About this file

This document is a Questions and Answers record from the USSOCOM DSC Upgrade Industry Day held on July 9, 2026. It does not address specific response dates, award dates, pricing terms, or set asides, as it represents market research conducted during the pre-solicitation phase.

The Government intends to pursue all Digital Signal Center (DSC) room upgrade projects, with recommendations to separate Rough Order of Magnitude (ROM) estimates by room upgrade requirements. All projects are designated as high priority due to the critical nature of the facility. The Government is conducting this Industry Day and RFI to determine acquisition strategy; no acquisition strategy has been finalized. Key technical specifications include Room 110 supporting 8K display resolution while other areas require 1080p; Room 115 will utilize LED floor tiles leftover from Room 110 to construct an LED wall with maximum 3 inputs/outputs supporting 1, 2, or 3 windows; and approximately 120% spares of GFE LED floor modules are available and less than 2 years old. The Government will provide specific GFE including LED floor tiles and Think Logical cards and chassis for Room 114, with contractors required to procure all other materials. All individuals performing requirements must hold TS/SCI security clearances. The draft Performance Work Statement (PWS) identifies standard core business hours, though work outside these hours may be possible with prior coordination and required escorts. Contractors must install ADA-compliant aluminum or metal seat risers. The Government does not intend to upgrade the audio or Crestron control systems but will consider alternate solutions in white papers with accompanying ROM and schedule estimates. Uncompiled Crestron code approximately one year old will be available; the Government only maintains Tier 1 AV support and recommends contractors provide a programmer with consideration for incorporating training. Contractor laptops may be brought into the facility for programming with SCIF access approval, subject to restrictions such as no Bluetooth. The Government will coordinate facility access and blackout periods but may have occasional downtime due to required events.

USSOCOM DSC Upgrade Industry Day Q&A 9-Jul-26

Question Answer

Does the Government have a priority for the projects identified for preparation of the ROM?

The Government intends to pursue all projects.

Recommend separating ROM by room upgrade requirements.

Will the briefing be available? Due to OPSEC concerns, the briefing cannot be distributed.

Are there as-builts for Room 222? Some as-builts exist but not a complete system diagram. There is uncompiled Crestron code and partial diagrams may be available but will need to confirm with the vendor.

Has the acquisition strategy been developed?

No. The purpose of this Industry Day and RFI is to conduct market research to determine an acquisition strategy.

In order to streamline the schedule, can companies work 24/7 or after core business hours?

SOCOM core business hours are standard and are identified in the draft PWS. Work conducted outside of core business hours may be possible with prior coordination with the Government due to required escorts.

Do all employees require security clearances?

The draft PWS currently requires TS/SCI clearances for all individuals performing the requirements.

Are GFE LED floor modules available and in good condition?

Yes, approximately 120% spares exist and are less than 2 years old.

Are there pre-built templates for the Room 115/Planar wall that is required to be installed? How many windows are required?

Yes, the requirement is for a maximum of 3 inputs/outputs supporting 1, 2, or 3 windows.

Does the Government intend to upgrade the audio system, and if so, will SOCOM entertain ceiling-type audio rays or smart ray upgrades?

The Government does not intend to upgrade the audio system at this time; however, the vendor needs to understand the required audio connectivity as the vendor must maintain current connectivity and BiAmp system functionality.

Due to the requirements for the crestron control code, would SOCOM consider replacing the backend Crestron/GUI control system with a new system?

The Government does not intend to upgrade the system.

A vendor may present alternate solutions within its White Paper for consideration; however, it is recommended the vendor fully address the stated requirements in the draft PWS as well. It is also recommended to provide ROM and schedule estimates for any alternate solutions.

What computer display resolutions are required?

Room 110 supports 8k; desktops in other areas are 1080p.

Will the contractor be required to install the seat risers?

Yes, the contractor shall install new aluminum or other type metal, ADA compliant, seat risers (see Section

3.0.1.10.4 in the draft PWS).

Will the Government favor shorter timelines/schedule when selecting a contractor?

This RFI is for market research purposes only. White papers, to include estimated timelines, will not be utilized for a contract award.

Besides the LED floor panels, will any other material be provided as GFE (i.e.

carpet, cabling, etc.)?

The Government will provide the following GFE:

- For room 115, tiles leftover from the LED FLOOR build in room 110 will be used to construct the LED WALL.

- For room 114 (small conference room in main DSC room (110)), the following Think Logical cards and Think Logical chassis will be GFE:

o (4) CHS-0004 Chassis (hold 4 Think Logical cards) o (6) TLX-RMM-S00E10 (cards) o (5) TLX-TMM-S00E10 (cards) o (2) TLX-RMM-C00001 (cards) o (1) TLX-RMM-K0SE10 (card) o (2) TLX-MSD-M00016 Rev A (cards) The contractor is required to procure and provide all other materials (i.e. cabling, carpet, etc.) required as part of the performance of these requirements.

The as-built does not seem to be clearly identified in the draft PWS. Will the Government provide the missing Crestron code?

The Government is awaiting the uncompiled code. At a minimum, a year-old version will be available for contractor use.

Is Crestron code uploaded? Does the Government have AV maintenance support available?

No, the Government only has Tier 1 support for AV. The Government does not have the expertise for the Crestron code. The Government recommends the contractor provide a programmer and MAY consider incorporating contractor training as part of the requirements.

Are there specific restrictions or requirements for any contractor-owned computers that may be brought into the facility for programming purposes?

Contractor laptops may be brought in but must go through a process to approve SCIF access with restrictions (e.g., no Bluetooth).

What is the priority of this requirement based on other SOCOM opportunities?

Due to the critical nature of this facility, this requirement is a high priority. The Government intends to continue with the acquisition of this procurement.

Are there blackout periods where the contractor will not have access to the DSC facility?

The Government will do its best to align the DSC calendar with the contractor's schedule and minimize interruptions; however, there may be occasional periods of downtime due to required events. The Government will ensure proper coordination is made with the contractor.

The draft PWS identifies a safeguarding requirement to

The Government does not have a requirement for the carrying of classified information. This verbiage is handle/carry classified information. Is this required?

standard when identifying TS/SCI security requirements.

The Government will review. The applicable security requirements will be identified in the DD254 that accompanies any potential future RFP.
