3. Security Executive Agent Four (SEAD 4) National Security Adjudicative Guidelines as amended
1. The following information is provided as annotated via the listed References:
a. (U//FOUO) The purpose of this SCI security prescreen interview is to assist the US Cyber Command Office of Security in determining your continued acceptability for access to SCI based upon Reference 1 and 2 criteria. At some point in the near future, a US Cyber Command Security Officer will contact you to conduct this interview.
b. This interview is not associated in any manner with any investigative or law enforcement agency. There is no pre-conceived/conceived wrongdoing on your part by the US Cyber Command Office of Security. This interview is voluntary. You can terminate this interview at any time. This interview is solely an administrative screening; therefore, as annotated in Reference 1, no warning or waiver release regarding self-incrimination shall not be required. This prescreen interview is designed to preclude any future judgment that you intentionally withheld significant security issue information. This also provides you the opportunity to present additional pertinent information not listed elsewhere on your other security forms.
c. (U//FOUO) All information provided shall only be made available to those persons involved processing your nomination for SCI access, conducting any investigation/inquiry as needed regarding your nomination for SCI or other accesses as authorized by Executive Orders, Statutes, and applicable DoD policies.
d. (U//FOUO) The Privacy Act of 1974 requires that you be informed that Executive Order

USCYBERCOM SSO Form 1
(EO) 13764 Amending the Civil Service Rules, Executive Order 13488, and Executive Order 13467 To Modernize the Executive Branch-Wide Governance Structure and Processes for Security Clearances, Suitability and Fitness for Employment, and Credentialing, and Related Matters, EO 13526 Classified National Security Information, and EO 12968, as amended by EO 13467, Access to Classified Information are the authorities for obtaining information during this SCI Pre Screen interview. EO 9397, as amended, and EO 13478, Numbering System for Federal Accounts Relating to Individual Persons is the authority for you to provide your Social Security Account Number (SSN).
e. (U//FOUO) All YES answers shall require a very detailed explanation as a separate attachment after the conclusion of this interview. This detailed explanation can/shall be supplemented with additional follow up questions, written statements, and/or interviews to resolve this explanation to a logical conclusion based upon the auspices of Reference 1. If you decline to prove an explanation, this may/will delay your access to SCI information.
f. (U//FOUO) The interviewing US Cyber Command Security Officer shall determine whether to continue your SCI access based upon the results of this interview, the results of any follow up interviews/statements, and/or refer the results to the DoDCAF, and/or to any other appropriate adjudicative body, for review.
g. (U//FOUO) If you refuse to be interviewed, or decline to provide the requested information, in response to specific pertinent questions, the US Cyber Command Office of Security shall contact the appropriate Head of an Intelligence Community Element (HICE), or designee.
h. (U//FOUO) Questions concerning the prescreen interview can be addressed to the US Cyber Command SSO at (410)854-2140, or at USCC_SSO@cybercom.mil.
i. (U//FOUO) By signing/digitally signing below you fully understand the purpose and scope of this SCI prescreen interview.
