Questions & Answers- Round 2
1. with all the changes to the pricing spreadsheet and the list of equipment it would be beneficial to the project to extend the submittal date a week. We are getting a tremendous amount of push back from vendors – especially the new ones DISA has added.
ANSWER: The proposal due by date will be extended to September 5, 2014 at 1200 CST.
2. how do you price the connections of any of the plumbed or electrical equipment like in group
14?
ANSWER: The plumbing and the electrical connection of the items in Group 14 will be done by government.
3. Based on the information supplied during the Q&A period, in addition to the product additions which were supplied late in the day on Monday, August 18th, there is a substantial amount of new work which has been added to the process. We need time to contact the right vendors, gather information and most importantly check and review the information supplied in order to provide the best response to the government. We respectfully request consideration of an extension until at least September 10 allowing us proper time to complete the best packages we can supply. When considering this request please keep in mind that the manufacturers are all very busy with end of the government buying year requests which is delaying their response time.

4. it is our understanding that DISA will not provide a FAR compliant Letter of Authorization allowing the successful Offeror to purchase using GSA Schedule pricing. Please confirm no
GSA pricing will be allowable over the life of the IDIQ.
ANSWER: Offeror’s can provide GSA schedule pricing if that is what they wish to quote, however this is an open market requirement and GSA schedule rates will not be verified.
5. Regarding the registration on the DITCO customer portal- We submitted our registration on
August 18 th and still have not received approval.
ANSWER: Offeror’s shall contact DITCO tech support at 618.229.9333 or disa.scott.ditco.mbx.technical-support@mail.mil for additional information/ instruction/ troubleshooting.
a. Is there a secondary submittal method?
ANSWER: No. Only offers uploaded to the DITCO portal will be accepted.
b. Is there a contingency in the case that our registration request is not approved before
Sept. 2?
ANSWER: No. Only offers uploaded to the DITCO portal will be accepted.
c. Will DISA be asking for registration requests to be expedited?
ANSWER: This will be answered by Tech support when contacted.
d. Is there someone who we can contact for help in getting approval in order to submit?
ANSWER: The DITCO help desk should be contacted at 618.229.9333 for assistance as outlined in the RFP.
6. On price matrix attach 1 rates are requested for Installer and Lead Installer under both Help
Desk and Delivery/Installation. Are these labor categories listed under Help Desk intended to be helping desk staff that takes receive issue and manage through to resolution? Or, are they intended to be the staff that actually performs field resolution on furniture? Are these expected to be the same people?
ANSWER: These are for the staff that will be performing the field resolution on the FF&E.
It is up to the offeror to decide if they use the same people for both tasks.
7. On price matrix attach 1 rates requested under Project Manager do not include Project
Director/Executive. Is this labor category to be priced? Is it considered “billable?”
ANSWER: The fields have been added. It should be noted by offerors that this requirement contains a Performance Work Statement and therefore the government is looking for offerors to provide their own staffing plans. The labor categories noted at attachment 1 are anticipated labor categories; if an offeror identifies additional categories needed to fulfill the staffing plan they anticipate proposing, the categories should be added but clearly identified as an addition on attachment 1.
8. #105A & B – Is there a required material (porcelain, hardboard) for the whiteboard writing surface? The manufacturer indicated this needs to be specified in order to provide pricing.
ANSWER: Porcelain finish is not required. The preferred finish should be one to reduce glare. Hardcoat laminate finish will be accepted or equal high performing finish.
9. Ref. #106 Hanger – This is listed as “Hanger” but the description mentions “Quantity (2) per office”. Should the price quoted be for a single hanger or two hangers?
ANSWER: It should be priced as a single hanger. Appendix B will be modified to reflect correction.
10. Ref. #107 Hanger – Similar question. Should one or two hangers be priced? The description mentions “Quantity (2) per workstation” while the item is listed as “Hanger” singular.
ANSWER: It should be priced as a single hanger. Appendix B will be modified to reflect correction.
11. #259 – We have been in touch with the specified manufacturer, who indicated that the multi-phase coffee maker is “obsolete” and their recommended “equivalent” is single-phase. Is this acceptable?
ANSWER: Yes, it is acceptable. Appendix B will be modified to reflect the change.
12. #261 – Based on the dimensions provided, we think you require both the Ice-o-Matic cube ice machine and the optional ICE Series ice cube maker. Should both dispenser and ice cube maker be included for this item?
ANSWER: Machine to produce and dispense ice. It should be Ice-O-Matic Model #ICEU150 or equivalent
13. #266 – We have been in touch with the manufacturer, who indicated we do not have enough information to specify a single product. Please provide dimensions and specifications.

ANSWER: The additional information for item #300 is as follows.

17. #310 – This model number is discontinued. The manufacturer has a series FT900-S. Could you provide additional specification information so we can judge the merits of the suggested equivalent product?
ANSWER: The additional information for item #310 is as follows.

18. #314 – This model number is discontinued. Could you provide additional specification information so we can judge the merits of the suggested equivalent product?
ANSWER: Equivalent specification provided by manufacturer, as stated. Elevation and additional information added to Reference # 314 in Appendix B for additional information.
19. #335 – We contacted the manufacturer, who indicated that class ABC is not available combined with ANSI/UL 711 Test Protocol. They indicated that you need two fire extinguishers to accomplish both. Could you please provide clarification so we can price this appropriately?
ANSWER: We found at least three different manufacturers that can provide a fire extinguisher to meet the ANSI/UL 711 Test Protocol. For example;
o Amerex o Buckeye o Ansul
20. #336 – We contacted the manufacturer, who indicated that class ABC is not available combined with ANSI/UL 711 Test Protocol. They indicated that you need two fire extinguishers to accomplish both. Could you please provide clarification so we can price this appropriately?
ANSWER: We found at least three different manufacturers that can provide a fire extinguisher to meet the ANSI/UL 711 Test Protocol. For example;
o Amerex o Buckeye o Ansul
21. Group 13 Signage - Several of the drawing files are low resolution and corrupted to the point that the sign type and details are not distinguishable. In addition, several of the drawings appear not to be included. Please provide a pdf file of all drawings with distinguishable sign types and specifications. This is specifically required for sign types: G1A, H2, H3, H4, P1, Logo, H3A, Exterior A, Exterior B, Exterior C and Base Sign.
ANSWER: The drawings of the signage will be provided as a separate appendix.
22. Ref. #67 - Can you be more specific about the “(5) high double slotted”. What is the intended purpose of double slotted? What is the intended depth of the beams? What is the intended height?
ANSWER: Reference #67 was updated in Appendix B with additional information.
23. The latest bid sheet doesn't have a line item for the Program Director or Relocation Manager.
How should we price them?
ANSWER: See answer to question #7.
24. It appears that we do not need to submit the SF1449 continuation sheets. Can you confirm this?
ANSWER: Offerors shall acknowledge receipt of all RFP amendments with offeror submission. Offerors should be sure to acknowledge block 11 of the SF30 pages regarding submission of AMD acknowledgement with offers.
25. For Items # 212, and #213 Appendix B references a height Dimension of 54" for both Items.
Is this correct, or do they want 9' high as stated for the other Group 12 walls?
ANSWER: The height of 54” is correct.
26. How do we calculate shipping or will this be done at the task order level?
ANSWER: Shipping will be calculated at the task order level.
27. How do we price design and installation of signage?
ANSWER: These will be estimated at the task order level.
28. How do we price design and installation of artwork?
ANSWER: This will be estimated at the task order level.
29. Can we have another week to submit this RFP and push the date to 9/9/2014?
ANSWER: Reference response to question 1.
30. The existing 4400 square foot warehouse who determines what furniture is stored there and where does this furniture come from?
ANSWER: See answers to question 156 and 159 in the previous round of questions.
31. Does this warehouse currently have racking?
ANSWER: Yes
32. Will all duties and fees, taxes be paid by the govt? An example – in Guam there is a 4%
GRT.
ANSWER: Yes, the government will reimburse any applicable duties fees and taxes associated with the task orders.
33. Are we able to utilize a sharepoint site to house project documents?
ANSWER: Yes, with the provision that the information that the documents are protected and safeguarded so only personnel authorized by the government have access to them. Sensitive and/or classified documents cannot be stored on sharepoint.
34. Should be overhead and profit be built into all commodity and labor pricing?
ANSWER: All pricing to include materials and labor should be fully burdened rates.
35. How are sub trades to are priced and compensated like electricians?
ANSWER: All labor categories must be identified and priced at offer submission. Labor pricing will be verified and utilized for all task orders.
36. How do we price packing material for moves? Boxes, crates, bubblewrap, labels, computer bags etc..
ANSWER: These will be priced at the task order level.
37. Can you extend deadline one week?
ANSWER: Reference response to question 1.
