Can you please explain the difference between the one that was awarded this year in October and the new RFP that was just released on 11/22/2023?RFP sam.gov listingThis RFP is for the same contract that was awarded this past year, this RFP is essentially an extension of the first RFP. We are doing an On-Ramping Event for contractors who were not eligible for award during the original RFP period. To answer your question there is no difference between this RFP (HC101324R0001) and the RFP (HC101322R0005) that was released last year. The current PLEO contract has a suite of 20 awarded contracts from the original RFP, submissions for the subject RFP will be evaluated to determine if they can be awarded a PLEO contract. No
I think this Q&A due date may be for 2024 at some time vs. 2022? "Questions/comments are due no later 12:00 pm (CST) on October 5, 2022." What is the Q&A date?Document RFP - HC101324R0001, Page 164Corrected the questions/comments due date to reflect open to conincide with the 6 month open period for proposal submittal. The Q&A date will be prior to proposal submittal.Yes - Document RFP - HC101324R0001, Page 164
I think this Q&A email subject header may be HC101324R0001 vs. HC1028-22-R-0005, listed here "The email is to be addressed to the KO at the email address located in Section L2.4.1 with the following Subject Line Reference: RFP HC1028-22-R-0005, and Contractor Name" What ID should we use in the Q&A?Document RFP - HC101324R0001, Page 164Corrected the RFP number to reflect new RFP (HC101324R0001).Yes - Document RFP - HC101324R0001, Page 164
Will all awards be made after the May submission timeline? Or will awards be made on a rolling basis as proposals are evaluated?General Informartion--Section BAwards will not be confined to the May submission date. Awards decisions will be made upon completion of technical review and any price reasonableness analysis required. No
Are Offerors to provide the Attachment 7 Subcontracting Plan Checklist as a PDF insert within the Volume IV - Contract Volume submission or as a separate PDF file?RFP, Section L6.0 (g), Attachment 7 Subcontracting Plan Checklist, page 169The Government requests the 'Attachment 7 Subcontracting Plan Checklist' be provided as a separate document. No
Please clarifiy the instructions and requirements for submitting the Attachment 8 Nondisclosure Agreement (NDA) with the Volume IV - Contract Volume. Since the NDA is only applicable for personnel assigned to the contract, is the Attachment 8 NDA only required for personnel assigned on subsequent Task Order Awards and therefore not applicable for the ID/IQ response?RFP, Section L6.0 (h), Attachment 8 Nondisclosure Agreement, page 169All employees supporting this contract will be required to complete and sign an NDA.No
Please clarifiy the instructions "L6.1 Contract Representations and Certifications. The offeror's proposal must include a scanned copy of the signed cover page of the solicitation and a digital copy (as described in L2.10) of the completion of Sections A through K. Section D Packaging and Marking, Section E Inspection and Acceptance, and Section F Delivery and Performance will be specified in the individual task orders." Are Offerors to include a digital copy of Sections C, E, F, G, H, I, and J that were included in the RPF (with no fill-in requirements) or just the Section A, Section B, Section I (Clause 52.219-28 with fill-ins only), and Section K with fill-ins and other relevant fields completed?RFP, Section L6.1, Contract Representations and Certifications, page 169The Government does not require the submittal of any sections that do not require a signature, response, or completion. Section B Pricing is not required to be completed in the RFP MS Word document. The pricing and item descriptions are to be completed in the Attachment 2 Pricing Spreadsheet with pricing support documentation added in additional columns or tabs.No
Is it acceptable for Offerors to include the Requirements Traceability Matrix as an MS Word table (formatted per the Attachment 4 format) or are Offerors required to submit the Requirements Traceability Matrix as a separate MS Excel file using the Attachment 4?RFP, Section L6.5, Requirements Traceability Matrix, page 171The Government required the Attachment 4 be used for the 'Requirements Traceability Matrix' to ensure uniformity from all contractors and to expedite the review process. No
In M1.2.1 it appears that the government is going to be conducting rolling reviews of submissions. If this is true, is there a pre-determined schedule, or some other metric as to when the reviews take place? (Ie, after 5 submissions are received?)."M1.2.1The Government will review each proposal independent of all other proposals as they are received in a timeframe allowed by workload and government scheduling. No
We have a follow on question: If rolling reviews are being performed, will awards be generated on a rolling basis as well?M1.2.1Yes, the Government will make awards on a rolling basis independent of all other awards. No
We are reviewing the RFP and deliverable and is this form/document available for review "DISA Instruction 240-110-44, Supply Chain Risk Management"?Document RFP - HC101324R0001, Page 15Yes, the document was provided with the distribution of these Qs and As.No
We are reviewing the RFP and deliverable and is this form/document available for review "and internal DISA SCRM Processes and Procedure"Document RFP - HC101324R0001, Page 43No, these processes and procedures will be presented as required at the RFQ and task order level. No
In the Proposal Organization Table, you have 20 pages listed for the Technical Management Volume and then 5 pages for Factor 1 and 15 pages for Factor 2. Is the 20 page limit a roll-up of the 5 and 15 pages, or separate? Asked differently, does the whole volume have 40 pages, or 20 pages to discuss our approach and Factors 1 and 2?L.2.5.1Contractors are required to address all solicitation requirements, such as terms and conditions, representations and certifications, and technical/management requirements, in addition to those identified as factors or subfactors. The technical volume is provided from the contractors to demonstrate to the Government how they meet all solicitation requirements. Per DoD Source Selection Procedures, Evaluation factors and subfactors represent those specific characteristics that are tied to significant RFP requirements and objectives having an impact on the source selection decision and which are expected to be discriminators or are required by statute/regulation. The Government has allocated 5 page(s) to factor 1, and 15 pages to factor 2. The remaining 20 pages are for the contractor to respond technically to the needs of the solicitation/PWS requirements that are not otherwise called out/addressed in the technical factors. No
The RFP asks for "Supply Chain Agreements should be annotated and align with the proposal validity period specified in Section L.2.3." Which volume should those agreements be included in? What annotation do you want us to use, is there any guidance?L.4.1Section L.4.1 requires that Supply Chain Agreements should be annotated in the Technical/Management Volume. This is not a requirement to provide the agreements in their entirety. Contractors should identify their supply chain agreements in their response in accodance with Section L.4.1No
Instructions indicate: "Proposed experience must be labeled with the factor number and presented in the exact order they are presented in Section M. The same past experience reference may be used to satisfy more than one technical factor. Each reference used must satisfy all criteria of the definitions in M2.1." This seems to reference an experience section not detailed in the RFP.
Question: Should we have a separate experience section that we reference in the Volume 2 response? If not, do we just put the relevant experience under the appropriate Factor number and detail the relevance there?L.4.1The contractor should follow the instructions stated in Section L4.1 on providing the experience information in support of their response to the evaluation factors. No there is no past performance criteria and one will not be added. The past experience is only used to explain how Factors 1 and 2 can be met.No
This section references PWS 6.1, which in turn references PWS 7.1. "The Offeror’s proposal must demonstrate the Offeror has the ability to provide operational service availability within 36 months of contract award per PWS Section 6.1 "
Question: Does the government want us to provide an approach to every PWS item under 7.1 (7.1.1-7.1.5), or just 7.1.1 PLEO Services?M2.1.aYes. Each subsection of the requirements should be addressed in your proposal. If a subsection is not applicable, so state. No
Please clarify the type(s) of PLEO services and capabilities that are being sought under this solicitation. Section L.1.0 (Program Title and Objectives) of the Instruction to Offerors specifies "global internet coverage", however, Section 5 (Scope) of the PWS lists "weather services" and "remote sensing services".RFP, Section L.1.0, Instruction to Offerors, Page 163.
RFP, Section 5, PWS, Page 22The Scope of this RFP is any type of PLEO service available commercially. The PWS expresses the full scope of this requirement. The items liseted under section 5 of the PWS are examples. IAW PWS section 4. The intent of this requirement is to provide a contracting vehicle that provides access to existing PLEO and emerging PLEO capabilities."No
