. Part two will include the purpose, goals and metrics used to manage the maintenance function.
4.5.2. Part three will include an assessment of the recipient state's current approach to maintenance management. Part four will address how equipment status will be determined, tracked and reported, plus how this information will be utilized.
4.5.3. Part five will address maintenance leveling, to include how organizational, intermediate and original equipment manufacturer (OEM) maintenance will be determined for items or classes of items. Part six will address scheduled and preventative maintenance, to include planning, scheduling and calibration. Part seven will detail how unscheduled maintenance and repair will be conducted to include forecasting, the repair process, fault tracking and repair prioritization.
Part eight will detail how OEM maintenance will be managed, to include warranty item maintenance, forecasting, the repair process, tracking and repair prioritization. Part nine will cover the condemnation and disposal of items following or as a result of maintenance and/or inspection, to include condemnation criteria, condemnation authority, and issues related specifically to consumables, spare parts, equipment and HAZMAT items. Part ten will detail how data will be collected, stored, managed and utilized in the supply chain, to include what reports will be generated, data integrity and security, and manual procedures if electronic means fail. Part eleven will address how environmental, safety, and occupational health (ESOH) concerns within the supply chain will be addressed, including regulatory issues.
4.6. Section six of this plan will include the following technical data related parts.
4.6.1. Part one will include an assessment of how the recipient state manages technical data. Part two will include a needs assessment concerning technical data, with emphasis placed on what technical data needs to be developed and technical data is already available from both public and private sources.
4.6.2. Part three will discuss the process used to develop new and update existing technical data. Part four will discuss how technical data will be validated.
4.7. Section seven of this plan will include the following support equipment related parts.
4.7.1. Part one will define support equipment requirements. Part two will discuss how the recipient state currently manages support equipment.
4.7.2. Part three will detail how the contractor will ensure that adequate support equipment is available and transferable to the recipient state. Part four will discuss any special considerations and issues for various types of support equipment, including tools, personal protective equipment (PPE), storage systems, computer resources and office equipment.
4.8. Section eight of this plan will include the following facilities related parts.
Part one will include an assessment of how the recipient state conducts facilities management. Part two will discuss current and future facilities requirements.
Part three will detail how facilities maintenance will be planned, tracked and conducted. Part four will detail vehicle maintenance and transportation requirements, and how these functions will be tracked and conducted. Part five will detail how the contractor plans to respond to biological surety specific facilities issues.
4.9. Section nine of this plan will include the following computer resources related parts. Part one will discuss how the recipient state currently manages computer resources. Part two will discuss computer resource requirements and an overview of the computer resources to be used to meet these requirements. Part three will discuss the hardware required to meet requirements. Part four will discuss the software to be used. Part five will discuss interoperability issues specifically related to computer resources. Part six will discuss how these resources will be supported.
4.10. Section ten of this plan will include the following manpower and personnel related parts. Part one will discuss how the recipient state currently manages manpower and personnel issues relevant to the project. Part two will detail the methodology for determining manpower requirements and contractor response to gaps.
4.11. Section eleven of this plan will include the following training for operations support personnel. Part one will include an assessment of the recipient state's skills and current training program. Part two will discuss what training and training support requirements are not met by the recipient state's current training program. Part three will include recommendations for addressing the capability gaps from part two.
4.12. Section twelve of this plan will include the following quality assurance related parts. Part one will discuss the recipient state's current quality assurance approach. Part two will discuss the overall quality assurance approach to be taken during the project. Part three will discuss laboratory and scientific quality assurance. Part four will discuss logistics system and support function quality assurance.
4.13. Section thirteen of this plan will include the following operations related parts. Part one will discuss how the recipient state currently balances operational requirements and support constraints, with special emphasis placed on ensuring operations support schedules meet operational needs. Part two will discuss any issues and capability gaps discussed in part one. Part three will include recommendations for addressing any issues in parts one and two.
