About this file

This Addendum No. 1, issued October 14, 2026, by the Massachusetts Department of Transportation (MassDOT) provides responses to bidders' questions for HVAC maintenance and repair services at the State Transportation Building (STB) and Haymarket Center in Boston. General bids are scheduled to open October 20, 2026 at 2:00 PM. The scope includes preventive and corrective maintenance for approximately 1,340 VAV units at STB (740 with reheat and 600 without reheat), building automation systems maintenance at both facilities, cooling tower water treatment at Haymarket, carbon monoxide detector testing (12 units at STB), emergency generator monitoring and damper controls, chiller eddy-current testing, refrigerant and oil analysis, spare filter and belt provisioning, and PRISM/Building Engines system integration. The contract term is four years (1,460 calendar days from Notice to Proceed), with two emergency service calls per month included across both sites combined. Site walks were conducted prior to the question submission deadline of October 2, 2026, with no additional walks scheduled. The contractor must maintain current, properly licensed building automation software; major version upgrades, license renewals, and manufacturer support fees require separate MassDOT approval and pricing.

Controls maintenance, including qualified subcontractor services for building automation and Direct Digital Control systems, is included in the base contract price, with routine software updates and patches incorporated into annual pricing. Water treatment charges should not be included for Years 1 and 2 of the contract at STB, as cooling tower replacement is pending. Generator preventive maintenance at STB is covered separately by Southshore Generator and excluded from this HVAC contract. Existing systems include Johnson Controls Metasys version 14.x at Haymarket Center and Tridium Niagara framework with Distech controls and Arch Energy front-end platform at STB. The current water treatment vendor is ChemAqua (now Solenis). Retainage will not be withheld from monthly base maintenance payments or Extra Services. MassDOT will provide PRISM/Building Engines user accounts and access at no cost to the contractor. Bidders must include one eddy-current test per chiller and refrigerant/oil analysis twice during the four-year contract term in base pricing. Belt replacements include one complete annual replacement set per belt-driven unit plus one spare set maintained onsite. The estimated contract value is $4 million, with a bid deposit of 5 percent required and liquidated damages assessed at $2,000 per day for delays.

RESPONSES TO BIDDERS’ QUESTIONS

Questions from ENE Systems, Inc. Dated September 24, 2026

Question 1.) Haymarket Contract Copy. Can you please provide a copy of the last executed contract for the Haymarket Location. Thank you!

Response 1.) Haymarket Center currently has six separate preventive maintenance agreements covering different equipment. Copies of these agreements are [attached to the COMMBUYS solicitation].

The existing agreements are provided for reference. The awarded contractor shall follow the requirements of this solicitation. Any proposed adjustments to preventive maintenance frequencies following the initial walkthrough must be approved by MassDOT and meet the contract requirements and applicable manufacturer recommendations.

Questions from Mechanical Technologies NE, LLC Dated September 30, 2026

Question 2.) Can we schedule another site walk for this bid? And can the original site walk sign in sheet be provided?

Response 2.) No additional site walks will be held. Sign-in sheets will be provided.

Questions from J.C. Cannistraro, LLC Dated October 2, 2026

Question 3.) Are controls included in this bid or is that being bid out separately?

Response 3.) Yes. Controls maintenance is included in this contract. The contractor shall provide a qualified controls subcontractor to maintain the building automation and Direct Digital Control systems, including inspection, adjustment, calibration, monitoring, and reporting.

Routine software updates and patches associated with maintaining the existing installed system shall be included in the base price. Major version upgrades and license renewals, subscriptions, or manufacturer support fees shall be submitted separately for prior written MassDOT approval, as clarified in the response to Question 4.

Questions from Mechanical Technologies NE, LLC Dated October 2, 2026

Question 4.) Reference: Document 007100, page 22 of 36, Section 6(e) Section 6(e) requires the BAS workstation software to be current and licensed, but also references providing MassDOT a proposal for updates. We want to confirm how these costs should be carried in our bid. Please clarify the following for both sites: 1. Are software upgrades, license renewals, annual subscriptions, and manufacturer support fees included in our annual base price, or handled through separately approved proposals? 2. Are any existing licenses or support agreements maintained and paid for directly by MassDOT? If so, please identify those agreements. 3. Please provide the current software versions, license expiration dates, and support agreement terms, along with any known upgrades or renewals coming due. This will help us confirm our responsibility and carry the appropriate costs in our pricing.

Response 4.) The contractor is responsible for maintaining current, properly licensed BAS workstation software in accordance with Document 007100, Part 3, §6(e).

For bid-pricing purposes, routine updates and patches to the existing installed software shall be included in the annual base price. Major version upgrades, license renewals, annual subscriptions, and manufacturer support fees shall be excluded from the annual base price and submitted through separate proposals for prior written MassDOT approval. No separately billable work shall proceed without that approval.

Existing system information:

• Haymarket Center: Johnson Controls Metasys, version 14.x.

• STB: Tridium Niagara framework with Distech controls, and Arch Energy

Question 5.) Reference: Document 007100, page 15, Section 4(c), and Appendix 1, page 30 Section 4(c) lists "emergency generators (under subcontractor contract)." Appendix 1 also includes generator monitoring and damper controls at STB. We want to confirm what we need to carry in our pricing. Please clarify: 1. Are we responsible for providing a generator service subcontractor within our annual base price, or does MassDOT carry a separate agreement? 2. If this is our responsibility, please provide the generator quantities, locations, makes, models, and capacities, along with the required service and testing frequency. Does this include load bank testing and automatic transfer switch maintenance and testing? 3. Please confirm our responsibility for generator monitoring and damper controls, along with who handles maintenance of the generators themselves. 4. Who is the existing generator service company? Please provide their contact information so we can obtain pricing from someone familiar with the equipment and sites.

Response 5.) Generator preventive maintenance and generator service calls at STB are covered by a separate agreement with Southshore Generator and shall not be included in this HVAC contract’s annual base price.

The HVAC contractor’s controls subcontractor shall maintain the generator-related BMS monitoring and control functions, including alarms, trends, reports, and associated BMS components. Routine inspection and functional verification of generator damper controls shall be included. Physical repairs or replacement of dampers and associated mechanical components shall be submitted separately for prior written MassDOT approval.

Question 6.) Document 007100, Supplementary General Conditions and Specifications: * Page 22 of 36, Section 6(a) - Direct Digital Control and Pneumatic Control Systems * Page 20 of 36, Section 3(b) - Cooling Towers * Appendix 3 - Water Treatment Specifications Information Requested To establish accurate pricing for the required controls support and water treatment services, please provide the following: 1. Existing controls vendors: Identify the company currently servicing the building automation system at each site. Please provide company names and contact information. 2. State Transportation Building controls: Section 6(a) identifies a Tridium Niagara framework with Distech controls. Please confirm the front-end platform and current software version. 3. Haymarket Center controls: Identify the existing building automation system manufacturer, front-end platform, and current software version. 4. Previous water treatment vendors: Identify the company providing water treatment at each site under the previous maintenance agreement. Please provide company names and contact information. 5. State Transportation Building cooling tower water treatment: Section 3(b) states that cooling tower water treatment will be maintained by others until approximately July 1, 2028. Please identify the responsible vendor, confirm the anticipated end date, and clarify the services covered by that agreement and any responsibilities remaining with the HVAC maintenance contractor during that period.

Response 6.) Water Treatment for STB should not be charged for Year 1 and Year 2 of contract. 1) STB is still during upgrade, but current HVAC contractor subcontracts out to ChemAqua 2) Chem Aqua is current contractor for STB and system will be replaced upon Cooling Tower replacement. 3) Haymarket currently uses Johnson Controls Metasys current version 14.x and is serviced by JCI. STB is Tridium Niagara framework with Distech utilizing Arch Energy as front-end platform. 4) Water Treatment for system is service by ChemAqua. Haymarket point of contact and you can reach out to them and they will direct to correct person - Jeffery DeTrude JDetrude@solenis.com 603-777-2967 / Kenneth Ramsey KRamsey@solenis.com 978-808-5992 5) The cooling-tower replacement project is still in the award process. The replacement-project water-treatment vendor, final coverage dates, and detailed division of responsibilities are not yet confirmed. The HVAC contractor shall continue required maintenance on existing operating towers until MassDOT directs otherwise. Any suspension of maintenance during replacement shall apply only to the equipment and period specifically identified by MassDOT. Maintenance on equipment remaining in operation shall continue. MassDOT will coordinate resumption of maintenance following completion and turnover of the replacement equipment.

Question7.) Reference: Document 007100, page 20 of 36, Section 2(d) Section 2(d) states that MassDOT may elect one eddy current test on each chiller during the contract. Please confirm whether this would be additional work outside the base contract if elected, or if we need to carry one test per chiller for the full contract term in our base pricing.

Response 7.) Bidders shall include one eddy-current test per chiller in the base price over the four-year base contract term, to be performed if elected by MassDOT.

Bidders shall also include refrigerant and oil analysis on each chiller once during years 1–2 and once during years 3–4, to be performed at MassDOT’s direction.

Question 8.) Reference: Document 007100, pages 24-25 of 36, Section 10 - PDF pages 121-122 Section 10 requires annual testing and calibration of the garage CO system, including confirming exhaust fan operation. Please provide the number of CO sensors we need to carry, their locations, and the system manufacturer and model. Also, who currently performs this testing? Please provide their company name and contact information, and confirm whether MassDOT requires a specific approved vendor or qualification to perform this work.

Response 8.) The current HVAC contractor performs annual testing of the STB garage carbon-monoxide system. For bid-pricing purposes, include annual maintenance, calibration, and functional testing of 12 CO detectors located across the upper and lower garage levels. Testing shall include verification of exhaust-fan initiation upon sensor activation.

The awarded contractor shall verify sensor quantities and locations during the initial inspection and provide the required report within the first 90 days. Testing of any additional sensors identified beyond the 12-unit pricing allowance shall be submitted for prior written MassDOT approval before additional charges are incurred.

Question 9.) Reference: Document 007100, page 16 of 36, Section 5(b) - PDF page 113 Section 5(b) requires the contractor to furnish spare filters and belts. We found the filter schedule but did not find a belt schedule or quantities. Please provide the equipment tags, belt sizes, and number of belts per unit for both sites. Please also confirm the required replacement frequency and quantities to keep on hand so we can carry the correct materials in our base pricing.

Response 9.) Refer to Document 007100, Appendix 1, pp. 27–33 of 36, for the available equipment names, manufacturers, and models. An equipment-specific belt schedule is not currently available.

For bid-pricing purposes, include one complete replacement belt set per belt-driven unit annually, together with one complete spare set per unit maintained onsite. Units with multiple belts shall receive matched sets.

The contractor shall inspect belt condition and tension during required maintenance visits. Additional belt replacements beyond the included annual replacement shall be submitted as separately proposed repairs, subject to prior written MassDOT approval. This clarification establishes the pricing treatment of additional belt replacements under Part 3, §5(5). Replacement required because of defective contractor work shall not be separately billable.

The awarded contractor shall verify belt sizes and quantities during the initial equipment inspection.

Question 10.) Reference: Document 007100, page 8 of 36, Section 8 - PDF page 105 Please confirm whether MassDOT will provide PRISM/Building Engines user accounts and access for our onsite technicians, Account Manager, and required subcontractors at no cost to the contractor. If we need to carry any license, subscription, setup, or training fees in our base price, please identify those costs and the required number of users.

Response 10.) MassDOT will provide the PRISM/Building Engines access required for the contractor’s onsite technicians, Account Manager, and approved subcontractors at no cost to the contractor. Bidders do not need to include PRISM license, subscription, setup, or MassDOT-provided training fees in the base price.

Training will be coordinated through MassDOT and the PRISM/Building Engines support team within the first 30 days of the awarded contract. Required user quantities and access permissions will be coordinated with MassDOT.

Question 11.) Reference: Document 007100, page 8 of 36, Section 8(b)-(d), and Appendix 1, page 30 of 36 - PDF pages 105 and 127 Could you share the current PRISM equipment list and PM schedule for both sites, including equipment tags, locations, quantities, maintenance tasks, and frequencies? If a full export isn't available, a sample of the PM task detail would be helpful. We'd also appreciate confirmation of the equipment counts to carry in our pricing, particularly the approximately 740 STB VAVs with reheat and 600 without reheat, totaling 1,340. Does that count already exclude the first-floor units? If available, please share the quantities by floor and any known equipment that hasn't been added to PRISM. This would help us work through the maintenance hours and make sure our pricing reflects the equipment and service requirements at both sites.

Response 11.) The equipment identified in Document 007100, Appendix 1, pp. 27–33 of 36, is currently recorded in PRISM. No additional equipment is currently identified beyond the listed inventory. The awarded contractor shall verify the inventory during the initial inspections and identify any necessary corrections.

For bid-pricing purposes, include approximately 1,340 STB VAV units: 740 with reheat and 600 without reheat. There are no VAV units on the first floor; therefore, no first-floor deduction applies.

PRISM currently reflects the preventive maintenance schedule from the previous contract. The awarded contractor shall review the existing tasks and frequencies for compliance with the awarded contract and manufacturer recommendations. Any changes require MassDOT approval. The maintenance program shall include annual major preventive maintenance and operational visits, together with any more frequent maintenance required by the contract or manufacturers.

Question12.) Reference: Document 007100, Sections 4(a), 4(f), 12(f), and Unit Price Work-Extra Services - PDF pages 112, 115 and 107 To help us price the scope consistently, could you clarify the following: 1. Corrective repairs: Please define which repair labor, replacement parts, and subcontractor services are included in the annual base contract and which require a separate proposal and MassDOT approval. 2. Included emergency calls: Please confirm whether the two monthly calls apply across both sites or separately to each site, and define the labor and services included in each call. 3. Follow-up work: Please clarify how a return visit to complete an emergency repair with ordered parts is handled, and how this differs from a callback for an issue not corrected during the initial visit. This will help us establish a clear basis for pricing and handling repair work during the contract.

Response 12.) 1. Base contract and separately approved work The annual base price includes the specified preventive maintenance, remedial maintenance arising from PM findings, staffing, corrective parts, materials, and consumables, except where an issued clarification expressly establishes a separate pricing treatment.

Extra Services outside the defined base scope require a separate proposal and prior written MassDOT approval and shall be billed under the contract’s unit-price provisions. The specific exclusions identified in the responses to Questions 4, 5, 8, and 9 shall apply.

2. Included emergency calls Two emergency service calls per month are included across STB and Haymarket Center combined, not two calls per site.

Each included call covers [define included technician labor/hours, travel, diagnostics, emergency stabilization, parts/materials, and subcontractor services]. Calls beyond the monthly allowance may be billed under the approved contract rates, subject to the callback exclusions below.

3. Follow-up visits and callbacks Callbacks for issues not corrected during the initial service call are not separately billable. Callbacks for unfinished urgent repairs started during normal working hours, or work left in an unsafe condition, are also not separately billable.

A return visit required solely to install ordered parts following an emergency response shall be handled as follows: [MassDOT to confirm whether it remains part of the original included call or may be separately authorized as Extra Services]. The need to order parts does not, by itself, authorize an additional charge.

Question 13.) Reference: Document 007000, Article VIII - PDF pages 68-69 and 75 Please confirm whether retainage will be withheld from the monthly base maintenance payments. If so, what percentage applies, and will it be released annually or held until completion of the full contract term? Please also confirm whether retainage applies separately to approved Extra Services.

Response 13.) Retainage will not be held for this contract.
