NOTE: Numbers missing from the numbering sequence below were addressed in amendment 01.
1. Are the CAD files available for the civil drawings? Please provide the CAD files or a link to the CAD files so that we can do an accurate QTO of the earthwork.
a. AutoCAD Files have been posted to the Commissaries.com website as Amendment 2 – Attachment 01 – Cadd Drawings – NAS Jacksonville see “Section C” of this amendment for the web address.
2. Exchange and Pharmacy Drive Thru Specifications do not include a section for temporary facilities. Will the temporary facilities listed in the Commissary specifications serve for these projects as well?

3. Will the Contractor be allowed to consume utilities under owner’s meter during the phased renovation of the exchange, and Pharmacy Drive Thru or will separate meters be required?
a. The government shall make all reasonable required amounts of utilities available to the contractor. The contractor, at his expense, shall install and maintain all necessary temporary connections. Before final acceptance of the work the contractor shall remove all the connections. a. Only use the amended Section B that is “Attachment 3” of amendment 01. This answer supersedes any previous answer provided in Amendment 01.
10. This project has 3 sets of specifications.
• In reference to civil work, is there a governing set of specifications for if a discrepancy is found between these sets?
a. There are 3 sets of specifications because this is essentially 3 independent projects that have unique standards for each organization, unique geotechnical evaluations, and different reviewers during the design process. Each "project" has a complete set of design drawings and associated specifications specific to that project. While these specifications are as similar as possible, there will be instances where they are different. In these situations, the Contractor should follow the specification that is associated with the project that he is working on based on what is shown as new work in the Construction Drawings for that area.
G-004 is simply for information. The dividing line is in which set of drawings is that work shown to be completed.
• 01 45 00 Testing as stated in the Commissary Specifications states this work unless stated elsewhere will be by the GC. 014533 of the Exchange Specifications lists testing by the Government, but does not list site work. Is it correct that the GC is to carry the testing for civil work in the bid for the work in relation to the Exchange and Pharmacy Drive Thru?
a. Contractor shall pay for all inspection services and testing
11. We were told at the site visit that photography was not permitted. Will photos of the new areas and existing structures be made available prior to bidding?
a. No
12. NEXCOM - Is it possible to provide the auto cad drawings for the civil drawings?
a. AutoCAD Files have been posted to the Commissaries.com website as Amendment 2
– Attachment 01 – Cadd Drawings – NAS Jacksonville see “Section C” of this amendment for the web address.
13. NEXCOM - Are the areas indicated on AD100, Areas A-G, phases? Does the contractor get the entire
Area A-H in phased succession? If so, do these areas have a finish to start relationship?
a. No. These are simply an indication of “Areas” which are depicted on the 1/8” scale floor plans and on the Key Plan. See sheet G-004 of Amendment for further clarification of phasing.
14. NEXCOM - Will the contractor be responsible for removal shelving, gondolas, and/or clothing racks?
a. NEXCOM will remove all free standing shelving, equipment and fixtures not fastened electronically, mechanically, or structurally to walls, floors or ceiling.
15. Pharmacy - Is it possible to provide the auto cad drawings for the civil drawings?
a. AutoCAD Files have been posted to the Commissaries.com website as Amendment 2 – Attachment 01 – Cadd Drawings – NAS Jacksonville see “Section C” of this amendment for the web address.
16. Pharmacy - On A-101, Demolition Plan 1, the drawing indicates removing rolling files and removing of plywood, patch and repair floor. Upon a site visit this work appears to have been completed.
a. Contractor shall provide bid per the contract documents. Work already performed shall be field verified after bid award to determine credit required.
17. Pharmacy -Does the Pharmacy plan to stay open during the remodel/addition? If so, is it intended to be night work?
a. Pharmacy will remain open, contractor shall provide hardwall barriers inside to prevent unauthorized access.
18. Pharmacy -Is the Vittleveyor Model VRG carrier the correct application for this project? This is a fast food type application and E.F. Bavis and Associates makes a pharmacy specific conveyor system.
a. The Vittleveyor carrier is the correct application for this project.
19. Pharmacy -There doesn’t seem to be a specification concerning the window frame, finish, material, etc.
only the bullet proof glazing. This is not covered in the specifications or the drawings.
a. To be addressed through “Request for Information” (RFI) after award.
20. Commissary - Is it possible to provide the auto cad drawings for the civil drawings?
a. AutoCAD Files have been posted to the Commissaries.com website as Amendment 2 – Attachment 01 – Cadd Drawings – NAS Jacksonville see “Section C” of this amendment for the web address.
21. Commissary - Many of the refrigeration trenches depicted on the drawings are in excess of 20 ft of total length. ACR copper piping is 20 ft lengths. Therefore the drawings seem to indicate that there will be a welded joint below slab. This is bad practice and a potential maintenance nightmare. Once the slab is poured, if there is ever an issue, there will be no way to access the joint if it is poured under the slab. Will welded joints in the ACR be accepted by DeCA?
a. No. ACR copper can be special ordered in longer lengths.
22. Commissary - The Note on the bottom right side of Drawing S-101 states that to reduce the risk of damage to polished concrete floor, slabs are to be poured after erection of walls, roof framing, and roof deck are protected from damage until opening. This doesn’t work with tilt panel construction. The panels will need to be cast on the slab.
a. It is a DeCA requirement to enclose the building prior to pouring floor slabs. The panels will have to be poured on casting beds separate from the floor slab.
23. The bid form issued in the (HDEC03-14-R-0003_NAS_Jacksonville_Released) document does not match the bid forms that are located in the individual sets of specs for this project. Are we to assume that the correct bid form breakdown is in fact the one from the (HDEC03-14-R-0003_NAS_Jacksonville_Released) document? Please clarify.
a. Only use the amended Schedule B that was included in Amendment 01 as attachment 03.
24. This RFI is for the Commissary. There are two specs for the sliding automatic doors. Both indicate that they are for the interior and exterior doors. Please clarify.
a. 0842 29.23 specification is for interior set of sliding automatic doors which do not have to be hurricane rated but will need to meet UFC requirements (as shown on the door schedule and door types). 08 42 29.43 specification is for exterior sliding automatic doors which need to meet hurricane requirements and also must meet UFC requirements (as shown on the door schedule and door types).
25. This RFI is for the Exchange. The spec’s call for door 101 & 102 to be standard non-impact doors however on the door schedule notes it states to “Meet all provisions of UFC 4-010-01”. Do these doors need to be blast rated? What version of the UFC do they need to meet? Note: blast rated doors do not break out but can be provided with a 1 hour battery backup.
a. Yes. See revised documents dated 06/30/2014. UFC for this project is UFC 4-010-01 dated February 9, 2012 (Change 1, October 2013). Provide battery back-up and fail-safe open features.
26. In regards to the phasing of construction on the NEX portion, should we assume that each area is a phase and cannot be performed with any other Area? Or are there areas we can perform at the same time? Also, aside from the expansion going first, is there a flow in which the phasing should follow?
a. Yes. See revised documents dated 06/30/2014. UFC for this project is UFC 4-010-01 dated February 9, 2012 (Change 1, October 2013). Provide battery back-up and fail-safe open features.
27. Please confirm if the new commissary and NEX renovation can be done concurrently?
a. DeCA proposed construction schedule shows Commissary construction congruent with NEX construction and renovation; however the parking lot north of the NEX must be completed prior to commencement of NEX addition.
28. Does the pharmacy work need to be done after the NEX renovation is complete? Or can it be done concurrently?
a. No. The pharmacy work can begin at the beginning of the project and concurrent with the Commissary and Exchange projects.
29. This RFI is for the NEX. Plan sheets A-101 & I-101 appear to show what looks like Guidance Rails for people to wait in line at a checkout.
