REQUEST FOR INFORMATION
U.S. Special Operations Command
DECISION SUPPORT CENTER
2026 UPGRADES
25 June 2026
1. BACKGROUND:
The U.S. Special Operations Command (USSOCOM) Decision Support Center (DSC), in collaboration with stakeholders, designs and conducts Senior Leader Seminars, and other events, that allow senior leaders to understand complex problems and develop solutions. These events require visualizing, displaying, synchronizing, and rehearsing operational and mission concepts in terms of time, space and prioritization during multiple Commander’s directed leadership events.
The USSOCOM DSC is a 3500’ square foot facility designed specifically for multi-system visual display of information in order to enhance and support seminars involving senior US government and military leaders, foreign dignitaries, and other VIPs. The DSC facility is comprised of a Decision Support Theater with a synchronized control infrastructure that interfaces the audio/visual with three separate conference rooms. USSOCOM’s DSC has a full schedule of planned seminars held throughout any given year and also has the capability to provide secure ad-hoc briefings in support of short-notice senior leader engagements, as may be required. In an effort to stay current with ever expanding technology capabilities, USSOCOM is currently in the planning stages for the 2026 upgrades to the Decision Support Center.
2. REQUIREMENT:
USSOCOM is conducting market research in accordance with FAR 15.201. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The Government is still in the early acquisition planning stage, and all activities currently are considered market research. THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR PROPOSAL. Responses to this RFI are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
USSOCOM is seeking information from qualified sources to understand the capabilities to provide upgrades to the existing DSC computer and audio-visual systems as detailed in the draft Performance Work Statement (PWS).
3. INDUSTRY DAY:
3.1 USSOCOM will be hosting an Industry Day on Thursday, 9 July 2026 at 12:00 PM EDT in the Decision Support Center located at Headquarters USSOCOM, 7701 Tampa Point Blvd, Building 5011 on MacDill AFB, FL. The purpose of the Industry Day is to provide interested sources a tour/site survey of the DSC to assist in determining capabilities and formulation of white papers.
Seating is limited to 74 participants and only two individuals from each interested source may attend. Reservations are on a first-come, first-serve basis. Once industry day has reached capacity, no additional participants will be allowed. No cameras, cell phones, or electronic devices of any kind are allowed in USSOCOM facilities. Violations will cause the removal of the individual(s) from the facility.
3.2 Visit Requests: Interested sources shall submit an email to the Points of Contact (POC) identified below to reserve attendance. The email shall identify company name, CAGE Code and Unique Entity ID (UEI), primary POC (to include name, title, and email), and the name and title of each individual(s) attending. Reservations emails shall be received no later than Thursday, 2 July 2026 at 12:00 PM EDT. Emails received after the due date will not be considered and participation will not be allowed.
The reservation email shall identify if individuals have access to the base via an active valid DoW credential (e.g. CAC or military retiree ID). If individuals do not have base access, please provide the full legal name (as identified on the Driver’s License), Driver’s License number, and state of issuance. A background check shall be conducted to provide approval or denial for all potential attendees. Any attendees who do not receive approval will be notified and not be able to attend.
Approved visitors can proceed directly to either the Dale Mabry Gate or Bayshore Gate for base access. Individuals shall inform the guard they are attending the DCS Industry Day and are on the Base Access List (BAL). Individuals shall have their Driver’s License (same as submitted) and/or DoW credential readily available.
Attendees shall meet at the USSOCOM Visitor/Badging office (in the lobby of Building 5015) no later than 11:45 AM EDT. A Government representative will be present to check-in attendees and provide USSOCOM badges. Late attendees will be turned away and not allowed entry.
3.3 Questions: A Q&A session shall be conducted after the tour/site survey to allow attendees to ask questions about the requirements.
4.0 WHITE PAPER

4.2 Due Date/Time: White Papers are due no later than 17 July 2026 at 2:00 PM EDT. All white papers must be submitted via e-mail to the POCs. White papers received after the closing date and time are late and may not be reviewed.
4.3 White paper Format: White Papers shall be no more than ten (10) pages, single spaced, 12-point font size, Times New Roman and/or Calibri, with at least one-inch margins in Microsoft Word or Adobe Acrobat format. Nine-point font size and single spacing is acceptable for any tables, graphics, and illustrations; however, an abundance of pertinent information submitted in chart format is not acceptable.
