ServiceNow RFP Questions V.2
Question #1: Sub-factor 2 of the reference states “Price proposals will be evaluated based off a percentage discount from GSA Schedules for supplies and services”. Percentage discounts from different rates from different labor categories on different schedules aren’t directly comparable. Can the Government confirm that this factor will be evaluated as pass/fail, as determined strictly by the presence of discounts offered? If not, please describe how the Government will evaluate discounts from rates that aren’t comparable.
Answer: The fact that the discount is available and mapped out is the pass/fail criteria. The value of the three (3) initial orders (wuth applied discounts) will be sued for trade-off purposes.
Question #2: Section 2g Table 4 referenced “Reps and Certs” as part of the volume submission yet this is not mentioned anywhere else in the Source Selection Plan. Reps and Certs were not also included in the solicitation. If the Offeror is registered in SAM.gov, can they use its online Reps and Certs for submission? If not, can the government please provide the Reps and Certs?
Answer: Reps and Certs should be submitted within the proposal. The reps and certs should verify vendor has an active and complete account prior to submission.
Question #3: May the offeror apply different discounts from GSA schedule to the labor and software since the software is acquired from the OEM vendor and pricing is determined by them.
Answer: Yes, the offeror may apply different discounts from the GSA schedule to the labor and software. Pricing must be clear within the proposal.
Question #4: Can the offeror assume that a discount to be applied to “all software that may be added to the GSA schedule” refers only to software acquired from Service Now since software acquired from yet to be determined sources cannot be priced at this time.
Answer: Yes, only ServiceNow software will be accepted and considered for this requirement.
Question #5: In Source Selection – 2g. Page Limitation – The government states “Cover pages, tables of contents, Past Performance Questionnaire, and glossaries shall not be counted as part of the proposal’s page count”. Can the government confirm that past performance is neither a requirement nor included as a subfactor of the Technical Volume?
Answer: Past Performance was an example, however, this is not an evaluation factor for the proposals.
Question #6: In HB000118R0012 Box 8 has 12 PM June 22 proposal submission due date; the Source Selection Plan states a due date of 6/15 without a time. Since HB000118R0012 is the contract document we assume that this is the correct due date and time. Can the government please confirm soonest as our team is working to the June 22 deadline.
Answer: The due date for proposal submissions is June 15, 2018 at 1700 EDT.
Question #7: Can the government confirm that the Supply Chain Risk Management (SCRM) plan is required? If yes, which volume is it to be included in, and is the SCRM plan exclude from page count? Lastly, if the SCRM plan is included can the government please detail what are the evaluation factors for it.
Answer: The RFP has been amended to state 30 Days after Award, in section 13. Deliverable will be based on a task order placed against the BPA.
Question #8: Please confirm the contract start date so that pricing can be properly estimated.
Answer: The contract award/start date is estimated to be on July 1, 2018.
Question #9: Sub-Factor 1 for Security states that the offeror demonstrate that they possess a Facility Clearance level a Top Secret/SCI Level by due date… Can the government confirm that a Top-Secret Facility Clearance is the requirement?
Answer: Yes, a Top-Secret Facility Clearance (FCL) is a requirement for this contract.
Question #10: For the three awardable task orders – HR Tool Kit, SSO Tool Kit, and Asset and Configuration Management Tool Kit the SOW states, “The contractor shall propose the labor category mix and hours to complete the tasking herein. The staffing plan shall identify and personnel critical to accomplishing the work and proposed clearances for each full time equivalent.” Given resumes are not required, can the government please confirm the expectation that bidders shall include for each SOW a staffing plan that includes LCATs, total hours, and clearance levels? Does the government require any additional information?
In the cost volume, the labor category mix shall be identified with the appropriate rates to perform the task planned described in the technical proposal. The labor categories can be annotated if there are “critical” personnel to complete the work.
Question #11: In Addition, Can the offeror include this information within the pricing volume, or is it expected within the Technical Volume.

Question #12: Do we need to provide ServiceNow Architect or Developer or Project Manager with ServiceNow experience?
