1.0 PROGRAM TITLE AND OBJECTIVES
It is anticipated that this Global Network Services (GNS) solicitation will result in multiple-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts that will be used to address warfighter needs for networking, transport and associated services. The GNS contractors will work closely with the existing GSM-O, GSM-ETI, and GSM-P&S contractors; as well as other contractors supporting the Department of Defense (DoD) Information Network (DODIN) [formerly called the Defense Information System Network (DISN)].
The GNS contract will provide the vehicle to acquire telecommunications services that support the transmission requirements of the DODIN. The DODIN provides global communications connecting deployed war fighters to each other and to their sustaining bases; U.S. Forces to their coalition partners; and DoD to federal, state, and local agencies.
GNS will be a multiple-award, ID/IQ contract that is not bound by any geographic region or military theater. The mission characteristics include the capability to use commercially-provided (i.e. ‘leased’) telecommunication services globally that may include and traverse any commercially available media type. These services range from short-term circuit and network solutions to fiber indefeasible rights of use (IRUs) to new services that become commercially available during the period of performance of this contract. Therefore, GNS will enable customizable global transport solutions from any point in the world to any other point in the world.
2.0 GENERAL INSTRUCTIONS
2.1 Use of Non-Government Evaluators
Offerors are advised that the following contractors may participate as non-Government advisors in the evaluation of proposals. Submission of a proposal indicates offeror agreement that the Government can share the offeror’s proprietary information with these personnel for purposes of the evaluation process.

a. The above listed non-Government advisors will be authorized access to only those portions of the proposal data and discussion items that are necessary to enable them to provide specific advice on specialized matters or on particular problems. The non-Government advisors participation will be limited to those responsibilities as stated in paragraph 1.4.5.2. of the DoD Source Selection Procedures. The non-Government advisors will be required to sign non-disclosure agreements prior to carrying out their responsibilities. Offeror’s objection to the disclosure of information to these non-Government advisors shall be provided in writing to the Contracting Officer (CO) before the date set for receipt of proposals. The written objection shall include a detailed statement for the basis of the objection.
b. Automated source selection software, licensed from a non-government source, will be used during the proposal evaluation process.
2.2 Government Furnished Information (GFI)
a. There will be no physical library or reading room for this solicitation. Unclassified technical reference documents listed in PWS Section 14 will not be provided separately because they are available in the public domain via web links.
b. GFI files listed in Section J and L will be posted on the FBO web site.
c. Restricted GFI files will be available on the FBO website, but will require Government granted access to the authorized parties list established for these files. Offerors must submit their explicit access request through the FBO website, an FBO account is required. Only offerors authorized in accordance with DoDM 5200.01, For Official Use Only, policy shall be permitted access to the restricted files.
2.3 General Instructions.
a. This section provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. The offer shall be compliant with the entire solicitation.
b. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror's proposal.
c. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and will not be considered part of the proposal.
d. The offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid for 120 days.
e. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
2.4 General Information
2.4.1 Point of Contact. The CO and Contract Specialists assigned to the GNS effort are the only points of contact for this procurement. Address any questions or concerns you may have to the CO.
2.4.2 Competitive Range Determination. The Government will determine those offerors to be included within the competitive range for possible selection as multiple award contractors.
2.4.3 Debriefings. The CO will notify offerors of any decision to exclude them from the competitive range; whereupon, they may request and receive a debriefing in accordance with FAR 15.505. The Government may exclude an offeror at the time the competitive range is determined, or later when the final MAC awardees are selected. The CO will notify unsuccessful offerors of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable. Excluded offerors are entitled to no more than one debriefing.
2.4.4 Discrepancies
a. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale.
b. The Government may award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best approach/terms for technical, management, ability to deliver a network solution, past performance, and price. In accordance with (IAW) FAR 15.306, if the Government awards without discussions, the offerors may be given the opportunity to clarify certain aspects of proposals (e.g., the relevance of an offeror’s past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors.
2.4.5 Communications
a. Exchanges of source selection information between Government and offerors will be controlled by the CO. Email may be used to transmit such information only if the email subject includes “RFP HC1013-15-R-0003 - Source Selection Information – See FAR 2.101 & 3.104”. Otherwise, source selection information will be transmitted via the U.S. Postal Service or other carrier (e.g., FedEx, UPS, etc). Communications sent to the Government shall be mailed to the following address:

b. No information concerning this solicitation or requests for clarification will be provided in response to Offeror-initiated telephone calls. All such requests must be made in writing and submitted to the above address (E-mail is preferable). Written inquiries will be answered in writing and provided to all Offerors. However, because of mailing and/or administrative time, written inquiries may not be answered when requests are received by the above addressee within 14 calendar days of the original due date of offers as specified in this solicitation. The timeframe for submitting inquiries will not be extended as a result of an extension to the due date of offers.
2.5 Organization/Number of Copies/Page Limits
2.5.1 Proposal Organization. The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table 2.5.1 below). For Volumes II and Volume III only, the offeror’s company name/information shall be reflected only on the title page of the offeror’s proposal and on each of the referenced Section L attachments (i.e. L5, L6, and L7) provided in support of Volume III. The remaining pages within Volume II and Volume III of the offeror’s proposal shall not be provided on company letterhead and shall be free of any watermarks, trademarks, legends, logos or similar markings, i.e., offeror’s company name/information shall be reflected only on the cover page of the offeror’s proposal. Company name/information, etc. may appear on all pages of Volume I, Volume IV and Volume V. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 2.5.1. The contents of each proposal volume are described in applicable paragraphs of Section L as noted in the table below.

2.5.2 Page Limitations. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. Each page within a volume shall be counted as one page. Exception: Title/cover pages, table of contents, glossaries and blank pages shall not be counted. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of the proposal.
2.5.3 Page Size and Format.
a. A page is defined as the material that fits between page breaks in a Microsoft Office file (either Word or Excel). Pages shall be shall be 8.5 x 11 inches in format size, with the exception of no more than five pages of 11 x 17 inches in format size to accommodate graphics included in Volume II. Except for the reproduced sections of the solicitation document, the font type/text size shall be Times New Roman, no smaller than 12-point Ariel, Times New Roman, or Courier New font for all text. The technical volume of the proposal is to be submitted as an Adobe Acrobat, Portable Document Format (PDF) document.. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs. The Government will not evaluate any information provided via a hyperlink embedded within the offeror’s proposal.
b. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed a single page in in size. Tables whose total length (number of rows) exceeds a single page may be continued by the use of repeating headers. For tables, charts, graphs and figures, the text shall be no smaller than 8-point Ariel, Times New Roman, or Courier New font for all text included in a table.
2.6 Cost or Pricing Information. All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal Volumes. The CO will review each proposal to ensure cost/price information is not mentioned outside of the Cost/Price Volume. The proposal may be returned to the offeror to fix if cost/price data is found.
2.7 Cross-Referencing. To the greatest extent possible, each volume shall be written on a stand‑alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
2.8 Indexing. Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume.
2.9 Glossary of Abbreviations and Acronyms. Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries of Abbreviations and Acronyms do not count against the page limitations for their respective volumes.
2.10 Proposal Submission
a. To respond to this solicitation, the offeror shall deliver its proposal in electronic file format via email to the CO listed at paragraph 2.4.5.
1) All proposal volumes shall be submitted in Adobe Acrobat, Portable Document Format (PDF), Version XI; except the representative circuit list pricing, which shall be submitted in MS Excel 10. Note: There shall be no page markings with restrictive legend prohibiting the copying and pasting of text for Government use specific to this acquisition. Traceability matrixes will use hyperlinks to the maximum extent practicable.
2) Offerors shall use the Acrobat Link feature for cross-references that are electronically linked, and linked files must be contained in the same directory. The Acrobat Bookmark feature may also be used for document navigation; however, use of the Acrobat Notes feature is prohibited. Offerors shall use the ‘Optimize’ feature of Adobe Acrobat to decrease file size and prepare them for viewing electronically. Offerors are encouraged to limit file size to reduce delay in submitting proposals via email.
3) If necessary, separate the electronic files of the proposal at logical breakpoints using the table of contents as a guide. Each file must be autonomous and complete.
4) Virus Check. Offerors shall perform a virus check prior to proposal submittal. Virus checking will be conducted at the source selection site prior to the beginning of the evaluation.
b. Use of the software and procedures described in this part will reduce the amount of time and effort needed by the Government to receive and install proposals into an electronic evaluation system and will help to ensure that proposals are suitable for reading electronically. Information regarding electronic products listed herein should not be construed as Government endorsement for such products.
c. Due Date/Time. The time specified on the SF-1449 is in CST. Any proposal, modification, or revision, that is received at the designated Government office after the exact time specified for receipt of proposals (Block 8 of the SF-1449) is “late” and will be handled in accordance with FAR 15.208(b) and subparagraphs thereto.
d. The offeror’s proposal submission will be considered complete when all volumes have been received.
e. The offeror shall prepare a “readme” file which describes the organization and layout of the files in its softcopy submission.
f. Efforts by the Government to clarify or expedite installation of electronic proposal submissions, in accordance with FAR 15.207(c), will not be considered discussions.
2.11 Use of Software Tool. The Government will access the softcopy versions of the offeror’s proposal using an automated source selection documentation tool.
2.12 Classified Information. Offerors shall not submit classified information.
2.13 Acceptance of Proposals. The Government reserves the following rights:
a. To consider as acceptable, only those proposals that are submitted in accordance with all technical requirements stated or referenced in the solicitation, and that demonstrate an understanding of and the ability to perform the Government’s requirements.
b. To reject as unacceptable, those proposals that delete or alter technical requirements of the solicitation; and those proposals that do not substantially comply with the instructions set forth in Section L.
2.14 Use of ‘Network Solution’ Requirements in Source Selection
2.14.1 Purpose and Context. As indicated in the GNS PWS, the Government intends to use the GNS contract(s) to shift from the use of point-to-point circuits for transport, to the use of other more integrated technical approaches, herein termed “network solution” approaches, when applicable to the circumstances of the requirements of a specific task order (TO). Therefore, the requirements extracted from a possible future TO have been incorporated into the contract level technical source selection.
The Government is providing, as GFI to this RFP, a specific set of requirements for network solution capabilities. All GNS offerors are required to submit a network solution that satisfies the network solution requirements, to provide evidence of the offeror’s ability to satisfy technical requirements for this type approach.
3.0 Volume I - Executive Summary. In the Executive Summary, the offeror shall provide the following information:
a. Part A: Narrative Summary
b. Part B: Table of Contents. Include a Master Table of Contents of the entire proposal to include Lists of Tables, Figures, and/or Drawings.
4.0 Volume II - Technical/Management Approach (Evaluation Factor 1).
The Performance Work Statement (PWS), included as attachment J1 of this solicitation, provides the Government’s overall requirements. The offeror shall use the PWS together with other applicable portions of this Request for Proposal (RFP) as a basis for the description of its capabilities and ability to propose appropriate services when ordered in specific future task orders.
4.1 Scope of Volume. Offerors shall submit their Technical/Management Approach as Volume II of the proposal. All the requirements specified in the solicitation are mandatory. The Technical/Management Approach Volume shall not include price information or classified information.
4.2 General. The Technical/Management Volume should be specific and complete. Your responses will be evaluated against the technical/management subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying these subfactors. All the requirements specified in the solicitation are mandatory. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
4.3 Format and Specific Content. In the Technical/Management volume, address your proposed approach to meeting or exceeding the minimum performance or capability requirements of each technical/ management subfactor.
4.4 Volume II Organization – Technical/Management. The Technical/Management volume shall be organized according to the following general outline:
a. Part A – Compliance and Cross Reference Matrix
b. Part B – Subfactor One – Technical and Management Capabilities
c. Part C – Subfactor Two – Proposed Network Solution
4.4.1 Part A – Compliance and Cross Reference Matrix. The offeror shall fill out the Compliance and Cross Reference Matrix (see Attachment L4) indicating the proposal reference information as it relates to the PWS/TO requirement, Sections L and M, and indicating the corresponding paragraph in the Technical Volume which addresses the referenced item. If this matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over this matrix. In addition, to the extent this matrix discloses details as to the extent or manner by which the Government intends to evaluate offeror’s proposals for award, Section M references in the matrix are for information purposes only and the Government shall be obligated to evaluate proposals solely in conformance with the provisions of the Section M of the solicitation. Part A provides reference information but is not evaluated except for completeness.
4.4.2 Part B – Subfactor 1 – Technical and Management Capabilities. Although detailed requirements will be requested at the task order level, the Offeror shall describe its contract level technical and management capabilities to ensure that, if selected, the offeror will be ready to respond to TO level requirements in a complete and timely manner. This description of capabilities shall include the following:
a. Description of the offeror’s proposed technical capabilities across the range of PWS requirements, with emphasis on DoD-unique considerations such as, but not limited to, Cyber Security/Information Assurance constraints (PWS paragraph 12.1).
b. Description of the offeror’s proposed teaming approach demonstrating your ability to provide transport requirements to/within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations, to include consideration of specific by-country constraints (e.g., compliance with ALLA/NALLA restrictions where applicable).
4.4.3 Part C – Subfactor 2 – Proposed “Network Solution.” See section 2.14 for background pertaining to this requirement. Responding to the Network Solution Technical Extract requirements (attachment L2) and Circuit List for a Network Solution (attachment L3) the Offeror shall submit a “network solution” that satisfies the requirements of the technical extract, to provide evidence of the offeror’s ability to satisfy technical requirements for this type approach if ordered in the future. The circuit list does not constitute an order for service, and no cost or pricing data shall be submitted.
The Offeror’s proposed “network solution” shall incorporate the following considerations:
a. Discussion of the technical design of the solution including consideration of, but not limited to, PWS requirements for transmission performance (PWS paragraph 10), security (PWS paragraph 12.5), and operations and maintenance (PWS paragraph 4.3.9).
b. Description of the operational support systems and functional implementation aspects for the proposed solution, including but not limited to the description of Network Operations Centers (NOCs) (PWS paragraph 11.1) and the provisioning processes to support adds/drops and changes (attachment L2, paragraph 2.1.4).
5.0 Volume III – Past Performance (Evaluation Factor 2)
5.1 Volume III Organization. The Past Performance volume shall be organized according to the following general outline:
a. Part A – Summary Page
b. Part B – Offeror’s Past Performance Information Sheets
c. Part C – Past Performance Questionnaires
5.1.1 Part A – Summary Page. Provide a Summary Page describing the work performed by the prime offeror, or the prime offeror’s teaming partners, joint venture partners, and/or subcontractors, on each reference in the Past Performance Information Sheets (see attachment L5).
5.1.2 Part B – Consent Letters. The offeror shall submit a consent letter (see attachment L7) executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of past performance information to the offeror so the offeror can respond to such information.
5.1.3 Part C – Client Authorization Letter. The offeror shall submit a one page authorization for each commercial contract reference provided as a past performance effort.
5.1.4 Part D – Past Performance Information Sheets. Provide Past Performance Information Sheets as indicated by the attachment L5 of this solicitation
5.1.5 Part E – Past Performance Questionnaires. These will be sent by the offeror’s past performance client references.
5.2 General. Each offeror shall submit a past performance volume, containing past performance information in accordance with the format at attachment L5 provided within Section L of this solicitation. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past performance.
a. For each identified effort, if any, performed for a non‑government commercial customer, the offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance.
b. The past performance factor will be evaluated as Satisfactory, Unsatisfactory, or Neutral as described in Section M4.
5.3 Recent Contracts. The offeror shall submit information in accordance with attachment L5 of this solicitation, Past Performance Information Sheet, on a minimum of two (2) but no more than three (3) recent Government contracts that the prime offeror, or the prime offeror’s teaming partners, joint venture partners, and/or significant subcontractors, considers most appropriate in demonstrating its ability to perform the proposed effort. The information submitted shall reference at least one effort from the prime offeror’s past performance. Include rationale supporting your assertion of appropriateness. For a description of the characteristics or aspects the Government will consider in evaluating this information, see Section M, Factor 2: Past Performance and subparagraphs, thereto.
a. If an offeror submits past performance information for an indefinite delivery contract, then the offeror must identify a specific task order under the indefinite delivery contract.
b. Recent Government contracts are efforts, lasting at least nine months, for which the offeror has performed within the past three (3) years prior to issuance of the solicitation.
c. Offerors are required to explain what aspects of the contracts are deemed appropriate to the proposed effort and to what aspects of the proposed effort they relate.
d. If past performance on Government contracts is not available, the offeror may submit information on up to three non-Government past performance experiences.
5.4 Questionnaires. The offeror shall provide the Past Performance Questionnaire, found as attachment L6 of this solicitation, to each of the customer Points of Contact (POC) identified for each of the past performance efforts. In order to expedite the assessment process, the offeror may complete Sections 1, 2 and 3 of the Past Performance Questionnaire for the convenience of the POC. The offeror shall not, however, complete any other section of the Past Performance Questionnaire. Once the questionnaires are completed by the POCs, the information contained therein shall be considered sensitive and shall not be released to the offeror. Early submission of the Past Performance Questionnaires is encouraged. Questionnaires shall be emailed directly to the GNS CO, as referenced in Section L 2.4.5(a), no earlier than 15 days after release of the Final GNS RFP and no later than the date indicated for proposal submission. No more than three questionnaires per each past performance example. Electronic submission is preferred; however, hardcopy will be accepted if mailed to the address listed in Section L 2.10.
5.5 Data Pertaining to Non-U.S. Firms. In the event that an offeror, or a member/ subcontractor of an offeror’s team, does not have documentation of its past performance history that is compatible with the process for submitting data as required by paragraph 5.2, the offeror shall provide a statement explaining the circumstances at the end of the Summary Page as required by paragraph L 5.1.1.
6.0 Volume IV - Cost/Price Proposal (Factor 3)
6.1 General Instructions
6.1.1 Price Reasonableness and Completeness. This section is to assist the offeror in submitting information other than pricing data that is required to evaluate the reasonableness and completeness of the proposed price. The Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format. The government may also review the offeror’s proposal for unbalanced pricing.
6.1.2 Price Information. For the contract level source selection, the price proposal shall provide pricing data as described in section 6.2.2 below. Compliance with these requirements is mandatory and failure to comply may result in rejection of your proposal and removal of the proposal from further consideration.
6.1.3 Cost/Price Information. Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
6.1.4 Cost or Pricing Information Requirements. It is anticipated that pricing of this action will be based on adequate price competition; therefore, offerors are initially not required to submit certified cost or pricing data. If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit cost or pricing data. Information shall be provided in accordance with FAR 15.403-5. Other Than Certified Cost & Pricing Data shall be submitted in accordance with FAR 15.403-3.
Following contract award, cost/price information related to proposals for task orders and modifications submitted by both the prime contractor and subcontractor will be subject to regulations set forth in FAR 15.403.
6.1.5 Use U.S. Currency Only. All prices shall be expressed in U.S. dollars.
6.1.6 Additional Guidance
a. All costs or prices provided shall be rounded to the nearest dollar.
b. Percentages should be limited to two decimal points; for example 25 percent shall be reflected as .25.
6.1.7 Representative Circuit List Prices. See section 6.2.2.
6.1.8 Network Solution Prices. The offeror shall not submit any cost/price data associated with the network solution required for Factor 1. See section 2.14 for background.
6.2 Volume IV Organization. The Cost/Price volume shall consist of the following sections:
a. Part A – Introduction
b. Part B – Microsoft Excel Spreadsheets for the GNS Representative Circuit List
c. Part C – Other information.
6.2.1 Part A – Introduction. Include table of contents; glossary of abbreviations and acronyms; assumptions; summary descriptions of accounting, estimating, and purchasing systems; and changes to estimating, or accounting practices as applicable to this solicitation. Glossaries do not count against the page limitations for their respective volumes.
6.2.2 Part B – Microsoft Excel Spreadsheets for the GNS Representative Circuit List
a. To enable the Government to evaluate pricing information as Factor-3 of the contract level best value evaluation (see Section M), the Offeror shall complete the spreadsheet titled GNS Representative Circuit List, provided as attachment L1 of this solicitation, as follows.
b. The GNS Representative Circuit List is not an order for service. The spreadsheet lists a set of actual circuits, now in use, one circuit per each row of the spreadsheet. This list of circuits represents approximately 4% of the total set of global circuits now in use. The circuits have been selected to be representative of the geography and bandwidth requirements of GNS.
c. Note: Due to the structure of the RFP which selects multiple awardees for future TO level competitions, there are no primary services at the contract level that can be priced.
d. The Government does not guarantee that any of the circuits on the Representative Circuit List will be ordered. The prices provided in response to the GNS Representative Circuit List shall be used as Market Research in future TOs if/when ordered via a competitive task order.
e. The cost proposal shall be submitted using Microsoft Excel 2010 spreadsheets and shall include all formulas and calculations, as applicable. The offeror shall propose firm fixed prices, separately for each circuit in the list, for all years, for requirements reflected in the GNS Representative Circuit List.
f. Upon award, the period of performance will consist of a five-year base period and five one-year option periods. The offeror’s proposed firm fixed prices for the GNS Representative Circuit List shall reflect a projected period of performance as follows:

g. Each row of the spreadsheet shall be priced separately.
h. The structure of the spreadsheet is as follows:
1) Column A is the row/circuit number from 001 to 269.
2) Column B is the Bandwidth requirement for the circuit.
3) Columns C-E provide the SDP Name, Address and NPA/NXX of Location-A.
4) Columns F-H provide the SDP Name, Address and NPA/NXX of Location-Z.
5) Columns I through R are input cells for the Offeror’s proposed prices for Year 1 (MRCs) through Year 10 (MRCs) of the contract. For pricing purposes, Section L 6.2.2 provides the anticipated years/periods of performance (PoP) of the GNS contract.
i. For each year, the Offeror shall provide its proposed fixed Monthly Recurring Charge (MRC) for that circuit for that year. Prices shall not include charges for path avoidance/diversity. (Nonrecurring Charges shall not be proposed as they will vary according to details of each location which may be provided in future TO competitive solicitations.)
j. The offeror shall provide prices for each year as required. Pricing submitted for the base period and all option periods, including option pricing for an additional six-month period that may be authorized IAW FAR 52.217-8 "Option to Extend Services" will be evaluated. See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include separate line items by circuit for the additional six-month period IAW FAR 52.217-8. These prices shall be identical to the proposed pricing in the six months prior to expiration of the base period, or the final option period, if option periods are present. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional 6-month period.
k. All prices shall be proposed in U.S dollars and shall include all costs of currency exchange, tariffs, taxes, surcharges, and Universal Service Fee (USF).
7.0 Volume V – Contract Documentation. The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. Required information includes:
7.1 Part A - Contract Information
The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The Offeror's proposal must include a scanned copy of a signed copy of the solicitation and completion of Sections A through K.
7.1.1 Section A-Solicitation/Contract Form. Completion of blocks 17 A/ B and signature and date for blocks 30 A/B/C of the Standard Form (SF) 1449. Signature by the Offeror on the SF1449 constitutes an offer, which the Government may accept.
7.1.2 Section B-Supplies or Services and Costs/Prices. The offeror shall propose pricing for all contract years (one 5-year base period, five 1-year option periods, and six months for the extension of services available via FAR Clause 52.217-8 Option to Extend Services) for the Representative Circuit Pricing Table, attachment L1. For each year in the table, the Offeror shall propose a monthly recurring charge (MRC) for each circuit. The MRC shall be a fixed price, which includes all applicable MRCs for the circuit for that year. Nonrecurring Charges (NRC) are not considered in this proposal because they will vary according to details of each location. Prices shall not include charges for path avoidance/diversity.
Upon contract award, the pricing schedule shall be used as Market Research in future TOs if/when ordered. All CLINs listed in Section B will remain unpriced at the contract level and will be competitively priced or negotiated for each specific TO.
7.1.3 Section G - Contract Administrative Data. The offeror shall acknowledge compliance with the clauses provided in Section G.
7.1.4 Section H - Special Contract Requirements. The offeror shall acknowledge compliance with the clauses provided in Section H.
7.1.5 Section I - Contract Clauses. The offeror shall comply with the clauses provided in Section I. Please note that many clauses require the prime Contractor to include the same or similar clause in contracts with subcontractors.
7.1.6 Section J - Attachments. The offeror shall provide a Small Business Participation Plan, Subcontracting Plan (if identified as a large business), and an OCCI Mitigation Plan to be incorporated within Section J of the resulting contract.
7.1.7 Section K - Representations, Certifications, and other Statements of Offerors The offeror must comply with the clause in Section I – 52.204-7 entitled “System for Award Management.” The CO will check SAM for those offerors who have been determined to be within the competitive range. Offerors who are not registered in SAM will be advised of the need to register. An offeror may be determined ineligible for contract award if not registered within SAM at time of award. Offerors also are also required to complete additional representations, certifications, acknowledgments and statements reflected in Section K of this solicitation. Completed representations, certifications, acknowledgments, and statements are required.
7.2 Part B - Other Information Required
7.2.1 Authorized Offeror Personnel. Provide the name, title, and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government.
7.2.2 Company/Division Address, Identifying Codes, and Applicable Designations. Provide company/division's street address, county and facility code; CAGE code; DUNS code; TIN; size of business (large or small); and labor surplus area designation. This same information must be provided if the work for this contract will be performed at any other locations. List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.
7.3 Part C - Small Business Participation Plan
The Government‘s assessment of small business participation and commitment is measured against the total value of all task orders awarded to each GNS MAC awardee, which is separate from the FAR requirement for Contracting Officer review and acceptance of an Offeror‘s Small Business Subcontracting Plan. Large business offerors shall ensure that individual subcontracting plan submissions are consistent with their Small Business Participation plan. All offerors shall provide their proposed goals in terms of percent of total value of all task orders awarded for the period of performance. Small business participation is small business contributions to contract performance at the prime contract through first tier subcontract levels. Offers shall include a narrative explanation regarding the basis for and efforts associated with establishing proposed participation dollars and percentages including a breakout of prime and first tier small business participation.
Offerors shall identify by name, type of business, product/service, dollar value, timeframe, and nature of commitment the small business participation planned for this acquisition. Offerors shall clearly describe the nature of commitment (e.g., fully executed teaming agreement, planned purchase order). Offers shall describe new, contract specific initiatives and tools (e.g., mentor protégé agreements and developing second sources focused on improving readiness or reducing cost). Offerors shall describe the process they will use to ensure proper flow-down of requirements, process management, and performance assessments of small business utilization at lower tiers.
Small Business Participation plans will be evaluated by the CO as acceptable/unacceptable based on the offerors’ explanation and justification in achieving their proposed goals.
7.4 Part D - Subcontracting Plan
The offeror, if identified as a large business, shall submit a Subcontracting Plan for evaluation along with the offeror’s proposal. Subcontracting plans shall reflect and be consistent with the commitments offered in the Small Business Participation Plan (see RFP Section L 7.3). Offerors may submit an existing “commercial subcontracting plan” if the offeror believes that it satisfies the requirements of this solicitation. Negotiations of subcontracting goals for the GNS contract will not include language to allow for subcontracting credit for second-tier subcontractors. All actual subcontracting results shall be documented semi-annually in the Electronic Subcontracting Reporting System which requires data to be submitted on individual subcontracts.
Subcontracting plans will be evaluated on an acceptable/unacceptable basis by the CO, the Small Business Specialist, and Small Business Administration for compliance with FAR 19.704 and DISA subcontracting goals.
7.5 Part E - Organizational and Consultant Conflict of Interest (OCCI) Mitigation Plan.
The offeror shall submit an OCCI Mitigation Plan to the CO which concisely describes all applicable facts concerning any past, present or current planned interest, (financial, contractual, organizational, or otherwise) relating to work to be performed under the GNS contract/task orders that will or may result in an actual or potential OCI or CCI relating to the GNS contract. The OCCI Mitigation Plan shall explain how the OCCI will be minimized to a level acceptable to the Government.
The OCCI Mitigation Plan will be submitted as part of the offeror’s proposal. A proposal will be considered to be incomplete until the OCCI Mitigation Plan has been received. Note: No contract award can be made without an approved/acceptable OCCI Mitigation Plan. If applicable, the Government may request clarification from the offeror to address any unresolved issues within the OCCI Mitigation Plan.
The evaluation of the OCCI plan will consider the degree to which the offeror’s approach presents OCCI concerns, will consider the offeror’s approach for ensuring that all GNS Task Orders are uninfluenced by work product(s) from other GSM contracts/task orders (i.e., GSM-O, GSM-ETI, and GSM-P&S) and/or other contracts/task orders in support of the Defense Information Systems Network and will consider the offeror’s approach for avoiding, neutralizing or mitigating OCCI issues based on the general rules of FAR 9.505.
The offeror must have an agreed upon OCCI Mitigation Plan with the government and as determined by the CO prior to award.
