Questions & Answers
HC1028-14-R-0019- Global IO&T
1. The solicitation documents contain a sole source justification for Demountable Walls and Fitness Equipment.
However, there are references throughout the solicitation to office furniture, systems furniture and other related equipment. Is the sole source justification only for the two product categories mentioned in the justification, leaving all other product categories subject to a fair and open competition?
ANSWER: Yes, the sole source is only for the Demountable Walls and the Fitness Equipment. If specific brand name products are needed in the future, a J&A will be created at the task order level.
2. Does the government expect each interested party to include the Demountable Walls and Fitness Equipment along with their office furniture solution?
ANSWER: Yes
3. Is this a solicitation for Demountable Walls and Fitness Equipment ONLY?
ANSWER: No, it includes all items specified in the solicitation.
4. Is there an incumbent with this work or is this considered a new requirement? If there is an incumbent, could you please provide the incumbent contractor and contract.
ANSWER: The global IO&T effort is a new requirement.
5. Regarding Secret Clearance, is the firm required to have Secret clearance at the time of the bid submission? If so, is the firm itself required to have clearance or just certain individuals? My firm would gladly pay for the expense of obtaining Secret Clearance if needed, however that would not be complete by the time the bid is due.
We do work in very secure areas such as the White House, we just have not been required to obtain formal classification until this RFQ. Is the firm required to have Secret or TS clearance already in place by the bid due date?
ANSWER: As specified in section 12.2 of the solicitation the offeror must have a final Secret Facility Clearance prior to contract award.
6. Demount-able Walls - is DIRTT walls the sole source requirement for the existing spaces AND new spaces, or just for existing spaces only and alternate wall manufacturers are being considered for new spaces?
ANSWER: DIRTT walls would be required for all projects requiring demountable wall in facilities that already have DIRTT walls, such as the Ft. Meade HQS facility. Alternate manufacturers can be considered for new spaces outside the HQS facility.
7. If a dealer does not carry DIRTT walls, does that eliminate the dealer from consideration? Meaning, can a dealer who cannot provide DIRTT walls bid the furniture portion? Or will the dealer not be considered if it cannot provide DIRTT products?
ANSWER: DIRTT walls are part of the requirements of this solicitation. The furniture portion cannot be bid separately.
8. On page 42 of the solicitation, there is no table 2.2 shown in the solicitation but is provided as a reference to the page limits and organization of the proposal submission. Was this reference supposed to be to Table 2.6 instead of
Table 2.2?
ANSWER: ANSWER: Yes, the reference was supposed to be 2.6. The addendum to FAR Clause 52.212-1 has been modified to correct the typo. Changes are highlighted in yellow.
9. According to Table 2.6, Volume I is to include only the five page executive summary and the overall table of contents for the entire proposal submission in one three ring binder, correct?
ANSWER: No. All proposal documentation other than the product back-up information shall be submitted electronically; no hard copy proposals will be accepted. The addendum to FAR Clause 52.212-1 has been modified to correct this, changes are highlighted in yellow.
10. In attachment 1, there are columns for the “Evaluated Quantity” and the “Estimated Quantity” but the total quantity numbers are not the same. Regardless of the estimated quantity, the item’s evaluated price should be provided in the proposal? What is to be provided in the “Unit Cost” column?
ANSWER: The government has provided an “evaluated quantity” of 1 for each item. This is the price that the
Government will be evaluating; contractors shall enter the unit cost for the purchase of 1 item. The “estimated quantity” has been supplied for the offeror to verify the number of that specific item the government anticipates purchasing in order to formulate overall economies of scale discount the contractor will be proposing. The offeror shall also indicate minimum quantities required to receive the economies of scale discount.
Offerors shall note, while the government has provided estimated quantities for each item and each year, the government will not be obligated nor limited to this number. The government reserves the right to purchase 0 of an item even if the estimated quantity states 5; conversely, if an estimated quantity states 0, the government still reserves the right to order.
11. In what section of Volume IV: Cost/Pricing Information should the product literature and supporting documentation be provided? Instructions for where this information should be provided in the proposal submissions is not described only that it is required.
ANSWER: The addendum to FAR 52.212-1 has been updated to correct proposal submission instructions. Product literature shall be submitted on CD to both points of contact identified. The changes have been highlighted in yellow.
12. What page size should the completed Attachment 1: Bid Format Sheet be printed to include in the bid submission? And in what section of Volume IV should the Attachment 1 be included?
ANSWER: This is no longer applicable. The RFP requirements have been updated and only electronic copies of an offeror’s proposal will be required or accepted. The offeror shall reference the addendum to FAR clause 52.212-2 for additional information on where proposals shall be uploaded. Additionally, the location of the bid submission spreadsheet within Volume IV is of no concern to the government, as long as the spreadsheet is submitted within the requirements of the RFP.
13. Group 7, #122: The 17” LCD television, no dimensions are provided. Does it have to be wall mounted, freestanding or mounted to the equipment? If so, which equipment would have televisions mounted to them?
ANSWER: The LCD Television has to be mounted to the equipment. The TVs will be mounted to all cardio equipment: treadmills, bikes, elliptical, and stair masters. We included below pictures of the equipment with the TV monitors.
14. The reference numbers in Attachment 1 do not match the reference numbers in Appendix B, are the quantities for each item in Attachment 1 correct? For example, there are (60) 17” fitness televisions (reference number 122 in
Appendix B but reference number 128 in Attachment 1) specified in option 1, 64 in option 2, 64 in option 3, etc. are these correct?
ANSWER: Use 128.
15. Appendix B’s reference number 123 (number 129 in Attachment 1) are dumbbells with a weight range of 55-100 lbs. but there are no quantities of dumbbell specified for each amount of weight in either document. Should there be two dumbbells of each weight level from 55-100lbs and this equals one set of dumbbells or is just one dumbbell required? If so, how many dumbbells per weight set and at what interval should the weight increase?
ANSWER: There should be 2 sets of dumbbells at each weight. 5 lb intervals
16. Appendix B’s reference number 124 (number 130 in Attachment 1) are dumbbells with a weight range of 5-50 lbs. but there are no quantities of dumbbell specified for each amount of weight in either document. Should there be two dumbbells of each weight level from 5-50lbs and this equals one set of dumbbells or is just one dumbbell required? If so, how many dumbbells per weight set and at what interval should the weight increase?
ANSWER: There should be 2 sets of dumbbells at each weight. 5 lb intervals
17. Does all myriad of fitness equipment need to be a certified brand and model for physical readiness test requirements? The equipment that is specified are Life Fitness machines or equivalent and there are only specific machines that are approved for military physical readiness testing.
ANSWER: The Fitness Center has always procured state of the art certified brands because of the longevity and reputation of the product. There is no identified military approved brand. Life Fitness leads for fitness equipment on military bases and this was a factor in our market research. Currently, we have products from Cybex, Nautilus, Precor, Life Fitness, Keiser and StarTrac.
18. Group 7, Reference number 172 in Appendix B is a patient bed with a mattress- what are the electrical requirements and mattress requirements? Are any accessories needed to accompany the item?
ANSWER: 20AMP to go into a 120volt receptacle. A manual crank shall be provided in case of an electrical failure. It should have a single motor to operate all bed functions. Motor system enclosures shall be waterproof.
19. Group 12, Reference number 218 (Appendix B) is an integrated magnetic whiteboard panel in solid wall partition but there are no dimensions or finish descriptions provided. What are the overall wall partition dimensions and finishes?
ANSWER: The magnetic whiteboards are 48” wide by 72” high. Appendix B will be modified to add the following general specs required for the demountable walls:
• Products shall be manufactured as new products. Used, reworked, or refurbished products are not acceptable, unless approved by DISA.
• Provide a wide range of configuration and connection options (rectilinear, 2- way, three-way, four way, angles, and faceted) both on-module and off module as to maximize reconfiguration possibilities. Provide a wide range of connection options for both glass wall and solid movable walls to connect to conventional construction.
• Modular power shall be able to terminate within solid wall panels. All modular power connections with solid wall cavities shall be accessible and inspectable before and after construction. Agency requires open accessibility to power and data cabling. Walls must be able to be field retrofitted to accept additional modular power outlets and conventional hardwired electrical outlets and other devices without complete wall section removal.
• Comply with ASTM E72 and ASTM E 84 and other applicable tests.
• Solid Wall system shall have components which can be disassembled, relocated and substantially reused.
• System shall consist of vertical cuttable face panels to support plastic laminate with PVC or painted edge, powder coat paint, back painted glass, fabric wrapped, whiteboards, or wood veneer finishes. Vinyl or petroleum finishes are not acceptable.
• Provide accessory channels designed into the structural frame to allow for universal hang-on accessories, artwork, whiteboards, plasma screens, shelving storage and furniture components.
• Solid panels to be 4 inch thick and provide 2 inch wide cavity for utilities distribution access from either side of wall via removable face tiles.
• Maximum panel is 12 feet high by 60 inches wide. Minimum panel dimension for height and width is 14 inches.
• Solid panels to have a minimum STC rating of 37, with the ability to reach STC 44.
• Products to be low VOC and standard MDF substrate.
• Glazed panels shall accommodate conventional glass, laminated glass, polycarbonate and custom glazing.
• If required by application, provide integral door system, swing or sliding (as allowed by code) at minimum width of 36 inch to a maximum width of 42 inch. Door finish to patch wall system in powder-coat, anodized or veneer wrapped finishes. See appendix A for door specification.
• Artwork hangers to be integrated into the demountable system.
• Hotel Lock. Will be a “Onity” Hotel key lock model number KHD YC 626 or compatible
• Power to be provided using Spider system to match existing installation at the HQS facility.
• Data pathway to be integrated in wall system and match existing pathways installed in building.
• Pathways to be easily accessed by DISA personnel for security and maintenance.
• Whiteboards to be integrated into panel system. DISA to coordinate size and location per task order.
• TV mounts to be integrated into DIRTT system. Vendor to confirm (prior to installation) bracket with TV specification and ensure compliance.
20. Group 12, Reference number 222 (Appendix B): what are the required dimensions for the ceiling track? What are they to be used in conjunction with or for what purpose?
ANSWER: Appendix B will be modified to add the following :
• The ceiling track is to be provided in conjunction with the demountable wall.
• The dimensions will vary depending on the length of the wall.
• For pricing purposes, assume 10’L.
21. Group 12, Reference number 223 (Appendix B): Are there any specific details regarding the ceiling trim regarding color, length, material, etc.? What are they to be used in conjunction with or for what purpose?
ANSWER: Appendix B will be modified to add the following:
• Trim for demountable walls should be metal brushed nickel finish.
• The length will vary depending on the length of the wall.
• For pricing purposes assume 10”L.
• These are used in conjunction with the demountable wall.
22. Group 12, Reference number 225 is a DIRTT TV mount and the provided dimension is 1. What size TV should the mount be able to accommodate? Should it be articulating, fixed, etc.?
ANSWER: Appendix B will be modified to add the following:
• Assume a 60” diagonal LCD TV. Mount should be articulating.
23. For labor categories under Delivery and Installation these will vary based upon project location. Also are the labor costs to be calculated at regular time or overtime? An example labor is more expensive in Hawaii than it is in
Maryland yet there is only one cell for each labor category. How should we price these labor categories below?

ANSWER: Labor categories should be provided at regular rate, all work will be completed within regular business hours. Therefore, the rates should be proposed as regular time. Updates have been made to the solicitation to provide for both a CONUS and an OCONUS rate (definitions for CONUS and OCONUS have been provided with the response to question 77 below). Offerors shall provide a fully burdened rate for each of the labor categories for both the CONUS and OCONUS categories.
The government understands there is a price difference and will be using competition to establish the labor rates as fair and reasonable. The rate an offeror provides should encompass the risks identified with working globally.
While it is more expensive to perform work in Maryland than Illinois, the government will accept a flat, CONUS-rate higher than the average Illinois rate but less than the Maryland rate… i.e., offerors will make less when delivering to some locations and more when delivering to others with the anticipation that it will even out over the life of the contract.
24. Should we utilize SCA labor rates?
ANSWER: The Service Contract Act (SCA) is applicable to this contract. Please reference page 99 of the RFP for additional information.
25. If we supply additional key personnel that provide and innovate approach and great value to the overall contract, do these key personnel need to have SECRET clearance or can they just have an existing CAC card?
ANSWER: Only the key personnel identified in the solicitation will need a Secret Clearance. If these proposed key personnel require access to the facility and/or or computer systems, a secret clearance would be required.
26. If we have to locate another warehouse outside of the one listed in the SOW will we be allowed to submit pricing for labor categories to manage that warehouse in the area?
ANSWER: Use of an additional warehouse over the life of this contract is not anticipated by the government.
However, should one be required, the existing labor categories and rates already established at contract award would be utilized and a delivery/task order in support of the work would be issued.
27. Who will be responsible for disconnecting existing computers and reconnecting computers and other desk top technology equipment that will be moved?
ANSWER: DISA will be responsible to disconnect and reconnect computers and other IT equipment.
28. In the pricing spreadsheet the category EST. Labor Rate for services is confusing, are you looking for hard hourly rates for each labor category or a range?
ANSWER: This was an error… the “EST” on the labor rate column was an abbreviation for “Established” rather than estimated. The headers have been updated to clear up any confusion. Additional columns have also been incorporated to provide for both a CONUS labor rate and an OCONUS labor rate. Reference Attachment 1 for
29. Please provide detailed drawings to be provided for all systems furniture requests? (I.e. Reference #'s 5, 9-15).
Also, what's the difference between Reference #'s 12, 13, 14 and 15? They all seem to have the same description
ANSWER: The detailed description and drawings for items 12 through 15 can be found in Appendix C Page 9. The difference are due to the direction and location of the cubicle within the pod (see picture below for reference).
Appendix B will be modified to add a drawing of a group of cubicles (pod) and for item 5.

30. Need more info on Reference #8 for the Evans Consoles 24/7 Work Console Station. How many CPUs need to be accommodated, and is there a required amount of spacing between them? Do a monitor arm and keyboard tray need to be included? Are any other storage pieces required?
ANSWER: Each console shall accommodate 2 CPUs. There is a 36” distance requirements between the CPUs.
Monitor arms (2) and keyboard trays shall be included. Each console shall have one mobile pedestal. For your reference, below is a drawing of a typical console.
31. Reference #16, Privacy Screen – width of the screen to be priced?
ANSWER: Approximately, 48” wide by 60” high. Shall be on casters.
32. Reference #'s 27-32, what is the person-to-table ratio? For example, for Reference #27, if we assume that (2) people will sit at each 60"L table, we'll need (15) tables.
ASNWER: 2 seats per 60” table.
33. Reference #33 – What are the materials needed for the table top and base?
ANSWER: Construction shall be 3-ply balanced wood veneer surfaces with hardwood. Bases shall be panel type allowing access to power/data cables and finishes shall be available in wood and metal.
34. Reference #42 – Why is there an adj height wksf in the Seating group? And, how is the dimension that was provided accounted for? Can a floor plan be provided with how many tables they want to be able to accommodate this size?
ANSWER: This was incorrectly place under the seating section. This should be under group 2 casegood and conference rooms, as shown in attachment 1, Bid format sheet. This is an adjustable pneumatic base, compatible with private office furniture and all systems furniture.
35. Reference #43 – Typically dollies are product specific. So, which chair(s) should the dollie be able to support? If more than (1) type of chair needs a dollie, please provide a separate reference # and modify the pricing sheet to include additional line items.
ANSWER: Dolly to support chair in Appendix B Item #60.
36. Reference #51-52 –What is the material? Application? Product specifications?
ANSWER: Item #51 and 52 have been edited in Appendix B.
37. Reference #54-55 – what’s the difference between these two products?
ANSWER: Appendix B will be modified to reflect the following:
• Item number 54 should be a mesh back
• Item 55 should be a plastic back.
38. Reference #56 – “data and power capable”; is this required for the chair
ANSWER: Appendix B will be modified to remove the power and data requirements.
39. Reference #67 – Warehouse racks and cages – What is the required material? Application? Weight accommodation? How do we differentiate between the price for starters, adders and cage pieces? Can they each be their own reference #?
ANSWER: The specs were added to Appendix B.
40. Reference #71 – Conferencing Team Table. “…lateral file base?????” requested. Is this kind of support definitely wanted? If so, how many files are wanted, and what height files - 2H or 3H?
ANSWER: Yes, a file based is required. Currently, we use these tables in the teaming areas at our HQS facility.
The files’ height is 3H.
41. Reference #77, 78, & 79 - Is there a requested frame finish?
ANSWER: The frame shall be brushed nickel or aluminum.
42. Reference #80 – Can DISA provide more information … size, material, shape?
ANSWER: The dimensions are 12’w, 48”h, 30”D. The finish is wood laminate.
43. Reference #91 – What are the dimensions? It’s called out as a sofa, but if it only needs to seat two people. This smaller item would be specified as a love seat/settee.
ANSWER: Item #91 will be eliminated from Appendix B and won’t be required.
44. Reference #92 – Item is considered a sofa, but called out as needing to seat (8). This sounds more like a combination of chairs in an arrangement. More details would be helpful to assure we specify the correct items.
ANSWER: The image below will be added to item #92 in Appendix B.
45. Reference #93 – Item is considered a sofa, but called out as needing to seat (4). This sounds more like a combination of chairs in an arrangement. More details would be helpful to assure we specify the correct items.

49. Reference #113 - What is this item for? Just a table base? Is the 17"H confirmed?
ANSWER: Item #113 will be eliminated from Appendix B and won’t be required.
50. Reference #114 – What is this product? Please clarify.
ANSWER: Item #114 will be eliminated from Appendix B and won’t be required.
51. Reference #171 –What is the height of cabinet?
ANSWER: Cabinet can be between 50” to 58”H.
52. Reference #180 – Description says “single or double arm available” – which one should we price?
ANSWER: The answer depends on which manufacturer you will be using to provide the monitor arms. Some manufacturer use a single post 2 monitor arm, others use 2 single monitor arms to achieve the same. Our preferred solution is to have a single post that could be adapted to add 2-3 monitors without having to replace the post.
53. Reference #181 – What's the desired depth of this piece? Can an image be provided so we get a better idea of what’s required?
ANSWER: The desired depth shall be between 24” to 30”. Appendix B will be modified to reflect the change.
54.Reference #183 – What is the height? (Standing or sitting)?
ANSWER: This is a standing height sorting table. The height should be between 36” to 42”. Appendix B will be modified to reflect the change.
55. Reference #187 – What is this product? Please clarify.
ANSWER: Item #187 will be eliminated from Appendix B and won’t be required.
56. Reference #188 – Is this a duplicate of Reference #108? If not, can additional info be provided? (Size? Style?
How many coats it needs to accommodate?)
ANSWER: Yes, it is the same. Item #188 will be eliminated from Appendix B and won’t be required.
57. Reference #190 – Can DISA provide additional information. What should be specified in regards to the lounge chair, table, and lamp?
ANSWER: Item #190 will be eliminated from Appendix B and won’t be required.
58. Reference #194-198 - What size/type/material frame and what size, if any, matting is wanted?
ASNWER: Please refer to our answer to question 61 for the additional information.
59. Reference #199 – Can DISA provide any idea of the approximate size?
ANSWER: The logo is 48” wide. The height shall be proportional with the width. Appendix B will be modified to add this information.
60. Reference #200 – Can DISA provide any additional information?
ANSWER: Appendix B will be modified to include the following:
MURAL SPECIFICATION
• Each mural will be a montage of images with 3-5 images on transparent plexi-glass panels ranging in size from (20 inch x20 inch) to (40 inch x 60 inch) with a (10 foot x 10 foot) background image.
• The panel images are to be suspended from 2-4 inch offsets projecting from the mural to create a multi-level effect. See appendix A for requirements for the panel display system.
• Digitized images will be provided by the DISA graphics department for vendor enlargement.
• The background image (10 foot x 10 foot) to be provided on vinyl wall paper material suitable for “wall paper type” installation.
• Wall Murals are to be edged with a small, pre-painted, mitered, unbroken rectilinear trim piece approximately ¼ inch x 1 3/8 inch x 122 inch (lattice piece) painted to match wall color to be caulked and finish nailed to wall.
• 4.6.6 Where cabled offsets are used to mount floating images over the mural, side-mounted offsets are to be installed through the trim pieces rather than through the image. Mural bottom should be 8-10 inches above finished floor.
61. Reference #203 – Does this need to be an actual painting or a print? What should the image sizes be?
ANSWER: Appendix B will be modified to include the following:
• Frames to be selected from proposed metal and wood options. Frame width to be 2 inches (+/- ¼ inch) wide.
• Mats to be 2 inches of visible width.
• Mat colors and textures shall be selected with the need for long-term availability in mind. Only premium mats from major manufacturers with proven longevity shall be specified. Trendy colors and treatments shall be avoided. Color and texture must be submitted to DISA point of contact for approval prior to production.
• Images will be printed to allow for a 1/8 inch overlap by the mat on all sides. Based on the overall frame sizes provided in the scope of work this will typically include a 2 inch frame width and 2 inches of visible mat between the frame and the image.
• If canvas images are used these are to be stretched and mounted by vendor.
• Image cropping that improves aesthetics can be suggested by vendor and will require DISA POC approval.
• Many of our days are very humid, and mats buckle easily. Therefore, mats are to be affixed to each other and to the foam board with the strongest available (ATG tape, 3-M 969, ¾ inch wide), all around the perimeter of the opening; and around the outside as well. This will minimize humidity buckling and separation of the mats over time. When frames are requested with removable backs, the mat-to-foam board surfaces will not be taped to ensure that no damage to the mats occurs when the mats are lifted to change the image.
• Mats are to be cut visibly straight and true. Mats are not to be out of square to the frame. Mats are to be square and true (1/64 inch or less) over 20 inches, free of manufacturing and handling imperfections, properly trimmed and touched up according to the best standards of craftsmanship. This will prevent a slipshod look.
• Every attempt will be made to ensure that the project will have standard frame sizes. For example, when the image is within 1 inch of a standard frame size, the mats are to be adjusted so that the image will fit the standard frame size, otherwise an additional standard frame size will be developed.
• Before glazing, the face of mat and image is to be completely cleaned of fingerprints, hairs, dust and other foreign matter.
• Images will be printed by DISA. Vendor will pick up paper mounted images and canvas un-mounted images from DISA Headquarters.
• Images will have vertical and horizontal orientations.
62. Reference #210 – Does the “T” stand for “tackable”?
ANSWER: The “T” is a typo. It should be an “H”. Solicitation will be modified to reflect the change.
63. Reference #215 – What style should the door be? Hinged, sliding, barn? What size?
ANSWER: It is a hinged swing door. Appendix B will be modified to reflect the change.
64. The pricing sheet doesn't show an estimated quantity for some items (Across the board, for any of the five years.) Should we account for a quantity of (1) per year in that case?
ANSWER: Each item on the attachment shows at least an estimated quantity of 1 for at least one of the years. If this is not the case, please identify specifically which items you are referencing. Offerors can reference question 10 for additional information on the estimated/evaluated quantity columns.
65. Is there an allowable percentage of Open Market product?
ANSWER: This contract is not being solicited through GSA schedules, it is being solicited through the open market. Therefore there are no restrictions on GSA to open market percentages. The resultant contract will not be awarded against a GSA schedule, rather it will be based on open market.

68. There is conflicting information on the electrical circuitry for the workstations. In 1.2.1 that it is to be an 8-wire, 3-circuit system, but then describe it as being 2 circuits above the worksurface and 2 below the surface and state that circuits A and B shall share a ground and a neutral and circuits C and D shall share a ground and a neutral, which is a 4-circuit, 2+2 or even two separate power systems of 2 circuits each. Can you confirm which is needed, 3-circuit, 2+1 (each with its own neutral but two sharing a ground and 1 dedicated); 4-circuit 2+2; or two 2-circuit systems?
ANSWER: 4-circuit 2+2
69. In section 1.1.7, you list the number and sizes of the cables, but do not list the max number of stations to be fed from one point. You also indicate that the different classes of cables may enter at different points, so, how many total number of cables do we need to account for at any one point?
ANSWER: The maximum number of stations to be fed from one point is 12. There will be 1-3 cables per classification.
70. In section 1.1.11 you ask for each raceway to have three knockouts, 20" apart from each other. That would require panel widths of wider than 42", which is the widest you list in 1.4.3. If each station has 4 raceways, just for IT, are you asking for 12 data knockouts in each panel, or each station?
ANSWER: There will be 4 data knockouts per station.
71. Mid-grade to Highest grade fabric is requested. One manufacturer's grade fabric options are not necessarily equivalent to another manufacturer's. Some manufacturers have 20 grades of fabric while others only have 3. This is not a true apples-to-apples comparison. For bidding purposes would DISA consider that fabric grades be revised to lowest grade in order to ensure a true comparison between all bidders' quotes.

74. Page 26/27 of 99 – are we required to complete the Electronic Product List worksheet with our offer? If so, is it required for all items listed on the bid format sheet?
ANSWER: The Electronic Product List identified on page 25 as part of the PWS is a requirement of the resultant contract. This will be completed upon delivery/task orders for new equipment.
75. What product(s) is the standardization to be based on?
ANSWER: Product standardization has been based on recent updates to the DISA HQ facility. An additional attachment, appendix D- product list, has been included for contractor reference.
76. Is standardization agency wide, or facility specific?
ANSWER: The standardization will be Agency wide.
77. When applicable, how are labor rates to be evaluated when labor in DC is far more expensive than labor rates in Pensacola, as well as CONUS and OCONUS?
ANSWER: Labor rates for all work will be established at contract award based on offeror proposals. However, based on multiple concerns regarding this set-up, the government has updated attachment 1 to reflect an established rate for both CONUS and OCONUS work. Offerors shall propose a rate to be utilized while performing CONUS work as well as a rate to be utilized for OCONUS work. For the purposes of this solicitation, the definitions contained in FAR part 2 will be utilized to define CONUS and OCONUS. These definitions are as follows:
CONUS: “Contiguous United States (CONUS)” means the 48 contiguous States and the District of Columbia.
OCONUS: this would consist of all other locations to include Hawaii and Alaska.
The response to question 23 should be referenced for additional information.
78. Is the completed DD254 Form to be included in the bid documents / submittal? And if so, where should it be included?
ANSWER: See our answer to question #73.
79. What is the anticipated contract award date?
ANSWER: The government anticipates award of a contract by December 1, 2014. It should be noted that the government is not obligated to award by this date.

Normally on an IO&T the Government has us price an actual first task order and the spreadsheet includes Manufacturer name, model number, finishes etc. Given the large number of product types and categories included with this solicitation and the short duration for submittal of the overall proposal (especially at Government year-end) this would help to make the process more manageable for bidders. If not, would the Government consider extending the due date?
ASNWER: A list of the products already being used by DISA will be provided.
84. If we only submit 1 solution (Manufacturer/product) for each requirement how does that accomplish the goal by DISA for the IOT contractor to be able to engage all of the other manufacturers listed in the RFQ? Will we still be able to provide from those other vendors listed even though their pricing was not submitted at base IDIQ level?
ANSWER: The solution provided will be to evaluate the vendors’ proposals. The offeror will be required to provide products at competitive rates from the other manufacturers listed as need arises even though their pricing was not submitted with the base IDIQ.
85. We anticipate that during our pricing efforts over the next few weeks we may identify the need for clarifications on the technical requirements listed. For example, "reference #60 Training Chair" asks specifically for "attenuating back and Thermoplastic" both of which may be proprietary terminology. During our pricing research we may not locate the exact product but may find a similar product which achieves the same functionality. Would further clarification questions be permitted during this process and/or will the Government consider similar product solutions that meet the functional/technical requirements shown? In other words will there be leeway in determining if the product offered has slight adjustments to the specs shows?
ANSWER: During the market research for this solicitation, we found more than 5 manufacturers that provide training chairs with attenuating backs and thermoplastic seats. However, product with similar characteristics and functionality will be evaluated. The government reserves the rights to determine if the product meets the requirement.
86. Appendix B, Page 4: We noticed a general requirement "0.1.5 All product sizes shall conform to dimensions indicated in this section. Sizes may differ +/- 2” per manufacturer." Does this specifically refer to a range in panel heights or is it applicable to all dimensions on any product/typical requirement? For example, can this rule be applied to all dimensions for all components in the typicals in Appendix C allowing bidders to supply a 22" deep worksurface in place of a 24" deep worksurface? We ask this because some manufacturers do provide products with dimensions which are "nonstandard" and utilizing those products based on this general requirement may provide a pricing advantage.
ANSWER: This is applicable to all products. Yes, it can be applied to components in the typicals in Appendix C.
However, bidders should refrain from using “nonstandard” sizes to gain a pricing advantage.
87. Appendix C, Page 4 and Page 5: We noticed that the 3-D drawing does not match the 2-D elevations. The 2- D elevations show the tops of all storage units aligning while the 3-D drawings provided does not. Which is the required solution for all bidders to provide? Further, will either the 2-D elevations or the 3-D drawings provided in Appendix C for each typical take precedence over the other?
ANSWER: The tops of all the storage units should align. The discrepancy in the 3D drawing is due to the templates used with the design program. The 2D and the elevation drawings take precedence over the 3D drawings.
88. Does DISA have a specific help desk software program that the contractor must use or will a “contractor provided/suggested” program be acceptable?
ANSWER: DISA will provide the helpdesk software and the training to the contractor. No other programs will be accepted.
89. 7.1.3. Subcontracting Plan. Given the nature of this program, unless the prime procures a significant portion of its products from small manufacturers, the 40% goal of the total contract will be a challenge. Unless the estimated quantities of the pricing spreadsheet reflect the government’s best estimate of the total requirement, this vendor does not understand how the government intends to evaluate compliance on a pass/fail basis. Additionally, a significant portion of the products are classed waived under the non-manufacturer rule. See NAICS 337127, 337215 and 339111 on this list:

Answer: This requirement will only be utilizing the NAICS of 337215. Although a portion of the products are included on the non-manufacturer rule waiver for 337215, they are not all included. Based on this the contract could not be set-aside for small business. The requirement is being solicited full and open, therefore the non-manufacturer rule is not an issue and not applicable to this solicitation.
The 40% subcontracting goal is not requiring that you purchase 40% of the products from small business manufactures; it is requiring that a large business contractor utilize small business subcontractors to complete the tasks of the requirement through both the purchase of products and the related services.
Evaluation of this is clearly defined within section 1.3 of FAR Clause 52.212-2, Evaluation- Commercial items. A business classified as small under NAICS 337215 –OR- a large business contractor submitting a subcontracting plan that achieves 40% small business participation will receive a pass. LBs submitting a SB subcontracting plan that does not meet the 40 percent participation goal will receive an unacceptable rating and could potentially be excluded from the competitive range.
90. Verify that the estimated quantities on pricing sheet reflect the government’s best estimate
ANSWER: The evaluated quantity of 1 will be utilized for evaluation purposes only. The estimated quantity for each product is the government’s estimated purchase of each item. Please reference the response to question 10 in regards to the government’s obligation/limitation based on these estimated quantities.
91. Add two columns to spreadsheet to enter (a) NAICS in order to segregate Waived NAICS products from non-waived NAICS and (b) whether the proposed manufacturer is large or small.
ANSWER: The small business non-manufacturer waiver rule is not applicable to this solicitation. The requirement is not being set-aside for small business; therefore the waived/non-waived and manufacturer side is of no issue to the response. Offerors shall reference the response to question 89 for additional information.
92. Either exclude waived NAICS product costs from the 40% calculation or reduce the 40% goal.
ANSWER: Again, the non-manufacturer rule is not-applicable to this solicitation. The 40% subcontracting goal is applied to the overall contract. Offerors shall reference the response to questions 89 and 91 for additional information.

ANSWER: The government is providing additional information regarding manufacturers to speed up the manufacturer selection process on the offeror’s end. At this time the Government does not anticipate extending the proposal response date. Proposals remain due at 1400 CST on September 2, 2014.
