Mission Context This Performance Work Statement (PWS) describes the Defense Information System Agency (DISA) requirements for leased transport services globally.

The Global Network Services (GNS) contract will provide the vehicle to acquire telecommunications network solutions and services that support the transmission requirements of the Defense Information System Network (DISN) enterprise-level infrastructure, which provides end-to-end, classified and non-classified information transmission services and capabilities in support of Department of Defense (DoD) operations and the warfighter and contributing to the higher concept of “Defense of the Nation”. The DISN provides global communications connecting deployed war fighters to each other and to their sustaining bases; U.S. forces to their coalition partners; and DoD components to intelligence, federal, state, and local agencies.

GNS is a multiple-award, indefinite-delivery, indefinite-quantity (ID/IQ) outsourced services contract whose geographic scope includes all regions and theaters. The services are primarily focused on data transport, between and among Government-designated locations, in which the contractor uses commercial infrastructure to meet the contract requirements. The Government plans to use GNS capabilities to shift from the use of point-to-point circuits to newer technical approaches to meet contract requirements. These services range from metropolitan area networks, network solutions, short-term circuit leases, fiber, and indefeasible rights of use (IRUs) to new services that become commercially available during the period of performance of this contract. Therefore, GNS will enable customizable turn-key global transport solutions.

Background GNS will provide the DoD with transmission services in support of current and growth requirements to include service to any Government-designated location globally.

GNS will provide the capability to fulfill critical and non-critical transmission services necessary to effectively and rapidly respond to DoD components, National Command Authorities, and Defense of the Nation, under all conditions to include peacetime, crisis situations, and wartime.

The services provided by GNS will be utilized to equip the DISN with sufficient capability to support multimedia services, including voice, data, video, and imagery transfer at any time or any place, within the scope of this contract, as specified by the Government. GNS services shall be delivered and maintained from Government designated Service Delivery Points (SDPs) to Government designated SDPs identified in the order, at specified bandwidths, to provide assured connectivity, operations and mission support for services.

Most GNS-sourced transport services, capabilities, and circuits will operate as part of the Government’s existing DISN. The DISN is a Government-controlled network environment supported by various services contractors. The Government uses the Global Information Grid (GIG) Services Management – Operations (GSM-O) contract to provide DISN-wide operations, maintenance, assurance, and sustainment support; the GSM – Engineering, Transition and Implementation (GSM-ETI) contract to provide DISN-wide engineering support; and the GSM – Projects and Support (GSM-P&S) contract to provide other services associated with DISN support.

The GSM-O contractor manages the customer interface and network operations center (NOC) level interactions on behalf of the Government. The GNS contractor will respond to a service request or a trouble action when notified by the DISN Global Network Support Center (GNSC). The GNS contractor will also respond to requests from the GSM-O contractor that is DISA's agent.

Each GNS multiple award contract (MAC) awardee will execute its awarded task order (TO) in a manner that enables the Government, through the operation of its DISN NOCs, to be aware of all relevant GNS TO activities.

All GNS procurement related activities will be led by DISA/Defense Information Technology Contracting Organization (DITCO). The GNS contract administration process flow will be as follows:

At contract award, the Government will select and announce one or more contractors as the set of GNS MAC awardees.

Post award, the Government will release TOs for competition among the set of MAC awardees.

In terms of the larger Department of Defense Information Network (DoDIN) context, because it is not known which MAC awardee will win each post-award TO, PWS requirements related to initial planning will be managed on a phased basis as TOs are awarded or transitioned. Figure 1.2 below depicts three (3) logical cases where GNS-sourced transport will provide capability within the larger DISN operational context.

CONTRACT SCOPE

The scope of this contract covers engineering, furnishing, installing, testing, maintaining, and sustaining transmission services, capabilities and circuits/services provided by industry to meet the needs of the DoD, its Services and Agencies and other Defense of the Nation entities globally. Though the scope of this contract is global, the Government expects to primarily use other acquisition vehicles for CONUS requirements. Services obtained under this contract may be of any duration required by the Government. DISA/DITCO intends to prepare and issue orders and modifications electronically in the designated procurement writing system (e.g., Integrated Defense Enterprise Acquisition System (IDEAS), which may be accessed at https://depsland.csd.disa.mil/html/home.html or PD2). Specific ordering tool requirements will be specified in the TO.

The GNS scope includes, but is not limited to, the following types of industry capabilities and associated services:

End-to-end network solutions and services at all transmission rates Voice, data, video and unified capabilities (UC) transmission services and capabilities (including analog) Network solutions (not limited to Metropolitan Area Networks (MAN), Local Area Networks (LAN), Ethernet Layer Two) Integration services and/or provisioning of terrestrial, wireless, satellite communications in an effort to unify the communications infrastructure into a standards-based, transparent platform Diversity and/or avoidance routing for transmission services, end-to-end, including the interfaces provided at Government designated SDP(s) Service management and network security for all transmission services, end-to-end Equipment leasing and/or purchase to accommodate the delivery of a specific service. Equipment specifications/qualifications will be specified in the order.

Equipment installation and related services, including inside/outside wiring/cabling and dark fiber, to accommodate the delivery of a specific service When required as a service option, special studies for potential new transmission service requirements, complex modifications to existing transmission and support services, relocations or temporary services When required as a service option, special build-out of transmission infrastructure and support services/facilities, including earth terminals and support facilities or extensive transmission infrastructure required for new, complex or temporary transmission service, as well as build-out associated with the relocation, modification or reactivation of service Circuit/service transitions from existing commercial leases to new commercial leases, including planning, provisioning, engineering and installation services, testing and acceptance Legacy services (e.g., Asynchronous Transfer Mode (ATM)) as well as support for legacy services until the transition to newer technologies and/or capabilities/services occurs Insertion of new technologies, capabilities or solutions that become available during the life of the contract When required as a service option, bulk encryption devices and/or other transmission security equipment and services To meet specific global mission objectives, the Government may issue classified TOs

PROGRAM MANAGEMENT REQUIREMENTS

Contractor Personnel Each MAC awardee shall provide all materials, services, personnel, planning, direction, coordination, and control necessary to provide the services as required by TOs under this contract. To ensure the successful Administration, Operation, and Maintenance (AO&M) of services, contractors shall establish a project organization/staff structure that facilitates effective overall program management of the work. Certain skilled, experienced professional and/or technical personnel are essential for successful performance of the work under this contract. These “key personnel” include the Program Manager, Project Managers, Technical Managers and Contract Managers. Additional key personnel positions may be designated by the Government.

Each MAC awardee shall designate a dedicated Program Manager at the TO or regional level, subject to approval by the Government, and other key personnel who will be responsible for cost, schedule, and technical performance for all awarded GNS TOs. A contractor’s key personnel shall serve as the primary points-of-contact (POCs) for status and resolution of all contract management, implementation and technical matters. The Program Manager and staff responsible for key project components, such as engineering, provisioning, implementation, scheduling and service management, shall participate in planning and status meetings conducted at either contractor or Government facilities.

Each MAC awardee shall have established program management offices/facilities that enable its key personnel to participate in a meeting, during the work week, with Government regional POCs within three (3) hours of being notified by the Government POC. This includes meetings at DISA Headquarters in Fort Meade, Maryland as well as DISA regional office locations (e.g., DISA PAC, DISA EUROPE).

Key personnel shall be either United States (U.S.) citizens or aliens lawfully admitted for permanent residence and/or employment in the U.S. Key personnel shall possess (at the time of TO award) final U.S. Secret clearances or foreign equivalent (in accordance with (IAW) 32 CFR Subpart L: Foreign Government Information; sub-sections 159a.76 through 159a.81.) and special accesses to perform all services required under GNS. For classified TOs, a DD Form 254 will be required.

Contractor personnel shall be technically proficient and have a thorough knowledge of their respective area(s) of responsibility in order to engineer, design, install, administer, operate, maintain and manage a large telecommunications network on an end-to-end basis. The contractor may provide additional appropriately cleared personnel to receive on-the-job training for any function for which personnel substitution may be anticipated, but in no case shall such training interfere with, or cause a hazard to, any network service(s) or capabilities provided under GNS.

All contractor personnel who work under the GNS contract at all times shall be employees of the contractor or its subcontractors and are not employees of the U.S. Government. Contractor employees interfacing or interacting with U.S. Government representatives shall be proficient in speaking, reading, writing and understanding the English language.

Weekly Status Reports and Teleconferences Each MAC awardee shall provide weekly status reports at the TO level and host weekly teleconferences or video teleconferences, as described below, beginning one (1) week following TO award and continuing over the period of performance (PoP) of each TO being executed by that contractor. Contractors shall provide a toll-free conference bridge (minimum 12 ports) for weekly teleconferences to support all DISA operating locations and participants and shall also host video teleconferences (VTCs) or participate in Government-hosted VTCs, as requested by the Government. It will be the contractor’s responsibility to maintain conferencing systems that are compatible with those used by the Government over the PoP of the TO and to maintain a sufficient number of operable VTC sites such that all key personnel are able to participate at the Government’s request. The contractor shall provide the written weekly status report and conferencing information (i.e., bridge numbers, etc.) electronically at least 24 hours in advance of a scheduled meeting.

Weekly status reports shall include individual TO data as well as consolidated TO data as requested by the Government. Status reports shall include, but are not limited to: the status of all active/inactive circuit/services ordered to date by the Government, as well as updates on all open/closed outages, problems/issues and risks, including problem/issue resolution and risk mitigation. Additional information, including status of provisioning, implementations, transitions, special studies, rough order of magnitude (ROM) and firm fixed price (FFP) request may be required by the Government or reported by the contractor as deemed necessary. The status report shall be in a format proposed by the contractor and approved by the Government.

Monthly/Semi-Annual In Progress Reviews (IPR) Each MAC awardee with an awarded TO shall conduct monthly IPRs until all service transitions and/or other service requirements have been successfully implemented, and semi-annual IPRs thereafter, unless otherwise notified by the Government. The IPRs shall address overall TO status and provide details regarding technical, programmatic, scheduling, service implementation, completion, AO&M issues. IPR dates and locations shall be coordinated in advance with the designated CO(s). For each IPR, the contractor shall provide a toll-free conference bridge, VTC, or other media as requested and approved by the CO to support all DISA operating locations and participants (i.e., minimum of 12 ports). Bridge numbers for IPRs shall be provided to all participants at least 48 hours in advance along with a final, read-ahead version of the contractor’s IPR presentation. The IPR presentation shall be in a format proposed by the contractor, utilizing Microsoft Office products, subject to CO approval.

The initial IPR shall be held within 45 days after TO award. The contractor shall brief its detailed approach for performance of the GNS TO, including, but not limited to, functional work relationships, programmatic and technical compliance, identification of critical path tasks and key dependencies, and all risk elements and proposed mitigation. In addition, the contractor shall provide a comprehensive briefing of its proposed transition solution, including implementation approach/method, planned activities, and schedule. The briefing shall identify the contractor’s existing capacity and capabilities to satisfy transition requirements as well as identify gaps along with proposed solutions and timelines for addressing any gaps.

Subsequent IPRs shall address overall progress and achievements since the prior review as well as provide a more detailed review of performance (on all applicable performance metrics), risk management activities, unresolved problems/issues, action items, outages, and impact statements for any proposed Government or contractor identified changes. The IPR shall also include a detailed report of all maintenance events (planned, unplanned or forecasted) and a schedule review of all upcoming circuit installations/service implementations.

The contractor shall support preparation for each subsequent IPR as follows:

Provide 30 day advance notice of the next IPR date to the CO for approval. With the CO, coordinate the location requirements and logistics necessary to conduct the meeting.

Provide an electronic, advance copy of the agenda and draft presentation and any issues along with the proposed resolution three (3) days prior to the IPR.

The contractor's Program Manager and the staff necessary to satisfactorily address status, technical and programmatic issues shall attend all IPRs. Within five (5) days following each IPR or meeting, the contractor shall submit meeting minutes to the CO for approval. Meeting minutes shall be provided in a format proposed by the contractor, utilizing Microsoft Office products, subject to CO approval.

Unless otherwise directed by the CO, the contractor shall, at minimum, address the following agenda items at each IPR:

The progress of service provisioning, installation, activation, testing and acceptance Service management and monthly performance requirements (actual versus contractual) Identification of issues, problems, and/or methods to resolve or improve services and support Project risk areas and proposed mitigation Tracking and resolution of all issued action items Security incidents, issues and/or concerns Advance planning data and recommendations Other subject material identified by either the contractor or the Government Comprehensive Implementation Plan (CIP) When required by a TO, the contractor shall provide a CIP. The CIP shall include, but not be limited to, a contractor’s proposed solution(s) and implementation details. Following Government approval of the CIP, the contractor shall notify the Government and obtain Government approval of any proposed changes to the CIP. The contractor shall include the following data in its CIP:

1. Detailed processes and procedures the contractor will utilize to ensure compliance with Government requirements for routine or inquiry order response times, disconnects, completions, service provisioning, installation, testing and delivery as specified in the contract and order

2. Detailed and realistic schedule for implementation of the proposed solution, including specific dates to survey, provision, install, activate, test, notify/coordinate with sites, submit test results, and obtain Government acceptance procedures to ensure completion of each service transition requirement within the timeframe specified in the contract and order

3. Contractor’s approach, procedures, built-in pre-planned activities, and capabilities to simultaneously accommodate additional service orders (e.g., new service and/or any subsequent transition orders) received and prevent negative impact to previously awarded service orders

4. Detailed Straight Line Diagrams (SLDs) for all DS-3 and above circuits. Diagrams may be requested by the Government for lower bandwidths on a case-by-case basis. For Network solutions, contractors shall provide network diagrams with equivalent detail.

For each service, at a minimum, diagrams shall include all proposed central office facilities and the infrastructure owner for each span Diagrams shall be of sufficient scale and detail to clearly illustrate the proposed route of circuit/services in order for DISA to be able to independently conduct survivability assessments at any time Diagrams shall be of sufficient scale and detail to clearly illustrate implementation of diversity and/or avoidance requirements, in accordance with the contract and order, when such requirements are specified in the TO 1.

5. Processes to identify, manage and obtain approvals, permits, and clearances for outside plant (off-base) as well as for on-base work necessary to accomplish delivery of service to the SDP

6. Detailed test plans and procedures, including coordination of testing and acceptance of services with the Government, for each service type. The contractor shall also explain how it will provide updated test plans and procedures on a timely basis when the Government orders new service types or when the contractor proposes to deviate from existing test plans and procedures.

7. Contractor’s Operation and Maintenance Plan (O&M Plan), including NOC facilities (primary and alternate), capabilities, diversity and redundancy that will be utilized to provide GNS services. The plan shall address continuity of operations (COOP), emergency/disaster response, coordination procedures (with DISN NOCs), escalation, and maintenance processes (planned and unplanned) for GNS transmission services

8. Contractor’s process to notify designated Government personnel of planned surveys, installation work, changes in site implementation, site concurrence and acceptance, contractor testing, and maintenance or repair. The contractor shall also describe its approach for resolving issues that surface at the site during contractor installation, testing, and/or maintenance activities.

9. Defined service assurance model that articulates the architecture for each service as well as detailed processes and procedures to comply with Service Management requirements (as described in Section 11)

10. Contractor’s planned schedule, including milestone dates for successful implementation and delivery of all critical requirements, as specified in the contract and order

11. Contractor’s processes and procedures for providing service for non-routine orders. Non-routine orders include Expedite, Urgent, Emergency or National Security/Emergency Preparedness (NS/EP) situations. Once approved by the Government, the contractor shall follow the procedures whenever a non-routine order is awarded by the Government. If situation-specific changes are needed to the procedures, the contractor shall make revisions within 24 hours of receipt of the order.

The contractor shall update its CIP submissions to address actual TOs awarded. The contractor shall provide refined solutions, including detailed approach, implementation activities and schedule, to successfully deliver all GNS services, IAW the contract and order(s).

The contractor shall maintain a master implementation schedule for delivery of all transition orders awarded to the contractor, commencing with submission of the revised CIP. The master implementation schedule and/or summarized versions, as requested by the Government, shall be provided and/or briefed at each IPR and shall include and track the following information (at a minimum):

1. Circuit Command Communications Service Designator (CCSD), Communication Service Authorization (CSA) number, contractor circuit ID number, bandwidth, SDP name, NPA/NXX, building address, floor and room numbers

2. Planned and actual dates for all circuit/service provisioning activities for the entire solution from the date of TO receipt to circuit/service acceptance

3. On-net and third-party capacity requests, firm order commitments, proposed and actual capacity delivery dates, circuit/service engineering completion, permitting, and other critical path planning and pre-installation activities necessary to deliver the contracted service

4. SDP planned and actual site survey dates, planned and actual dates for SDP permitting and approvals, completions, site coordination letters or agreements where required for space, facilities, heating, ventilation and air conditioning (HVAC), power, access or other SDP facility services as necessary to deliver the contracted service

5. Contractor’s planned and actual SDP advanced notification dates for circuit/service installation work, testing and activation, trouble shooting, acceptance and turn-over The contactor shall also establish escalation procedures to resolve issues associated with the above items and incorporate the dates and events into the master transition implementation schedule when escalation has occurred and been resolved.

Post Award Task Order Meetings/Conferences Technical meetings, post-award/pre-performance conferences, may be necessary to resolve problems and to facilitate understanding of the requirements of the contract and/or of each awarded TO. Participants at these meetings/conferences shall be members of the contractor's key personnel staff and Government representatives. These meetings/conferences shall be scheduled by agreement of the parties and arrangements made between the Contracting Officer (CO), his/her representative, and the contractor. Records of these meetings/conferences shall be made by the contractor and submitted to the Government within 5 business days after conclusion of the meeting/conference.

Bandwidth Usage Tracking and Reporting As DISA migrates toward network solutions rather than point-to-point circuits, if required by the TO, it may be necessary for the contractor to track and report the network solution usage level of each of DISA's customers on a monthly basis. Report format and usage data required will be specified in the TO.

GENERAL SERVICE REQUIREMENTS

Orders for Transport Service – Circuits or ‘Network Solutions’ Except where explicitly required by the mission context detailed in a TO, the Government’s requirement is for the contractor to provide data transmission (transport) service between two (2) SDPs or among a set of specified end locations/SDPs. Traditionally, this has been referred to in terms of ‘circuits’ (point-to-point or point-to-multipoint lines), however, for GNS, the contractor is strongly encouraged to offer network solutions that include, but are not limited to, the use of commercial cloud infrastructure, the aggregation/consolidation of infrastructure, or other approaches that provide the Government with more efficient and cost-effective alternatives to point-to-point circuits without actually setting up physical infrastructure in that form. The term used in this PWS for such alternative approaches is ‘network solution’. What is different about this approach is not the technologies being used (i.e., the contractor is still using IP-based equipment, cabling and software), but rather that the service (of providing transport between and among a set of designated end-points) is not configured as a set of separate point-to-point circuits. Throughout the remainder of this PWS, the use of the term “transport” shall be understood to include both physical circuit infrastructure as well as ‘network solution’ service. The specific details and constraints of each GNS requirement, including requirements for invoicing detail, shall be provided in the TO.

The Government may identify additional requirements to be incorporated within the scope of the network solution after contract award. The contractor shall provide the capability to provision and provide transmission service for additional requirements, as subsequently identified and requested by the Government, with no impact to service delivery or schedule for the previously awarded requirements, unless otherwise approved by the Government.

The Government may request estimated pricing and/or estimated provisioning timeframes, identified as a Rough Order of Magnitude (ROM), in advance of a TO solicitation for the purposes of market research. The requested response time for a ROM inquiry will be ten (10) working days, unless specified by the Government.

Service Provisioning and Restoration Each MAC awardee shall be responsible, as applicable at the TO level, for ensuring the successful provisioning and coordination of all ordered services from SDP-to-SDP on a routine or non-routine basis, IAW the requirements specified in the contract and respective TO. The contractor shall coordinate all ordered services with the respective SDP contacts to ensure successful provisioning and delivery.

The contractor shall provide status data pertaining to all service provisioning and restoration actions to the Government’s DISN NOC in a manner compatible with the Government’s DISN Operations Support Systems (OSS). When Telecommunications Service Priority (TSP) is specified in the TO, the contractor shall provide the service IAW the Government specified TSP priority level for transmission services, DISA Circular 310-130-4 and the National Communications Systems (NCS) Service Contractor Handbook. U.S. carriers shall conduct priority restoration of transmission services IAW the TSP designation in the order. Non-U.S. carriers shall conduct priority restoration of transmission services in an equivalent manner, subject to approval by the Government.

Failure to meet service provisioning and restoration performance requirements may result in the Government imposing outage credits or liquidated damages as defined in the respective clauses of the contract.

Routine Orders/Inquiry Orders The Government will individually compete and award routine orders via the designated procurement writing system (e.g., IDEAS, PD2), electronic mail, or fax. Unless otherwise specified below or in the order, the contractor shall meet the following performance dates after receipt of an order.

a) Service Delivery (end-to-end): Not To Exceed (NTE) four (4) months if the service requires build-out of new facilities or infrastructure. Otherwise, delivery shall be as follows:

1. NTE one (1) month for all bandwidths if service can be supported by existing facilities and infrastructure.

NTE three (3) months if service requires upgrade of existing facilities and infrastructure.

All contractor FFP submissions shall identify which provisioning interval above applies for its priced offer. The Government may request that ROMs identify which facilities condition above applies.

b) Sooner if Possible (SIP): When SIP is specified in the order it indicates that earlier service dates may be accepted by the Government.

c) Discontinue Actions: Modifications to discontinue services shall be effective 30 calendar days from issuance of the modification or longer as specified by the Government. The Government will automatically stop payment on these orders based on the stated date on the individual modifications. This does not relieve the contractor of the responsibility to provide a Completion Report for these actions.

Expedited Routine Orders When specified in the TO, the contractor shall provide service on an expedited basis and shall meet the expedited delivery date. The Government will typically require 24 to 72 hour expedited delivery for sites that have existing services and facilities available to accommodate service installation requirements. Service provisioning timeframe will be negotiated for expedited service where facilities do not currently exist or are not capable of supporting the service installation requirements.

Non-Routine Orders When required to meet urgent or emergency needs, the Government may award a Non-Routine TO(s). Specific instructions referencing the following authorizations will be included in the TO solicitation and award:

· When NS/EP, Urgent or Emergency is specified in the order, the contractor shall provide the service IAW order instructions, the PWS and NS/EP requirements as set forth in DISA Circular 310-130-1, DISA Circular 310-130-4, Status of Forces Agreement (SOFA), and the NCS Service User Manual 3-1-1.

· When TSP is specified in the order, provisioning and restoration of service shall be IAW the Government specified TSP priority level (e.g., 1 to 5) designated for transmission service and IAW NCS Directive (NCSD) 3-1, TSP System for NS/EP and NCS Manual 3-1-1, "Service User Manual for the TSP System".

· In Europe, the Pacific, and other geographic areas where NS/EP procedures are not generally recognized, the service requirements shall be accepted and processed in a manner equivalent to "Urgent" (equivalent of NS/EP Essential) and "Emergency" (equivalent of NS/EP Emergency) orders .

Temporary/Exercise Orders Temporary and Exercise orders are short-term requirements that are generally less than six (6) months in duration. These orders will typically be submitted with the start and end date specified at the time of the order. A discontinue modification is not required for these services as a specified completion date will be stated in the order. If an order is for less than one (1) month in duration, the minimum payment for this type of order will be equal to one (1) month of the monthly recurring charge (MRC).

Order Confirmation Following TO award, the contractor shall acknowledge receipt of all orders and modifications signed by a CO within one (1) business day, unless otherwise specified in the TO. Upon receipt of an order or modification, the contractor shall update the weekly status report and shall provide timely data on order status.

Discontinue actions shall be completed within 30 days of issuance unless otherwise specified by the Government. The contractor shall submit a Completion Report to the CO or COR responsible for the order within 72 hours after service acceptance by the Government. The Completion Report shall be provided electronically by the contractor in a format based on the sample provided by the Government in the contract (Attachment J4), utilizing Microsoft Office products, subject to CO approval.

Technical Sufficiency The contractor shall ensure the technical sufficiency of ordered services. Technical sufficiency is defined as “properly engineered, configured, installed, conditioned, tested, and maintained in a manner that meets the service performance requirements specified in the contract and the respective order”.

Utilities and Facilities Support Utilities and facilities support for contractor equipment and systems installed at installations/facilities must be coordinated by the contractor with the Government POC at respective installations/facilities as applicable. Where possible, all electrical transmission equipment shall be connected to Government Furnished Equipment (GFE) uninterruptible power supplies.

End-To-End Services The contractor shall be responsible for provisioning and implementing the service requirements from SDP to SDP, as defined in the TO. The contractor shall provide end-to-end (SDP to SDP) transmission services, as well as AO&M support to assure that the service continually meets the data rate and performance requirements specified in the contract and the respective order.

End-to-end transmission services shall include, but are not limited to, the off-site or facility and the provided/coordinated on-site or facility infrastructure and support services, necessary for successful delivery and operation of end-to-end services (SDP to SDP). After at least three (3) unsuccessful attempts to contact the POC, or if the POC is unavailable to coordinate access within 3 business days, the contractor shall notify the COR within 24 hours.

Service Delivery Point (SDP) The SDP, identified in the TO, is the physical interface point where service shall be delivered by the contractor to the Government or the Government’s designated agent and where performance parameters are measured to determine compliance with the contract and respective order. The order will identify the SDP location(s) and provide a technical description of the applicable SDP(s) for the required service. SDPs may be located at either Government or non-Government facilities. All contractor equipment at the SDP must be properly identified/labeled as specified by this PWS and the order. Circuit/services must be labeled with the Government provided identifier (e.g. CCSD), contractor’s circuit ID, the ALLA number (when applicable) and any other identifying information required by the Government. The contractor shall identify for Government personnel the exact termination point of the service once service installation is complete. The contractor shall coordinate access into customer facilities for SDP installations. For those requirements where air and radio frequency (RF) interfaces are applicable, the SDP may be described as an area of coverage, for example, from a geo-synchronous satellite beam or cellular radio transmitter. The SDP may also include specific coverage of a geographic area that contains an earth terminal that is mobile, fixed, or for which the final location has not yet been determined.

Special Studies The contractor shall perform special studies, when included in the requirement. These studies may include, but are not limited to, technology evolution or insertions, analyses for new services or capabilities, distributed service or survivability assessments, implementation strategies, and cost estimation. Study requirements and deliverables will be specified in the respective order. All deliverables become the property of the Government and shall not contain any proprietary or non-disclosure covered information. Study information and deliverables may be utilized by the Government for any purpose associated with the GNS contract or any other DISA contract. The contractor’s work on the study and the study results creates no obligation by the Government to award any future work or rights to any follow-on efforts.

Implementation The contractor shall perform all work necessary to plan, install, test, deliver and maintain services IAW the GNS contract and TO requirements. The GNS contractor shall provide the personnel, resources and planning and management necessary to deliver services. The contractor is responsible for requesting and obtaining approval from the respective SDP, site or facility authority prior to conducting work at any SDP, site or facility as well as for obtaining acceptance from the respective SDP, site or facility authority of all work performed at the SDP. After at least three (3) unsuccessful attempts to contact the POC, or if the POC is unavailable to coordinate access within 3 business days, the contractor shall notify the CO or COR within 24 hours.

The contractor is responsible for planning, managing and accomplishing all activities necessary for successful service implementation, to include, but not limited to:

Conduct installations in such a way that existing services are not interrupted, unless authorized in advance by the Government. Site preparation may include, but is not limited to, coordinating or providing interconnection to environmental support facilities, power, grounding, cabling, and ducts, as necessary, to successfully deliver service to the SDP Developing and effectively executing comprehensive and coordinated implementation schedules of all activities necessary to successfully complete delivery of ordered circuit/services, within the time specified in the contract and TO Successfully completing the testing of each circuit/service IAW the testing, performance and acceptance requirements of the contract and TO Compliance with all site or facility access controls, coordination, and installation requirements as specified by the contract, respective TO, and respective site where work is performed Establish and execute a comprehensive security approach or plan to ensure the contractor’s work and procedures performed at Government designated SDPs or on Government property are consistent with all requirements of the contract and respective orders and security requirements of the SDP, site or facility where work is accomplished Implementation Schedule Each contractor shall develop and maintain up-to-date comprehensive records for the completion of the implementation schedule for each TO, as applicable across the set of TOs awarded to that contractor. The implementation schedule shall include all transmission services ordered by the Government to during the life of the TO. At a minimum, this record shall include the order date, tracking number, CCSD, completion schedule, costs and dates of service installation, from/to locations, testing and acceptance, operational turnover to the Government, CSA number and Contract Line Item Number/Subcontract Line Item Number (CLIN/SLIN). The contractor shall include an up-to-date implementation/activation date or proposed completion schedule with the Weekly Status Report. The implementation schedule shall be provided electronically in a format proposed by the contractor, utilizing Microsoft Office products, subject to COR approval. The implementation schedule shall meet the service delivery schedule specified by the contract and the orders.

Site Notification The contractor shall comply with all site installation and notification requirements including those specified in the contract and the order, and those separately identified by the respective site authorities. At a minimum, the contractor shall provide at least three (3) working days advance notice, coordinate with the respective site, and obtain the appropriate approvals prior to accomplishing work on-site.

The contractor shall maintain a record of site notification requests and concurrences for each Government facility where work is planned or accomplished. The contractor shall successfully resolve issues that surface at the site during contractor installation, testing, and/or maintenance activities within five (5) business days or escalate them to the COR for resolution.

Site Surveys The contractor shall be responsible for conducting site surveys at both Government and non-Government SDP facilities prior to installation at these facilities and for coordinating implementation of service requirements at these locations to include, but not limited to, security, physical, electrical and environmental interfaces. The contractor shall comply with and support the Government in its compliance with national and DoD policies and directives regarding the environment, including the Environmental Impact Analysis process. The contractor shall prepare site survey documentation, base applications and forms, and installation plans as required by the respective order(s).

The contractor’s plans, including drawings, shall conform to requirements of the contract and respective orders and site requirements and shall be approved by the site authorities prior to the commencement of installation work at the site. In the absence of site requirements, the plans and drawings shall conform to requirements of the contract and respective orders and industry standards and best practices. For Government leased facilities, the contractor must also coordinate installation work with the building owner and obtain all required approvals, as referenced in this PWS and respective orders, prior to the commencement of installation work at the facility. For Government leased and Government owned facilities, the contractor shall coordinate its schedule of site surveys and installations at least three (3) working days in advance with the POCs listed in the respective order. If site authorities require a longer notice period, that period shall apply.

All documentation and site survey work performed by the contractor shall be and conform to all appropriate national, local, and applicable codes, Government facility requirements, instructions and references (as specified in the contract and respective orders), as well as commercial industry standards and best practices for installation and maintenance. All site survey work shall comply with the security requirements of the facility and is subject to monitoring, oversight and direction by the Government. Upon request, the contractor shall provide site survey documentation to the Government.

Approvals and Permits The contractor shall obtain all local (including site/facility), regional, national, international and environmental approvals, permits, and permissions (including host nation approvals, licensing agreements, and landing rights) necessary to install and operate the equipment and services necessary to comply with contract requirements and orders. The contractor shall also comply with any applicable Federal, state, and municipal laws, codes, and regulations, in connection with the performance of the contract and respective orders. The contractor shall obtain all required permits and permissions prior to delivery of the service. The contractor shall notify the COR within five (5) business days of any issues or problems in negotiations for required permits and permissions that could affect the cutover schedule specified in the contract and the order. If necessary, the contractor may request permission to use Government facilities, utilities, services or real estate to support contractor provided transmission services. Government infrastructure, power, heating and air conditioning to be made available are subject to Letters of Agreement (LOA) between the contractor and the respective site or site authorities. The contractor is responsible for the interfaces and connection to available Government prime power sources and facility services. The contractor shall also provide any necessary duct and/or conduit, cable trays and/or ladders, grounding, power transformers, power panels, circuit breakers, power filters, and consumption meters, or other equipment required as specified in the respective LOA or by site authorities.

Installation The contractor shall be responsible for all aspects of the installation of GNS services, to include any contractor provided equipment or inside wiring at SDP locations. The contractor shall coordinate with the appropriate facility manager and make all arrangements for service installations and surveys to satisfy on premise cabling requirements. All work shall conform to the requirements and references of the contract and respective orders and applicable local or national codes, standards, regulations and the requirements of the respective site or facility. In the event that local code, standards or regulations exceed those specified in the contract and respective orders, the local code, standards, or regulation shall apply.

The contractor shall label the physical circuit at both the commercial demarcation point and the Government SDP with the commercial circuit ID and Local Exchange Carrier (LEC) ID.
