Emergency Notification and Evacuation Procedures
1. Purpose. The following procedures establish actions and assign responsibilities for emergency notification and evacuation of Joint Interoperability Test Command (JITC) personnel. These procedures are applicable to fire evacuations, bomb threat evacuations, and any other emergency evacuation deemed necessary by the Commander, JITC; or the Garrison Commander for Fort Huachuca (FH); or the Chief, Washington Operations; or Commanding Officer Naval Support Facility for Indian Head (IH). These evacuation procedures will cover actions required to (a) evacuate personnel off the installation or temporarily relocate personnel away from an incident "hot zone" to a safe (holding) area on or off the installation should it be deemed necessary by the Commander, Fort Huachuca or the Commanding Officer, Naval Facility Indian Head, and (b) evacuate personnel from JITC buildings due to a fire, bomb threat, or other emergency situations.
2. Applicability. These procedures are applicable to all military, civilian, and contractor personnel assigned to or supporting JITC.
3. Procedures. Specific emergency notification and evacuation procedures cover actions required in case of emergencies requiring evacuation of personnel because of fire, bomb threats, or other emergency evacuations deemed necessary by the Commander, JITC;
the Commander, Fort Huachuca; or the Commander, Naval Support Facilities, Indian Head, Maryland.
3.1 Notification Procedures.
3.1.1 The JITC focal point for all emergency actions will be the Security Office. Security personnel will maintain telephone communications with the installation security personnel and will notify the Commander, Deputy Commander, and/or Chief, Washington Operations of any emergency notification or evacuation requirements. The Security Office will in turn notify each Division Chief and/or Branch Chief on-site. During duty hours, notification will be through each division office or by the most expedient means. Outside normal duty hours telephone notification will be used. If telephone service is not available, notification will be through local radio or television announcements.
3.1.2 Upon notification, Division Chiefs and Branch Chiefs will ensure that all their personnel are notified of required emergency evacuation actions. During duty hours, notification will be through each division office. If outside duty hours, emergency action notification will be through the use of the JITC recall roster. Notification of personnel will be primarily by telephone.
If telephone service is not available, notification will be verbal door-to-door. Division Chiefs will ensure all assigned personnel are notified.
3.1.3 Anyone discovering a fire in any JITC building will give a verbal alarm and will pull the nearest fire alarm. The person nearest the telephone will dial 911 (Note: It is not necessary to dial the 99 prefix when dialing 911) and state in a clear voice:
“I AM REPORTING A FIRE IN BUILDING NUMBER …”. Be sure to give your full name and the phone number that you are calling from. DO
NOT HANG UP THE TELEPHONE UNTIL THE DISPATCHER RECEIVING THE CALL
VERIFIES THE LOCATION, unless your life is in danger.
3.1.4 Bomb threats can be targeted against all government
facilities. In most cases, facilities will be notified by telephone of the placement, or threat of placement, of an explosive device. Any individual receiving a bomb threat will attempt to keep the caller on the line long enough to obtain information concerning the device. Use the JITC Bomb Threat Checklist (placed at or near every telephone), as a guide for obtaining information concerning the device. If the JITC form is not available, use the FBI Form 2-182a, Checklist for Telephonically Received Bomb Threats, (Enclosure 4). Upon termination of the notification, the individual will report the incident immediately to the Security Office (8-5200/4397) (7- 2871/2721 IH) and to their supervisor. If the Security Office is closed or unavailable, call 911.
3.1.5 JITC Emergency Medical Service(EMS)/FIRE Dispatch Plan.
3.1.5.1 Step 1-Dial 911 for Fort Huachuca or 7-4333 for Indian Head and follow directions of the dispatcher. Identify to the dispatcher the building number where the emergency is located and the closest access point, e.g. main entrance, East gate, or West gate.
3.1.5.2 Step 2-Call the service desk at 8-5313 (7-2721 IH).
3.1.5.2.1 Identify the location of the emergency.
3.1.5.2.2 Service desk will dispatch personnel to open all points of access (both East and West Gates, Bldg 57305 Lobby, and Door on North side of building 57305). Personnel dispatched to provide access will direct the EMS team to the correct location so that they can arrive in a safe, timely fashion.
3.1.5.3 Step 3-Service desk will call the Safety officer at 8- 1344 FH or 7-2692 IH and the Security Office to notify them of the events occurring. When notifying the Safety Officer and Security, the Service Desk should provide the location of the emergency and who is involved, if known.
3.2 Designated Evacuation Procedures, Routes, and Areas.
3.2.1 If a general evacuation of JITC personnel away from the JITC complex or off post/base is required, personnel will evacuate to an area designated by the Fort Huachuca Emergency Action Center or Commanding Officer, Naval Support Facility Indian Head, MD.
Personnel will utilize their own ground transportation to evacuate the JITC area. Evacuation routes will be designated by the Fort Huachuca Emergency Action Center/ Naval Support Facility, Indian Head. Emergency and mission essential personnel are shown in Enclosure 1.
3.2.2 Fire evacuation and bomb threat evacuation routes are
designated as follows and the respective division personnel assembly areas for Fort Huachuca and Indian Head are shown on the drawings in Enclosure 2 and Enclosure 3.
3.2.2.1 Building 57305 JTE, JT3, JT4 personnel; service desk
personnel to include supply, library, reproduction; and first and second floor laboratory personnel will exit through the north door of building 57305 (or the nearest door) and assemble in the parking lot east of building 57305A.
3.2.2.2 Security Personnel, JT5, JT2, JTF, and JTC personnel will exit through the front entrance of building 57305 (or the nearest door) and assemble in the south parking lot across the street from building 57305.
3.2.2.3 Command Group personnel; DITCO personnel; and conference room attendance personnel will exit through the front entrance of building 57305 (or the nearest door) and assemble in the south parking lot across the street from building 57305.
3.2.2.4 JTF Compound Buildings 57428B, 57428C, 57428D, 57428E, 57428G, 57431, IDVSG, DCGS, NGIT DW, and the MANTECH DW will exit through the closest exit and assemble in the north parking lot west of the Building 57305A.
3.2.2.5 JTF Compound Buildings 57428A, 57428 (JTF), 57430, 57430A, 57430B, 57435, 57439, 57439A, NGMS DW, and 57439B will exit through the closest exit and assemble in the west parking lot west of the JTF Compound.
3.2.2.6 Building 57305A personnel will exit through the closest exit and assemble in the far corner of the north parking lot west of the SOB.
3.2.2.7 Building 900, Indian Head, MD, will exit through the
nearest exit and assemble in the parking lot shown in Enclosure 3.
3.2.2.8 The SKY 7 Occupant Emergency Plan (OEP) outlines the
roles and responsibilities of the Floor Monitors and each employee at SKY 7 during an evacuation. The Plan also shows where employees should assemble during an evacuation. The Occupant Emergency Coordinator for SKY 7 is Mr. Shem Collier, (703) 882- 1861. The OEP is located on CMIS:

3.2.3 Every JITC laboratory has a standard operating procedure and contingency plan which explains how to handle unclassified and classified information and media upon evacuation of any JITC laboratory. These procedures will be followed prior to evacuation. Personnel working in the JITC Sensitive Compartmented Information Facilities (SCIF) will implement the SCIF Emergency Actions Plan.
3.2.4 UNDER NO CIRCUMSTANCES WILL PERSONNEL ENDANGER THEIR
PERSONAL SAFETY BY ATTEMPTING TO FIGHT A FIRE OR EVACUATE
PROPERTY.
3.2.5 ELEVATORS WILL NOT BE USED DURING FIRE EVACUATION
PROCEDURES.
4. Responsibilities.
4.1 Security Office.
4.1.1 As the JITC primary emergency notification and evacuation point of contact, the Security Office will initiate and coordinate all emergency notification and evacuation actions for the JITC.
4.1.2 Upon emergency evacuation notification from the Fort
Huachuca Director of Public Safety or Crisis Action Team, security personnel will notify the JITC Commander, Deputy Commander, or Senior Supervisor of the need to execute emergency notification or evacuation actions.
4.1.3 Coordinate all emergency needs/requirements with post
emergency agencies until the office of primary responsibility for that function is manned and resumes the functional duties.
4.1.4 Coordinate personnel accountability with each Division
Chief or division point of contact. Report results to Commander or Deputy Commander and the Post Emergency Action Center until the CSB/Command Group is manned and resumes the accountability reporting function. Indian Head will report to the Washington OPS Chief.
4.1.5 Along with the Commander and Division Chiefs, maintain a list of mission/emergency essential personnel and a current JITC personnel recall roster/personnel database.
4.1.6 Act as the JITC focal point for all emergency actions, information dissemination, personnel accountability, and personnel notification until the primary office of responsibility for that function is manned and resumes the functional duties.
4.2 Commander/Deputy Commander.
4.2.1 Ensure all JITC personnel comply with evacuation
procedures.
4.2.2 Notify all Division Chiefs of pending evacuation.
4.2.3 Receive from Division Chiefs accountability for all their JITC personnel during evacuation.
4.2.4 Release JITC personnel to return to their work areas at the conclusion of the evacuation.
4.3 Division Chiefs.
4.3.1 Maintain a current personnel roster which will include the employee name, home address, and home telephone number, as a minimum.
4.3.2 Provide the Command Group with a copy of the personnel
roster that includes mission essential personnel.
4.3.3 Ensure division personnel are notified in the event of an evacuation, provide specific evacuation instructions, and ensure employees are familiar with this plan.
4.3.4 During an evacuation, ensure all assigned personnel are accounted for at the assembly point and report results to the Command Group.
4.3.5 Ensure provisions are in place to assist disabled or
handicapped division personnel with evacuation from any JITC building. Also, should the need arise, provide these individuals with assistance to evacuate the installation or relocate to a safe holding area.
4.4 Safety Officer.
4.4.1 Assist the Security Office as needed during general
evacuations.
4.4.2 Coordinate with Post Fire Department and Safety Office to schedule and conduct periodic fire evacuation drills.
4.4.3 Maintain, review, and update this instruction at least
every two years and update evacuation route floor plan placards as necessary.
5. Personnel Accountability.
5.1 Division Chiefs will use current personnel rosters to record leave and TDY status for individuals within their area of responsibility. These rosters will be used to notify and account for personnel before, during, and after evacuation. Results, discrepancies, and unaccounted for individuals will be reported to the Command Group.
5.2 Personnel rosters will be used to notify assigned personnel of any pending emergency actions.
5.3 Contractor personnel will be accounted for by their
respective companies.
