NETWORK SOLUTION TECHNICAL EXTRACT
FOR
REGIONAL TRANSPORT SERVICES
GLOBAL NETWORK SERVICES (GNS)
Introduction This technical extract, with its associated list of requirements, is released as part of the original GNS RFP, to enable the Government to evaluate the network solution for the purpose of contract level source selection.
Offerors shall propose a network solution for transmission/transport services between and among various locations in the South-West Asia (SWA) and Africa regions. The Government is requiring only a technical proposal based on this technical extract to determine “technical sufficiency” for the GNS Indefinite Delivery/Indefinite Quantity (IDIQ) contract level evaluation.
Scope Through this TO, the Government intends to procure a cost-effective network solution for the DoD and other authorized agencies in the SWA and Africa regions.
Offerors are encouraged to propose solutions that utilize newer, commercially available technologies and capabilities as well as emerging technologies that become available during the life of this TO.
Offerors will consider the GNS goals of achieving faster provisioning, providing end-to-end capabilities, and standardizing/streamlining business processes in developing its technical and management solution.
The GNS PWS, as well as all applicable terms and conditions of the contract, are hereby incorporated by reference.
Network Solution Objectives The proposed solution shall have the following general characteristics:
Provides transport service to all SDPs at required bandwidth levels and transmission rates Provides interconnection of all Government-specified SDPs such that all SDPs can exchange data with every other SDP Dynamically allocates and automatically reallocates bandwidth among SDPs in the network in near real-time to support priority services or alleviate congestion Ability to provision new connections or re-route transmissions in near real-time Provides node and route diversity Provides backbone network surge capacity of 150% of bandwidth for up to 24 continuous hours Seamlessly integrates network services/capabilities in near real-time without compromising integrity of network Ability for the Government to procure services, inventory services, track service usage by customer/location and accurately bill DISA customers monthly for services/usage
The proposed network solution shall meet or exceed ALL applicable performance requirements of the GNS PWS.
