About this file
This is a supporting document detailing existing HVAC contracts for the Massachusetts Department of Transportation (MassDOT) Property Services for facilities in Boston. The document pertains to the procurement of HVAC maintenance and repair services at two locations: the State Transportation Building at Ten Park Plaza and Haymarket Center at 136 Blackstone Street. Pre-bid facility tours are scheduled for September 22, 2026, with bids due October 20, 2026 at 2:00 PM. Questions may be submitted through COMMBUYS until October 2, 2026 at 4:00 PM. The scope of work encompasses daily HVAC maintenance and all legally required preventive and predictive services at both facilities. The contract term is 1,460 calendar days from the Notice to Proceed, with award to be made to the lowest responsible and eligible bidder within 30 days of bid opening.
The estimated contract value is $4 million (MassDOT Project No. 616548, Contract No. 136424). Bidders must hold a Prime/General Contractor Certificate of Eligibility and Update Statement from the Division of Capital Asset Management and Maintenance (DCAMM) with approval for HVAC work and a single project limit no lower than the bid amount. A bid deposit of 5 percent of the bid value is required, submitted as an electronic bid bond, paper bid bond, or cash/certified check. No M/WBE set-asides or participation goals apply; however, MassDOT strongly encourages consideration of MBE or WBE certified firms with minority workforce utilization at 15.3 percent and women workforce utilization at 6.9 percent. The Commonwealth also encourages participation of SDVOBE, VBE, LGBTBE, and DOBE firms. Liquidated damages are assessed at $2,000 per day for delays in achieving substantial completion. All employees must complete a 10-hour OSHA-approved construction safety and health course, and state wage rates apply.
