SECURITY
Violence in the Workplace Prevention (VITWP)
1. Purpose. This Instruction prescribes policy, assigns responsibilities, and provides procedures for violence in the workplace prevention (VITWP).
2. Applicability. This Instruction applies to DISA and Joint Force Headquarters – Department of Defense Information Networks (JFHQ-DODIN).
3. Authority. This Instruction is published in accordance with the authority contained in DoD Instruction 1438.06, DoD Workplace Violence Prevention and Response Policy, 16 January 2014.
4. Definitions.
4.1 Workplace Violence. Any act of violent behavior, threats of physical violence, harassment, intimidation, bullying, verbal or nonverbal threat, or other threatening, disruptive behavior that occurs at or outside the worksite.
4.2 Violent Behavior. The intentional use of physical force or power, threatened or actual, against a person or group that either results in or has a high likelihood of injury, death, or psychological harm to self or others.
4.3 Threat. Any verbal or nonverbal communication or physical behavior that reasonably could be interpreted as communicating or conveying intent to cause physical harm to a person or property. Such behavior can include oral or written statements, gestures, or expressions that communicate a direct or indirect threat of harm.
4.4 Incident. An actual or suspected threat of violence in the workplace.
4.5 Preliminary Inquiry Report. An initial assessment conducted to ascertain and document the facts surrounding a particular incident.
4.6 Preliminary Inquiry Official. A person appointed to ascertain the facts surrounding a particular event.
5. Objective. The objective of the VITWP program is to ensure mission effectiveness by providing an operational environment that is free of violence, threats, intimidation, and disruptive behavior.

6. Policy.
6.1 Violence, threats, intimidation, and disruptive behavior in the workplace will not be tolerated. DISA personnel are responsible for promoting a safe work environment and shall immediately report all threats, incidents that may lead to violence, and violent behavior in the workplace through their chain of command to the Workforce Services and Development Directorate (WSD) Security Division (MP6). DISA personnel will contact the local police, their chain of command, and MP6 to report a threat or assault that requires immediate response.
6.2 DISA leadership and management will take immediate action on all reports of violence in the workplace. Individuals who communicate a direct or indirect threat of physical harm may be subject to disciplinary or administrative action and/or criminal prosecution. Supervisory personnel who fail to take action once they have been made aware of a report of violence in the workplace may likewise be subject to disciplinary or administrative action and/or criminal prosecution.
7. Responsibilities.
7.1 Workforce Services Executive (WSE). The WSE will:
7.1.1 Notify the DISA Director and Vice Director of all incidents that, upon initial assessment, could lead to a disruption in mission.
7.1.2 Advise management on disciplinary actions related to confirmed cases of violence.
7.2 Directors, Executives, Commanders, and Chiefs of Major Organizational Elements.
These individuals will:
7.2.1 Take an active role in communicating the Agency's VITWP policy to employees.
7.2.2 Be familiar with the indicators associated with violence in the workplace (VITW) and the actions to take in the event that an incident occurs.
7.2.3 Secure the working environment by reducing the potential for employee workplace violence through training, appropriate documentation of employee performance problems and concerns, appropriate and consistent supervisory practices, and timely corrective action, when necessary.
7.2.4 Provide supervisory training, in coordination with the Workforce Services and Development Directorate (WSD) Civilian Personnel Division (MP1), which includes basic leadership skills; such as, setting clear standards of conduct and performance; addressing employee problems promptly; and using the probationary period, performance counseling, discipline, alternative dispute resolution, and other management tools.
7.2.5 Ensure personnel within respective organizations receive and complete initial and annual VITWP training.
7.2.6 Notify the WSD Security Division (MP6) of any issues that may lead to a possible violent incident in the workplace.
8. Duties.
8.1 Workforce Services and Development Directorate (WSD) Chief, Security Division (MP6). The WSD Chief, MP6, will:
8.1.1 Appoint, in writing, a VITWP inquiry official for any alleged violation.
8.1.2 Coordinate modifications to this Instruction and maintain the VITWP Standard Operating Procedure (SOP).
8.1.3 Validate administrative reviews of all inquiry reports completed and/or submitted by the VITWP inquiry official.
8.1.4 Lead a planning group to evaluate the Agency's ability to handle workplace violence incidents and recommend ways to strengthen response capability.
8.2 Workforce Services and Development Directorate (WSD) Chief, Civilian Personnel Division (MP1). The WSD Chief, MP1, will:
8.2.1 Provide written notification to the Violence in the Workplace Prevention (VITWP) Program Manager (PM) when an employee is placed on administrative leave as a result of a VITW inquiry notification.
8.2.2 Notify the VITWP PM within 24 hours prior to an employee returning to duty after conclusion of a VITW inquiry.
8.2.3 Advise management of mitigation strategies available to include administrative leave, temporary management-directed reassignments, and indefinite suspension actions.
9. Violence in the Workplace Prevention (VITWP) Program Manager (PM) Duties.
The VITWP PM, located in the WSD Security Division (MP6) Programs and Oversight Branch (MP61), oversees VITWP for the Agency and will:
9.1 Provide guidance to managers, supervisors, and employees on preventing and identifying workplace violence.
9.2 Conduct inquiries or oversee inquiries being conducted by other appointed parties.
9.3 Conduct an administrative review of all reports completed by VITWP inquiry officials.
9.4 Provide annual and ongoing VITWP training to Agency personnel and assist field loca-tions with training development for their respective sites or, if requested, provide training at field locations.
9.5 Provide resources for initial and annual employee training and awareness.
9.6 Track reported incidents of possible VITW in the VITW database.
9.7 Report all actual and suspected VITW incidents to the WSD Chief, Security Division (MP6).
10. Procedures. When a possible VITW incident is reported, the following procedures are to be accomplished:
10.1 An individual who has allegedly engaged in such behavior must be immediately removed from the premises, denied access to all DISA networks, and denied physical and virtual reentry pending completion of an appropriate inquiry.
10.2 A preliminary inquiry official is appointed by the MP6 Programs and Oversight Branch (MP61).
10.3 A written notification is provided by the Chief, MP6, to the Director, Executive, Commander, or Chief of the major organizational element in which the incident occurred.
(Notification will be made in the form of an interoffice memorandum [IM] signed by the MP6 Chief, Programs and Oversight Branch [MP61].)
10.4 An inquiry is conducted by the inquiry official, in accordance with the VITWP SOP, to determine whether a VITW incident involving an individual occupying a position within the Agency has occurred.
10.5 The inquiry official submits the inquiry report to MP61.
10.5.1 If it is determined by MP61 that a VITW incident has occurred, the matter will be referred via an IM to the Chief, Civilian Personnel Division (MP1), and the Personnel Security Team Lead.
10.5.2 If it is determined by MP61 that a VITW incident has not occurred or if there is insufficient evident to conclude whether or not a VITW incident occurred, the inquiry will be closed, in writing, and, if necessary, a referral will be sent via an IM to the employee's organization and MP1 for action.
10.6 A copy of the VITW report will be sent by the Chief, MP6, to the Director, Executive, Commander, or Chief of the major organizational element in which the incident occurred.
10.7 Documentation in the form of an IM showing completion of the recommendations made or subsequent action taken will be forwarded to MP61 by the Director, Executive, Commander, or Chief of the major element in which the incident occurred within 30 working days of the date of the inquiry report.
11. Disciplinary Action. If an inquiry concludes that an individual has committed VITW, the individual is subject to administrative action up to and including removal from Federal service, as well as potential criminal prosecution.
