B3 LABOR RATE TABLE
The Labor Rate Table (HC1047-11-R-4021, Section J, Attachment 8) represents fully burdened (to include profit) fixed labor rates by labor category. These rates include both government site and contractor site rates for the Contiguous United States; to include the District of Columbia (DC). These fixed hourly rates represent the maximum rates allowable for prime and subcontractors to be utilized in the pricing of task orders. Cost Plus Incentive Fee (CPIF) is necessary for this IDIQ in order to promote contractor incentives in the area of technical performance. Once the Target Cost has been exceeded BELOW the negotiated cost and the Minimum Fee is met, CPIF will automatically convert to a Cost Plus Fixed Fee (CPFF) value resulting in loss of incentive fee for the contractor due to poor technical performance. Conversely, once the Target Cost has been exceeded ABOVE the negotiated cost and Maximum Fee is met, CPIF will automatically convert to a Cost Plus Fixed Fee (CPFF) value not to exceed the contract ceiling price. HC1047-11-R-4021, Section J, Attachment 9, includes the government’s descriptions of various labor categories. Offerors may propose their own labor categories;
however, the offeror’s proposed labor categories shall be cross-mapped to the government’s labor categories in accordance with Section L.
