About this file
This is a Performance Work Statement (PWS) for Decision Support Center IT Upgrade Projects dated 25 June 2026, issued by the United States Special Operations Command (USSOCOM).
The project encompasses comprehensive upgrades to the Decision Support Center (DSC) facility at MacDill Air Force Base, Florida, which consists of four rooms (110, 114, 115, and 222) used for senior leader seminars and Special Operations Forces operational planning events. The contractor must complete five primary task categories: (1) Room #110 upgrades including replacement of DVLED video wall processors, upgrade of the audio station, replacement of network switches, lighting controller, and digital sound processor, lifecycle replacement of content management systems, updates to Crestron control code, removal and replacement of 75 seat risers with ADA-compliant aluminum risers, and re-carpeting; (2) Room #114 integration into the centralized DSC video distribution system, including removal of existing source components to Room #136 and installation of government-furnished equipment (GFE) ThinkLogical equipment; (3) Room #115 installation of a new Silicone Core DVLED display (approximately 4.5 feet by 23 feet) utilizing government-owned LED panels, configured with three equal-sized 16:9 aspect ratio pixel spaces with no greater than 1.2-pixel pitch; (4) Room #136 installation of three ThinkLogical ICT Chassis to replace traditional computer chassis; and (5) painting of any damaged areas throughout the facility. Work location is at MacDill AFB with normal core hours 0700-1600, though non-traditional hours (1700-0700) and weekend work may be required to accommodate scheduled events. Security requirements mandate Top Secret clearance for personnel performing DSC network and audio-visual system tasks, with access to SCI, NIPRNET, SIPRNET, and JWICS systems; ancillary personnel (carpet installation) do not require Top Secret clearance. The contractor must ensure all personnel maintain current professional certifications to preserve manufacturers' warranties and must provide complete, uncompiled Crestron control code and system diagrams upon project completion.

Decision Support Center IT Upgrade Projects 25 June 2026
1.1 DESCRIPTION OF REQUIRING ORGANIZATION. The United States Special Operations Command (USSOCOM) Decision Support Center (DSC) conducts senior leader seminars, and other Special Operations Forces (SOF) Operational Planning Events to directly support the USSCOM Commander in achieving operational and planning priorities for SOF. These events require visualizing, displaying, synchronizing, and rehearsing operational and mission concepts in terms of time, space and prioritization during multiple Commander’s directed leadership events. To meet this requirement, the Government has transformed the DSC into a Decision Support Theater with a Virtual Planning Workplace (VPW) capable of supporting many different types of events supporting various mission planning activities. The entire DSC facility is made up of 4 rooms; the main theater (110), an overflow room (222), an alternate main room (115) and a conference room (114). Room #110 operates as the main operating control center with rooms #110, #222 and #115 operating as part of the synchronized control infrastructure (i.e. displays and audio/visual for each room can be controlled from room #110). These rooms are also able to be controlled independent of room #110 with operator stations in each room.
1.2 TASK PURPOSE/SCOPE
The purpose of this task is to incorporate room #114 into the synchronized control infrastructure, as well as provide upgrades to the existing DSC computer and audio-visual systems. The required tasks are:
Contractor shall remove existing DVLED video wall processor and install an upgraded one. (See Section 3.0.1 for details.)
Contractor shall install a DVLED video wall processor for the DVLED video floor that currently does not utilize one. (See Section 3.0.1 for details.)
Contractor shall upgrade DSC audio station and completely re-wire all 3 DSC control stations so that they are all identical in control functionality. (See Section 3.0.1 for details.)
Contractor shall install ThinkLogical ICT18 computers and consolidate Room #114s computers to Room #136. (See Section 3.0.2 for details.)
Contractor shall install a Silicone Core DVLED video wall in Room #115, utilizing the provided government furnished equipment (GFE) Silicone Core LED panels. (See Section 3.0.3 for details.)
2.0 GENERAL REQUIREMENTS.
The Contractor shall meet the following general requirements, as well as the specific support identified in Section 3.0.
2.1 QUALIFIED PERSONNEL
The contractor shall ensure personnel have current and valid professional licensing/certifications and comply with all federal, state, and local environmental requirements and laws.
2.1.1 All personnel will possess appropriate certifications required to maintain all manufacturers’ warranties.
3.0 SPECIFIC REQUIREMENTS
The following section specifies the Performance Objectives and Performance Elements for the contract.
3.0.1 Room #110 Requirements:
3.0.1.1 Modify the current audio desk architecture to function like the other two VPW workstations, making all three identical in functionality.
3.0.1.2 Clean up and, where necessary, rerun A/V network cables to ensure network(s) are professionally installed and documented so that onsite DSC staff can support efficiently.
3.0.1.3 Replace the current collection of network switches with a cohesive and easy-to-understand/support network topology.
3.0.1.4 Replace the existing single lighting controller with a tab on the existing touch panels to enable lighting control at any mezzanine location.
3.0.1.5 Replace the existing Digital Sound Processor with a new primary/redundant system large enough to accommodate future expansion/inclusion of Room #115 and Room #222 resources.
3.0.1.6 Lifecycle replacement of the existing front wall content management system with a new eight-input content management system. The Government does not anticipate any additional ThinkLogical video distribution system components will be required.
3.0.1.7 Add a new six-input content management system and associated ThinkLogical equipment for floor display.
3.0.1.8 Update and provide a complete system diagram for all equipment in the system (existing and newly added).
3.0.1.9 Update the Crestron control code to the new baseline to eliminate the need to reboot the Crestron controller, control all new functionality added by the above modifications, and provide complete, uncompiled code upon successful project completion.
3.0.1.10 Seat Riser Removal/Replacement/Re-wiring. Removal of the current seat risers, seats, and carpeting shall be required by the contractor in order to provide access to network, audio, power and video wiring below the raised floor and complete the required re-wiring.
3.0.1.10.1 Remove all seats (75). Contractor shall be required to reupholster any seats that may get damaged during removal. Color will be decided by DSC Director.
3.0.1.10.2 Remove all microphones and associated microphone and laptop wiring.
