About this file

This document is a requirements traceability matrix for a solicitation seeking proliferated low Earth orbit satellite-based services. The Defense Information Systems Agency is soliciting proposals to provide operational packaged PLEO services including various managed service offerings that mirror commercial capabilities. Services must meet defined performance requirements for availability, coverage areas, reporting, user terminals, and backhaul. Offerors must provide documentation on partnerships, regulatory approvals, system architectures, and information assurance plans. The contract will have a base period of performance with option periods exercising additional requirements. Services must begin within set timeframes of the award and incorporate service level agreements defining metrics. The selected contractor will report usage and incident data, provide help desk and training support, and receive task orders to activate specific services.
