Please clarifiy the instructions and requirements for submitting the Attachment 8 Nondisclosure Agreement (NDA) with the Volume IV - Contract Volume. 0007Please clarifiy the instructions "L6.1 Contract Representations and Certifications. 0009In M1.2.1 it appears that the government is going to be conducting rolling reviews of submissions. If this is true, is there a pre-determined schedule, or some other metric as to when the reviews take place? (Ie, after 5 submissions are received?)."M1.2.1The Government will review each proposal independent of all other proposals as they are received in a timeframe allowed by workload and government scheduling. No
We have a follow on question: If rolling reviews are being performed, will awards be generated on a rolling basis as well?M1.2.1Yes, the Government will make awards on a rolling basis independent of all other awards. No
We are reviewing the RFP and deliverable and is this form/document available for review "DISA Instruction 240-110-44, Supply Chain Risk Management"?Document RFP - HC101324R0001, Page 15Yes, the document was provided with the distribution of these Qs and As.No

In the Proposal Organization Table, you have 20 pages listed for the Technical Management Volume and then 5 pages for Factor 1 and 15 pages for Factor 2. Is the 20 page limit a roll-up of the 5 and 15 pages, or separate? Asked differently, does the whole volume have 40 pages, or 20 pages to discuss our approach and Factors 1 and 2?L.2.5.1Contractors are required to address all solicitation requirements, such as terms and conditions, representations and certifications, and technical/management requirements, in addition to those identified as factors or subfactors. The technical volume is provided from the contractors to demonstrate to the Government how they meet all solicitation requirements. Per DoD Source Selection Procedures, Evaluation factors and subfactors represent those specific characteristics that are tied to significant RFP requirements and objectives having an impact on the source selection decision and which are expected to be discriminators or are required by statute/regulation. The Government has allocated 5 page(s) to factor 1, and 15 pages to factor 2. The remaining 20 pages are for the contractor to respond technically to the needs of the solicitation/PWS requirements that are not otherwise called out/addressed in the technical factors. No
The RFP asks for "Supply Chain Agreements should be annotated and align with the proposal validity period specified in Section L.2.3." Which volume should those agreements be included in? What annotation do you want us to use, is there any guidance?L.4.1Section L.4.1 requires that Supply Chain Agreements should be annotated in the Technical/Management Volume. This is not a requirement to provide the agreements in their entirety. Contractors should identify their supply chain agreements in their response in accodance with Section L.4.1No
Instructions indicate: "Proposed experience must be labeled with the factor number and presented in the exact order they are presented in Section M. The same past experience reference may be used to satisfy more than one technical factor. Each reference used must satisfy all criteria of the definitions in M2.1." This seems to reference an experience section not detailed in the RFP.
Question: Should we have a separate experience section that we reference in the Volume 2 response? If not, do we just put the relevant experience under the appropriate Factor number and detail the relevance there?L.4.1The contractor should follow the instructions stated in Section L4.1 on providing the experience information in support of their response to the evaluation factors. No there is no past performance criteria and one will not be added. The past experience is only used to explain how Factors 1 and 2 can be met.No
This section references PWS 6.1, which in turn references PWS 7.1. "The Offeror’s proposal must demonstrate the Offeror has the ability to provide operational service availability within 36 months of contract award per PWS Section 6.1 "
Question: Does the government want us to provide an approach to every PWS item under 7.1 (7.1.1-7.1.5), or just 7.1.1 PLEO Services?M2.1.aYes. Each subsection of the requirements should be addressed in your proposal. If a subsection is not applicable, so state. No
Please clarify the type(s) of PLEO services and capabilities that are being sought under this solicitation. 0023The Table 6-4 Deliverables references PWS section 6.4.1 for the Weekly Order Update deliverable. However, section 6.4.1 in the PWS is for General Requirements regarding the contractor providing equipment based on task order requirements. There is not any mention of a weekly order update deliverable in the PWS 6.4.1 section. Would the Government please update the PWS with the requirements for this weekly order update?PWS 6.4.1 and Table 6-4Both Table 6-4 & Table 8.1 are in error for the Weekly Order Update deliverable. The PWS reference section should be listed as 6.5.9.RFP Tables 6-4 and 8.1 were revised to show the PWS reference as 6.5.9 for the Weekly Order Update.
Is the initial task order included as part of the IDIQ?PWS Section 6.7 Task 7 - Initial Task OrderNo, the initial task order will be a separate order delivered the same day as any IDIQ awarded contract. No

PWS Section 6.6.4 states “Not more than 30 calendar days following base contract award, the contractor shall present a written SAP to the Government, detailing the contractor’s approach to providing service activation.” Is the SAP due after the IDIQ award or after an operational service task order award?PWS Section 6.6.4The 6.6.4 - Service Activation Plan is part of the initial order under section 6.7.Section 6.7 was revised to show 6.6.4 - Service Activation Plan. Attachment 3 CLIN 0007 was changed to remove items listed.
Attachment 3 Pricing Spreadsheet Template shows five base period year (BPY) tabs and five option year tabs (OPY) tabs for a total of a 10 year Period of Performance. However, PWS Section 11 shows the period of performance to begin on date of contract award through July 17, 2028 with one five year option period. Since we are currently in year 2024, this reduces the total number of years to 9 which does not match the Pricing Worksheet. Would the Government please update the PWS to align with the period of performance shown on the pricing worksheet?PWS Section 11 and Attachment 3 Pricing Spreadsheet TemplateThe period of performance is 10 years with one 5 year base period and one 5 year option period. Each year is broken out in the Pricing Spreadsheet to allow for Economic Price Adjustments to be applied.
