A45: The labor categories and hours identified in attachment 3 (IDIQ Pricing Table) show the labor categories and estimated hours that are anticipated to be used under this IDIQ. The IDIQ is not funded, and no work will be done or performed directly from the award of the IDIQ. Only task orders issued against this IDIQ will be funded. The labor categories and fully burdened rates from attachment 3 will be used to establish the pricing for each task order under the IDIQ. See Enclosure 2 for IDIQ Ordering

Procedures.

Combined Solicitation, FVAP IDIQ

1. Enclosure 1 – Priced CLIN Structure Page 29 states:

CLIN QTY/ UNITS TOTAL PRICE PERIOD of PERFORMANCE

Base Year CLIN 0001 – (FFP) LABOR CLIN – The Contractor shall provide FFP Federal Voting Assistance

Program (FVAP) Integrated Outreach Services in accordance with the Performance Work Statement

(PWS) section 4.0., and as determined at the Task Order level. The period of performance is five-year ordering period (labor pricing per attachment 3) 25 Each 30 January 2024 – 29 January 2029

Q46:

a. What is meant by 25 units under QTY /UNITS? What is this in reference to?

A46: The qty of 25 under CLIN 0001 represents the number of task orders estimated to be issued under this IDIQ (estimated four to five task orders per year).

Page 5, Volume IV, Factor 3 Price, Sentence 4. The proposed CLIN value for 0001 (Labor) will be used with the Government's not-to-exceed amount for travel (CLIN 0002) and Material (CLIN 0003) to calculate a total quoted price, which will become the resulting contract ceiling for the awardee. The labor rates quoted will be used for each task order (TO) issued under the IDIQ, and it will be based on the period the TO is issued. Each labor category proposed for this contract shall be clearly defined. The contractor who receives the IDIQ award will be required to provide a FFP price quote for CLIN 0003 on each task order issued under this IDIQ, so no overall CLIN 0003 price for the IDIQ is required under this

RFQ.

The total estimated labor hours for Ordering Period 1 is 7794 hours or approximately 3.74 FTE’s.

However, Attachment #1 4.2.4 states: Provide research support and perform data analysis. Level of effort is determined based on the task order and has historically been approximately one to two FTE or equivalent. Areas of support include but are not limited to projects involving packaging of survey data for the report to Congress, dashboard and Geographic Information Systems (GIS) mapping software, ballot transmission, return/rejection rates, and resource utilization.

Q47: If these two FTE research positions require 4,160 hours that only leaves 3,634 hours left on this ordering period? Are the total hours underestimated and does this leave sufficient hours for the other requirements? Please clarify

A47: It is up to two FTE positions historically, and they would be FTE for a length of time as determined by the need on the Task Order. The time period of each task order will vary, and the number of hours listed are only estimated usage.

Paragraph 4.0(d), Last Paragraph, Page 6, "The offeror shall also include a complete quote on TO one

PWS, which will be awarded" immediately after the award of the IDIQ. We see that you have provided

Attachment 3, "Attch+3++IDIQ+Pricing+Table" with the solicitation. We see that this attachment provides us with a formatted worksheet for pricing the IDIQ contract, "for price evaluation and contract ceiling purposes".

Q48:

a. Will you be providing another Attachment for pricing Task Order One?

b. Or are we to utilize our own format?

A48: a) No attachment for task order One pricing format will be provided. Each offer can use their own format for pricing on the Task Order (TO) as long as it breaks out all necessary data from your quoted pricing as outlined in Enclosure 2, IDIQ Ordering Procedures.

Paragraph 4.0(d), Last Paragraph, Last Line, Page 6. "Other than certified cost and pricing data must be included to support the other direct cost quoted".

Q49:

a. Please elaborate on the "other than certified cost and pricing data" that you are requesting we provide.

A49: This should be documentation supporting how the prices were established. It is not certified by the offeror. Federal Acquisition Regulation at FAR 2.101 defines Cost and Pricing Data under 10 U.S.C.

3701(1) as all facts that, as of the date of price agreement, or, if applicable, an earlier date agreed upon between the parties that is as close as practicable to the date of agreement on price, prudent buyers and sellers would reasonably expect to affect price negotiations significantly. Cost or pricing data are factual, not judgmental; and are verifiable. While they do not indicate the accuracy of the prospective contractor’s judgment about estimated future costs or projections, they do include the data forming the basis for that judgment. Cost or pricing data are more than historical accounting data; they are all the facts that can be reasonably expected to contribute to the soundness of estimates of future costs and to the validity of determinations of costs already incurred. They also include, but are not limited to, such factors as-

(1) Vendor quotations;

(2) Nonrecurring costs;

(3) Information on changes in production methods and in production or purchasing volume;

(4) Data supporting projections of business prospects and objectives and related operations costs;

(5) Unit-cost trends such as those associated with labor efficiency;

(6) Make-or-buy decisions;

(7) Estimated resources to attain business goals; and

(8) Information on management decisions that could have a significant bearing on costs.

Q50: RFQ number of H9821024R0003 and RFQ1661217 are stated; which one is it?

A50: H9821024R0003 will be updated on SAM.gov

Attachment 1 / PWS Page 1 / Sec. 1.1

Q51: What is the total population size, and corresponding geographic dispersion, of UOCAVA citizens?

A51: The 2022 OCPA estimated there were 4.4 million U.S. citizens living overseas during the 2022

General Election. This represents an increase of slightly fewer than 1.3 million U.S. citizens (a 42 percent increase) since 2010. These citizens are distributed across 185 countries, with the largest populations in

Europe and the Western Hemisphere, including Canada. The greatest population growth since 2010 has been in Oceania, which had an estimated population increase of 70 percent from 2010 to 2022. The population in the Middle East/North Africa also increased substantially, with the 2022 population estimated to be about 60 percent larger than in 2010.
