About this file
This document is an Amendment (0001) to a Questions and Answers document for a federal solicitation (H9821025RE014) for Defense Travel Management Office Travel Assistance Center Support. The amendment addresses three key industry questions: (1) confirming the incumbent contractor is CACI Enterprise Solutions, Inc.; (2) modifying small business participation requirements by replacing the previous Minimum Quantitative Requirement (MQR) of 25-30% with more flexible language allowing offerors to consider identified small business goals; and (3) clarifying Controlled Unclassified Information (CUI) marking requirements apply only to the final submitted proposal package. The government responded by providing specific guidance on each question, including revisions to proposal instructions that maintain small business participation goals while offering more flexibility in subcontracting approaches.

Amendment 0001 - H9821025RE014 Questions and Answers
Number Question RFP Reference RFP Page Government Response
Is there an incumbent contract or contractor associated to the requirement?
N/A N/A The incumbent contract number is HHSN316201200009W / H9821020F0240 and the incumbent contractor is CACI Enterprise Solutions, Inc.
Given that the prior small business set-aside for this requirement was cancelled due to lack of qualified bidders, would the Government please consider removing the Minimum Quantitative Requirement (MQR) of 25%-30% of total contract value for small business participation?
The current MQR significantly constrains offerors from submitting realistic and executable Small Business Participation Plans. Market research indicates a significant challenge in identifying qualified small businesses that possess the necessary experience and infrastructure needed to support tasking of this complexity and scale.
Mandating that 25%–30% of total contract value be allocated to small business, combined with the potential for liquidated damages as per FAR 52.219-16, makes it difficult to engage them in complex, dynamic, or meaningful roles without introducing considerable performance risk.
Removing the MQR would allow the Government to evaluate subcontractors based on qualifications and delivery capabilities, while still encouraging meaningful small business inclusion. This adjustment would better align with mission continuity, reduce execution risk, and broaden the competitive pool.
Offerors remain fully committed to supporting small businesses by submitting subcontracting plans in accordance with FAR 52.219-9.
RFP Page 58, Paragraph 3, Volume IV:
Factor 3, Small Business Participation Plan
Please reference revisions to the Instructions to offerors. Small Business Participation is required; however, the MQR has been replaced with language requiring offerors to consider identified goals as part of their proposal submission. Please note that this revision also requires submission of the Small Business Subcontracting Plan as part of Volume I and maintains the Small Business Participation Plan (or Small Business Participation Commitment Document) as part of Volume IV. Changes have been highlighted for ease in review.
Does the CUI requirement apply to all documents created and shared internally among team members during proposal development, or is it intended to apply only to the final submitted proposal package?
RFP Page 54, Section 7, Proposal Preparation and Submission Requirements
The CUI marking requirement contained in the solicitation applies to the information and proposal submitted to the Government.
Amendment 0001 - H9821025RE014 Questions and Answers
We seek clarification regarding the use of the Limited Dissemination marking “FEDONLY.” As a FEDCON contractor, we understand this marking may restrict access to certain proposal materials. Could you confirm whether this dissemination control is intended to exclude FEDCON contractors from accessing CUI materials during proposal development? If so, is there an alternative marking or waiver process available?
RFP Page 54, Section 7, Proposal Preparation and Submission Requirements
The Government does not anticipate a need for any federal contractors to access the proposal submission. Note that this marking applies to Government use after submission so please ensure the markings state
FEDONLY.
