About this file

This document includes a request for proposal and related questions and answers for a Coxswain Helmet System procurement. The United States Special Operations Command seeks proposals for a five-year contract to supply a non-ballistic helmet system with modular accessories including a visor, ballistic mandible, nonballistic mandible, and two-piece ballistic applique. The helmet system and accessories must meet specified performance requirements and Berry Amendment standards. Offerors must have a verifiable U.S. production line and be the original equipment manufacturer. Proposals are due in June 2018 and the contract value ranges from $150,000 to $95 million. Questions and answers provide clarification on requirements for ballistic testing protocols, helmet cover samples, and seawater immersion standards.

Coxswain Helmet System Request for Proposal (RFP), Solicitation No. H92403-18-R-0001

Q&A Set 3

6 Jul 2018

Q34: Attachment_01_Performance_Specification-6June2018, Section 3.8.2: Paint is optional on the preparation of ballistic mandibles for V50 BL(P). Please confirm that where a firmly bonded soft edging is used, edging is optional as well?

A34: Edging is not optional in the sense that that there may be no exposed, cut ends of ballistic material. The method of covering exposed, cut ends of ballistic material is up to the offeror as long as the mandible meets the requirements of the Performance Specification.

Q35: The PSPEC indicates that the visors will be serialized (if applicable). In what situations will serialization be applicable to the visors?

A35: Serialization of the visors is applicable if the offeror determines it is necessary in order to identify lot traceability information.

Q36: Does the helmet cover sample required for the PDM submission need to be Federal Standard 595-36173 “Neutral Gray”?

A36: The helmet cover shall be in Multicam®.

Q37: Attachment_01_Performance_Specification-6June2018, Section 3.8.3: Protocol for testing the Coxswain helmet with ballistic applique for 9mm RTP/BTD requires that the side shots be placed approximately 50mm above the edge of the shell, which currently sits directly on the edge of the ballistic applique. Will GOVT instead accept a side shot location 25mm up from the edge of the ballistic applique in order to ensure a fair shot placement on the ballistic component?

A37: In this case, the 50mm should be measured from the edge of the applique. This would still leave an appropriate distance between the side shot location and the crown shot location.

Q38: Section 3.1.3 of the PSPEC references ASTM D1141-98 for seawater immersion, however which seawater within the ASTM standard is used, “Substitute Ocean Water” (Section 6) or “Substitute Ocean Water with Heavy Metals” (Section 7)?

A38: Section 6 “Substitute Ocean Water” will be used.
