a. Primary COR. To Be Determined (TBD)

b. Primary Site POC. TBD

c. Alternate Site POC. TBD

d. Technical POC: TBD

2. Task Order Title. PE Warner Robins RAISED FLOOR AND MECHANICAL EQUIPMENT REPLACEMENT

3. Background. The raised floor in 128 & 164 is the original support system, installed a number of years ago. The system is still in reasonable condition but with the forecast for new workload to be added to the raised floor and because the system does not meet the current lifecycle-based standard the system, in its entirety, needs to be replaced. With the floor removed there are several other tasks that become easier to perform and shall be executed as optional items under this project.

4. Objectives. The primary objective of this project is to provide PE Warner Robins with a raised floor that will support their new mission and meet the current DISA Facilities standards. The existing raised floor in rooms 128 & 164, Building 228, does not meet the DISA Facility standards and is to be replaced under this statement of work. The current raised floor system is only rated to support 1250 pounds, our standards state a 2500 pound minimum and with a large workload forecasted to be installed over the next year, it needs to be replaced. The present raised floor is supported by multiple different length stanchions. The majority of which is 24” inches deep, however there are runs across the floor that are a minimum of 45” deep to accommodate a mechanical trench.

4.1.

Optional Objective #1- In addition to the primary objective the vendor shall provide optional pricing to replace and commission fourteen (14) existing Computer Room Air Conditioners (CRAC) with fourteen (14) new 30-ton CRAC units that meet the specifications detailed in Appendix I.

6.2.7. Design contractor shall not be able to change and re-stamp the design documents after the 100% submittal without written approval from DISA and contracting.

6.3. Raised Floor Design/Installation

6.3.1. New Floor tiles are to be purchased. They shall match section 09 69 00 of the DISA Facilities standard.

6.3.2. Provide and install a new raised floor system in accordance with section 09 69 00 of the Facilities Standards. The existing floor height is at a minimum 24”; the new raised floor height shall match the existing.” A laser-leveling device shall be used to ensure the floor is level.

6.3.3. There are mechanical trenches throughout the raised floor and vary in depth from 4’-8’. Stanchions will extend all the way to the floor and shall be of the same rating as the entire floor. Due to the length of these stanchions the tipping moment shall also be considered in the design. This may be accounted for by a combination of increased support component lengths and/or the addition of industrial adhesives or mechanical fastening systems to hold them in place.

6.3.4. It shall be the contractor’s responsibility to design and install the necessary ramps and transitions at each doorway. There shall be ramps at the main entryways to the workspace that meet or exceed ADA requirements for rise/run. Other transitions shall meet or exceed the International Building Code (IBC) or any State or Local codes which may be more stringent. The doors between the rooms shall be adjusted as necessary.

6.3.5. Just to reiterate, no computing equipment will be taken offline for the installation of the raised floor. The contractor must design and prove before installation that they can move a rack and keep it operational while replacing the floor underneath the piece of equipment. DISA Facilities Engineering and the site will help coordinate cooperation with the customer. Some racks are connected to each other via cable tray so multiple racks may need to be moved at the same time. Other racks are bolted to unistrut under the raised floor. All of these pieces need to be accounted for.

7. Option Items: The following design/build items shall be bid on and shall be executed providing available funding.

7.1. Cleaning of the subfloor

7.1.1. When a section of raised floor has been removed then the underfloor can be cleaned. The cleaning can be started by hand picking large trash and wire cutting from the underfloor plenum

7.1.2. Use clean, damp, lint-free cloths & specialized computer room vacuum cleaners equipped with HEPA 0.3-micron exhaust filters to thoroughly clean the subfloor. Use static-free utensils only.

7.1.3. All items that are abandoned in place shall be demolished and removed from the site. This specifically includes abandoned chilled water pipe and pump along the West wall of 128. All pieces being demolished back to the wall and capped or as far as possible.

7.2. Re-encapsulation of the subfloor

7.2.1. After subfloor cleaning activities have been completed by the contractor the floor is required to be re-encapsulated or re-coated in adherence to the following and the attached excerpt, Appendix H, the Contractor shall encapsulate subfloor areas including raised floor pedestal bases. Method of Procedure for the Under Floor Cleaning shall include removal of contamination from the subfloor plenum, using a HEPA filtered exhaust vacuum system that filters exhaust particles down to .3 microns at a 99.97% efficiency rating will be utilized. Data Centers are considered class 100,000 clean room zones by Federal Standard 209e, and as a result must be able to maintain an airborne particulate level of less than 100,000 particles per cubic foot of air at a size of .5 microns or smaller.

7.2.2. The contractor shall use equipment that meets or exceeds the established standards for cleaning data centers and will provide dust and contamination removal in accordance with Federal Standard 209e. All vacuums shall be fitted with GFCI protectors and will never be plugged in under the raised floor. Only designated power outlets will be utilized when performing decontamination functions. Establish reasonable limits for each site layout to reduce the impact of static pressure, hardware cooling, and plenum airflow disruption during these activities.

7.2.3. The natural and continuous oxidation of the concrete subfloor is a major cause of controlled environment contamination, introducing concrete dust into the air plenum which is blown directly into IT equipment via cooling intakes. The only way to eliminate this source of contamination is to seal the surface of the concrete.

7.2.4. Unfinished areas under the raised floor, to include trenches, trench walls, columns, room exterior and interior walls, and other surfaces shall be sealed with at least two coats (6-mil total dry film thickness) of epoxy paint or sealer. The material used shall be noncorrosive, nontoxic, and nonflammable. The sealer will provide both dust control and a vapor barrier.

The encapsulant used shall have the following properties:

a.

Flexibility: A high flexibility is necessary in order to bridge minor cracks in the deck surface, and to achieve a suitable bond between the deck and other surfaces, such as access floor pedestals and perimeter walls.

b.

Porosity: The finished seal should have a low porosity so as to effectively isolate the subfloor deck, as well as to limit and contain any deposits or liquid accumulations on the surface of the seal.

c.

Out-gassing: If the subfloor deck is to be sealed in an on-line room, the encapsulant used should not emit any chemicals which could be considered a serious and direct threat to hardware reliability. In a newly designed room, more options are available, as long as ample curing time is allowed.

d.

Encapsulant: The encapsulant used should be pigmented to match the blue that is installed at several facilities already (Appendix H). A pigmented encapsulant ensures a complete and effective seal. Any unsealed areas are immediately evident. A clear encapsulant is not easily visible, and large portions of the subfloor supply air plenum may be missed in the application.

7.2.5. The encapsulant must be manually applied with brushes and rollers by trained personnel. The encapsulant shall be applied UNDER cables, conduits, raceways, piping, and other equipment and materials located on the subfloor. Lift and apply the encapsulant under these obstructions, and ensure that cables and conduits are not adhered to the floor during sealant drying. A drying time of 30 to 45 minutes will be provided before cables are laid back down on the floor.

7.2.6. Spray applications shall NOT be used. Spray applications, such as those typically used with clear encapsulants, can atomize the sealant, and transfer it to the hardware in the airflow of the subfloor void. Spray applications can also cause problems when the encapsulant is applied over cables, adhering them to the subfloor deck. This makes future removal of the cables difficult, and can expose unsealed concrete when the cables are dislodged.

7.2.7. All corrosion on frames and girders, the modular floor tile support jacks, and underside of floor tiles will be addressed as necessary with the appropriate materials and sealant. All floor jacks will be thoroughly cleaned, and any corrosion on the metal surfaces will be encapsulated to limit any further deterioration and to prevent any of this contamination from entering the subfloor supply airflow.

7.2.8. All corrosion on subfloor and on pipe work within the floor void will be treated with appropriate and approved materials and sealant.

7.2.9. Cracks in the subfloor, expansion joints, and other voids shall be mitigated prior to encapsulation. The Contractor shall provide a detailed plan for consideration prior to encapsulation that explains how and why they will be repair the surface in the manner proposed.

7.2.10. The Contractor shall provide an MSDS and cut sheet for the encapsulant and for any other chemicals and materials to be applied at the time of bid.

7.3.4. Insulate all chilled water, condensate drains and exposed condenser water piping installed for this upgrade. The insulation shall prevent condensation and minimize heat transfer and will be manufactured of material suitable for its environment. Insulation shall be of closed-cell type of high quality. Use required calculations to determine thickness of insulation on piping.

7.3.5. All holes in concrete floor shall be sealed with a fire retardant sealant.

7.3.6. Determine if any under floor smoke detectors are going to be affected and relocate to more applicable location.

7.3.7. Main chilled water line may have to be tapped in order to provide the CRAH units with chilled water. Current loop may have taps available that are not currently used. The contractor is authorized to use the closest taps available. The main chilled water loop in the rear of the facility should be used. If taps used are more than 20 feet from the units, please provide isolation valves near each unit.

Section E - Inspection and Acceptance

QASP

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

For Raised Floor Replacement, PE Warner Robins

1. Contract or Task Order Title: PE Warner Robins Raised Floor and Mechanical Equipment Replacement

2. Work Requirements: .

· Task 1 – Design

· Task 2 – Raised Floor Installation

· Task 3 – Underfloor Cleaning/Demolition

· Task 4 – Re-encapsulation of Floor

· Task 5 – CRAC Installation

· Task 6 – Signal Reference Grid Installation

· Task 7 – Commissioning

3. Primary Method of Surveillance:

Periodic Inspection shall be scheduled for Items 2, 3, 4, 5, 6, and 7. There will be Customer Input and Periodic Inspection for Item 1.

· 100 Percent Inspection. This is usually only the most appropriate method for infrequent tasks or tasks with stringent performance requirements, e.g., where safety or health is a concern. With this method, performance is inspected/evaluated at each occurrence. One hundred percent inspection is too expensive to be used in most cases.

· Random Sampling. This is usually the most appropriate method for recurring tasks. With random sampling, services are sampled to determine if the level of performance is acceptable. Random sampling works best when the number of instances of the services being performed is very large and a statistically valid sample can be obtained. Computer programs may be available to assist in establishing sampling procedures.

· Periodic Inspection: These services are monitored weekly, monthly, quarterly, semiannually, annually, etc. Periodic types of activities are perfect for periodic inspection because not only are they infrequent, but there is normally a predetermined, specified time frame within which the tasks must be accomplished. Therefore, you know exactly when to conduct the evaluations. Periodic inspections automatically become 100 percent evaluations or "100 percent checks." Inspections should be divided and scheduled by frequency: annual, semiannual, quarterly, monthly, weekly and as required. Sometimes services are required for which the time or frequency cannot be predicted, such as accident investigations, one-time special tasking by higher headquarters, etc. These would be labeled "as required inspections." Others are known and predictable such as the quarterly status report or the monthly travel report currently included in some DISA service contracts.

· Customer Input. Although usually not a primary method, this is a valuable supplement to more systematic methods. For example, in a case where random sampling indicates unsatisfactory service, customer complaints can be used as substantiating evidence. In certain situations where customers can be relied upon to complain consistently when the quality of performance is poor, e.g., dining facilities, building services, customer surveys and customer complaints may be a primary surveillance method, and customer satisfaction an appropriate performance standard. In all cases, complaints should be documented, preferably on a standard form.

4. Scope of Performance: The selected vendor will be required to craft a design that meets the criteria provided in this PWS. Included in the design is the replacement of the raised floor, cleaning demolition and encapsulation of the subfloor, computer room air conditioning units, and signal reference grid. After the design has been approved, by the DISA Facilities Engineering team, for the replacement of the raised floor, in phases and keeping the all equipment operational, the existing raised floor and supporting grid will be dismantled and disposed of. Before the new raised floor is installed all work necessary to be done in an open space shall be completed. This is to include but is not limited to the installation of the new: cleaning demolition and encapsulation of the subfloor, computer room air conditioning units, and signal reference grid. The current raised floor is in reasonable condition but it has reached the end of its useful life and does not meet the current DISA Facilities Standards so it shall be replaced.
