Instructions

Q&A INSTRUCTIONS: The purpose of these specific instructions is to expedite the process of answering questions. Please do not change the format of this document.
Complete the spreadsheet tab below named "Q&A" with all questions, comments, and recommendations about the RFP. Examples provided in the spreadsheet. **Please delete the examples before submitting your questions.

COLUMN A: Complete the "Page" column. This is the page number from the RFP located in the upper right hand corner of the page. Do not include the total page number. Enter only the page number where the topic begins.

COLUMN B: Complete the "Section/Paragraph" column with the applicable section and paragraph number (if applicable) of the RFP. For example: B2, C, or L5.1.2. For a section and paragraph number reference do not place a dot between the letter and the first number. Additional subparagraph references should be separated with a dot regardless of the format in the RFP, for example, L5.1.2.a. Do not including any other extraneous identifiers or other information other then instructed here. If the reference is to a CLIN, Clause, Appendix, or Attachment etc. the entry goes in the next column. At a minimum you will always insert at least the Section letter A through J in this column.

COLUMN C: Complete the "CLIN/Clause/Other" column. Insert the CLIN, Clause, Provision, Appendix, or Attachment number. For example: CLIN 0001, 52.217-8, Appendix A, or Attachment L3. Insert the section letter only in the Column B. This column will be completed only when there is not a more precise RFP reference number. NOTES: CLINs are in Section B. Most sections contain clauses so ensure you reference the correct section.

COLUMN D: Complete the Questions/Comments/Recommendations column. Start the question by referencing the topic. This may help the sort process. For example: Minimum Qualifications Checklist or Performance Area 10. Then insert the question or comment.

Issues must be submitted to the Contracting Officer and Contract Specialist listed in L2.1.1.

a. Basis for Contract Award Section 508 Accessibility Standards HC102823R0032

"Any proposal failing to meet the Section 508 Accessibility Standards, as listed in the Basic and Task Order 0001 PWSs, may be eliminated from consideration for award." 9N/ATable 3. Past Performance Acceptable/Unacceptable Rating MethodAttachment 12The Past Performance evaluation criteria outline and the note referencing FAR 15.305[a][2][iv] in Attachment 12 does not allow the Government to consider the benefits and reduced risk provided by an offeror with a track record of relevant performance on other contracts. The current method rates an Offeror with directly relevant experience and an Offeror with no relevant performance the same. We recommend evaluating past performance using Past Performance Relevancy Ratings, Past Performance Quality Ratings, and Performance Confidence Assessments. At this time the Government does not intend to change the Past Performance evaluation criteria.
10169Section LTable 1 Volume IIWill the Government please explain the phrasing of 'Sample IDP or Migration/Cutover Plan,' The phrasing implies that one or the other is not required as part of our response. Do we need to include both a Sample IDP and a Migration/Cutover plan to be compliant with the requirement of the proposal?Sections L and M have been updated to require both a Sample IDP and a Sample Migration/Cutover Plan. The Sample IDP only may be provided on page size of 11x17. The Sample IDP and Sample Migration/Cutover Plan will not count against page limits. Evaluation Factor 1, Subfactor 1 has been updated.
11175Section M(a) Subfactor 1The government states, "The Systems Migration and Cutover Plan shall also be integrated into the IDP . . . " This contradicts Section L above. Sample IDP "or" Migration/Cutover Plan for TO 0001 is "OPTIONAL". Will the Government please confirm if the optional Systems Migration and Cutover Plan should be integrated into the optional sample IDP, or if these should be separate optional documents.Sections L and M have been updated to require both a Sample IDP and a Sample Migration/Cutover Plan. The Sample IDP only may be provided on page size of 11x17. The Sample IDP and Sample Migration/Cutover Plan will not count against page limits. Evaluation Factor 1, Subfactor 1 has been updated.

Compliance with Section 508 standards will be considered prior to evaluating any of the selection criteria listed below. Any proposal failing to meet the Section 508 Accessibility Standards, as listed in the Basic and Task Order 0001 PWSs, may be eliminated from consideration for award."
Question: How may the Offeror meet the Section 508 Accessibility Standards in its proposal? Is a statement of assent and agreement to comply with the Section 508 Accessibility Standards listed in the Basic PWS and the attached Task Order 0001 PWS sufficient to be compliant or does the Offeror's proposal itself need to meet the Section 508 Accessibility Standards?A statement of understanding, assent and agreement to comply with Section 508 Standards is sufficient for your response to the Basic PWS level and Task Order 0001. Reponses to future Task Orders may require Accessibility Conformance Reports or detailed Section 508 Compliance Plans which would be identified in the Task Order Requirement.
18Attachment_3_-_TO0001_PWSPage 1Does TO0001 include the survey, design, and implementation of the secondary SPPN at site C?The Contractor is not required to survey Site C under TO 0001. SPPN information for sites A, B, and C will be provided at award.

37Is this a brand new contract or is an incumbent performing these services? Could you please provide the current/previous contract number? The information requested is on page 14 of the RFP.
36Section L, Table 1 and Section M (a) Subfactor 1Considering the likelihood that the incumbent contractor already had both a relevant Sample IDP and System Migration and Cutover plan prior to RFP release, it is reasonable for industry to assume the incumbent had a significant advantage. Question: Based on these changes does the Government feel that the requirement heavily favors the incumbent? Question: Will the Government consider removing the delivery of an IDP and System Migration and Cutover plan with proposal and have it as a project deliverable as stated in the PWS?The offeror shall demonstrate technical expertise on the subject matter by providing a sample IDP and a sample Systems Migration and Cutover Plan. The Government is not requesting sample IDP and sample Migration and Cutover Plan specific to the work in this solicitation, rather, samples of similar type work. The samples do not need to be from the same project/effort. Factor 1 Subfactor 1 has been revised.
37Section L, Table 1Would the Government please consider making the SCRM Plan its own standalone document rather than an addendum in Volume II?The SCRM Plan may be submitted as a standalone document, but should still be marked as part of the Volume II submission.
3860Subfactor 1Considering the significant modifications to Subfactor 1 of the solicitation, which require immediate and extensive changes to our proposal, including the development of a now-mandatory Individual Development Plan (IDP)—a process that typically take a full 12 months on a 12 month project due to its complexity—and a Systems Migration and Cutover plan, would the Government grant an additional three-week extension? The Government is not requesting sample IDP and sample Migration and Cutover Plan specific to the work in this solicitation, rather, samples of similar type work. The Government will extend the proposal due date by one additional week from 31 July 2023 to August 7, 2023.
3960Subfactor 1Given the unavailability of site-specific insights, would it be acceptable to the Government for the IDP and Cutover Plan to be presented as general samples rather than tailored specifically for Task Order 0001?The Government is not requesting sample IDP and sample Migration and Cutover Plan specific to the work in this solicitation, rather, samples of similar type work. The samples do not need to be from the same project/effort.
40Attachment 10CLIN Pricing Worksheet for T0001To accurately align resources with Task Order 0001 requirements, would the Government please share a historical perspective on the level of effort involved?Task Order 0001 is a new requirement so the Government does not have historical data on the level of effort.
