Section B - Supplies or Services and Prices

SECTION B

This COMBINED SYNOPSIS/SOLICITATION is being competed via FAR Part 15 (Contracting by Negotiation) procedures resulting in a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. One Task Order (TO) is included in this solicitation and is anticipated to be awarded with the base IDIQ contract. TO 0001 is for the United States European Command (USEUCOM) Multi-site Cutover Design (hereinafter referred to as “Multi-site Cutover Design”). Note: TO 0001 is the tracking number used only for the solicitation. At award, a different TO number (e.g., HC1028-23-F-XXXX) will be assigned.

B.1 MAXIMUM AMOUNTS, INDEFINITE-DELIVERY/INDEFINITE QUANTITY (IDIQ)

a. The Outside Continental United States (OCONUS) Information Technology (IT) Solutions II effort provides streamlined delivery of IT solutions to the warfighter at shore installations in USEUCOM’s Area of Responsibility (AOR). This includes engineering development, design, procurement, fabrication, configuration, integration, installation, logistics, maintenance, and life cycle support solution services for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), IT, and Electronic Security System (ESS) systems. These services will support USEUCOM initiatives to ensure Department of Defense Information Network and cyberspace operations enable mission command of the USEUCOM Commanders Theater Campaign Plan, war plans, and orders.

b. This is an IDIQ contract against which it is planned to award task orders utilizing firm fixed price (FFP) and cost reimbursement (CR) contract line-item numbers (CLIN) in accordance with (IAW) Federal Acquisition Regulation (FAR) Subpart 16.5 - Indefinite-Delivery Contracts.

c. The minimum guaranteed amount is $100,000.00 for the overall IDIQ contract, including all option periods. The minimum guaranteed amount will be satisfied through a task order issued at contract award.

d. The total amount of all orders placed against the contract resulting from this solicitation shall not exceed $116,000,000.00 over a five-year period consisting of a one-year base period and four, one-year option periods.

B.2 LABOR RATE TABLES

The labor rate tables represent the offeror’s proposed fully burdened hourly labor rates for each skill classification for work performed at Government sites and work performed at contractor sites. FFP Labor Rates are fully burdened composite labor rates, inclusive of direct costs, all indirect costs (with the exception of Housing Overseas Living Allowance (HOLA) / Cost of Living Allowance (COLA) rates and education allowance), and profit.

The pricing provided by the offeror in Section J, Attachment 9 (Schedule of Rates for the IDIQ contract) will be incorporated as not-to-exceed ceiling rates for all labor proposed under future orders issued under this IDIQ contract. Labor rates proposed for the task orders cannot exceed these labor rates. FFP Labor Rates are considered negotiated not-to-exceed ceiling rates for all FFP Actions (e.g., Task Orders or CLINs).

B.3 COST/PRICE RESTRICTIONS

The Government will not reimburse the contractor for proposal preparation costs in response to this solicitation nor for future proposals prepared in response to future contract actions under this IDIQ contract.

B.4 OTHER DIRECT COSTS (ODCs)

Profit and/or fixed fee are not allowed on ODCs. ODCs shall be authorized by the Contracting Officer’s Representative (COR), in writing, prior to performance and travel will be paid IAW FAR 31.205-46 unless otherwise specified. Relocation expenses shall not be reimbursed as an ODC unless the Government directs existing contractor personnel to move due to changing Government requirements and/or IAW the FAR.

For cost reimbursable (CR) ODC estimates, the contractor may be provided a government estimate in future TO requests for proposals for travel, materials, equipment, and OCONUS allowances (as defined by the Department of State guidelines) that are incidental to the services being performed. The cost of general-purpose items required for the conduct of the contractor’s normal business operations will not be considered an allowable ODC in the performance of this contract. These EXACT amounts include all markups and burdens allowed by the contract and shall not be adjusted based upon independent decisions regarding actual anticipated costs. Should there be additional ODCs related to labor necessary to execute to the contract requirements, these costs must be SEPARATELY identified and shall be included in the Offeror's total evaluated price proposal as "additional ODCs" in future task order proposals. The proposed additional ODCs must be broken out in sufficient detail to identify the methodology and include supporting documents employed to derive the proposed costs. Additional ODCs that are not proposed, or otherwise not adequately substantiated, will be considered unallowable costs and under no circumstance be reimbursed to the contractor on future task orders.

B.5 PROGRAM MANAGEMENT SUPPORT COSTS AND OTHER INDIRECT COSTS

Contract-level program management support costs shall be included within the fully burdened labor category rates and encompass support for contract-level management, reporting requirements, and related travel and meeting attendance costs associated with the contractor's program management staff, as it relates to overall management of OCONUS IT Solutions II. As a result, these program management support costs are allocated as an indirect expense and may not be charged directly to any task order. These “contract-level program management” support costs are differentiated from individual task order “Project Manager” support costs, which are billed as hourly labor rates against individual task orders for direct support to the effort performed under those task orders. This will result in direct billings at the task order level for labor hours in the “Project Manager” category, to specifically support project management for the task order.

Indirect costs shall consist of incurred costs identified with two or more cost objectives but not identified specifically with any final cost objective. These include, but are not limited to, costs such as fringe (bonuses), General and Administrative (G&A), overhead, and executive salaries (as described above).

B.6 CONTRACT TYPES

This contract will be a hybrid contract type, containing FFP and CR CLINs. For all orders, labor CLINs will be FFP. All CLINs for travel, materials, HOLA/COLA, and ODCs will be CR Type. Contract rates may be used to determine fair and reasonable pricing on future orders.

B.7 OCONUS LABOR

The contractor is required to work OCONUS. Labor shall be IAW the following points below.

a. The U.S. Department of State’s Bureau of Administration, Office of Allowances, publishes quarterly report indexes of living costs abroad, per diem rate maximums, quarter’s allowances, hardship differentials, and danger pay allowances.

b. The Department of State Standardized Regulations (DSSR) is the controlling agency for allowances and benefits available to all U.S. Government civilians assigned to foreign areas. Contractor civilians assigned to foreign areas may receive the allowances and benefits in the DSSR but shall not receive allowance and benefits in excess of those identified in the DSSR.

For costs associated with Host Nation Laws or other OCONUS allowances that are not specifically addressed in the DSSR, the Government will reimburse the contractor for reasonable, allowable, and allocable costs IAW FAR 31, Contract Cost Principles and Procedures, and other applicable Agency-specific regulatory supplements.

They are used as an alarm assessment capability, an access control tool allowing remote operators to visually verify personnel prior to granting access to controlled areas, a general assessment tool enabling security personnel to view multiple areas/events from a centralized location, and a means to archive information that might be used as evidence in response to incidents.

CCTV system may be comprised of a wide variety of cameras/imagers, encoders and decoders, recorders, controllers, monitors, servers, workstations, storage/archive solutions, and video management system application software which allows personnel to view, organize, and manipulate the data. It also includes data transmission equipment/connections allowing for rapid and reliable data transmission and communication between components of this subsystem and possibly with other subsystems.

5.1.13 PSIMS

A PSIMS is an automated system designed to integrate multiple, unconnected security applications and devices and control them through one comprehensive graphical user interface. It collects and correlates events from existing disparate security devices and information systems (video, access control, sensors, analytics, networks, building systems, etc.) to empower personnel to identify and proactively resolve situations.

PSIMS may be comprised of a server and application software that integrates with IDS, VSS, and other Situational Awareness systems. Reporting, display, correlation, and configuration of PSIMS data are performed on the user interface, which may consist of application software loaded on workstations. The PSIMS also includes data transmission equipment/connections allowing for rapid and reliable data transmission and communication between components of this subsystem and possibly with other subsystems.

5.1.14 MNS and PA Systems

MNS and PA systems provide real-time information and instructions to people in a building, area, site, or installation using intelligible voice communications along with visible signals, text, and graphics, and possibly including tactile or other communication methods. The purpose of MNS is to protect life by indicating the existence of an emergency and instructing people of the necessary and appropriate response and action.

A representative list of equipment, though not all encompassing, typical for an MNS includes a central control station, autonomous control units, local operating consoles, notification appliance networks, high power speaker arrays, and ancillary equipment. The MNS and PA systems also include data transmission equipment/connections allowing for rapid and reliable data transmission and communication between components of this subsystem and possibly with other subsystems. Many MNS solutions are required to interface with existing fire alarm systems, existing PA systems, existing telephone dialing systems, and other systems.
