About this file

This is a Questions and Answers (Q&A) document for RFQ H92257-26-Q-E030, a parking lot maintenance solicitation issued by Marine Forces Special Operations Command (MARSOC) at Camp Lejeune, dated 9 September 2026. The Q&A addresses 17 questions submitted by prospective offerors regarding solicitation requirements and scope clarifications.

Key Acquisition Requirements and Scope: The contract scope includes crack filling, sealcoating, striping, and parking blocks at a MARSOC facility parking lot. Work must be completed prior to November 1, 2026, though if not feasible, rescheduling will be required. Asphalt repair and signage installation are explicitly excluded from scope. Two driveway entry points are not included in the requirement. An official parking lot layout and stencil designation diagram will be provided by the Government; stencils themselves will not be supplied. Offerors may temporarily relocate parking bumpers to facilitate perimeter cleaning of sediment and vegetation buildup. Environmental and chemical product restrictions apply per Camp Lejeune's Base Environmental Management Division Authorized Use List; weed killer from this list is permitted. Hot works permits are required for torch use during crack filling. A single water hookup on the building's side is the only available source.

Mandatory Requirements and Award Information: Attendance at a pre-bid site visit is non-negotiable and mandatory; failure to attend renders offerors ineligible for award. A comprehensive Traffic Control Plan addressing military movements, emergency routes, and base traffic is mandatory. A detailed Technical Proposal evaluating contractor expertise, equipment, and methodology is required. The site visit attendee list will not be published. Award is anticipated prior to 30 September 2026. These requirements reflect MARSOC's operational security, technical standards, and mission-continuity mandates to mitigate risk and ensure successful contract performance.

Para./ Section Questions/Comments

(1)

Solicitation Q: Just curious as to why anyone would want to go to a mandatory prebid for such a small job?

Government Response: Mandatory attendance at the pre-bid site visit is a non-negotiable requirement. This ensures all prospective offerors possess an identical, firsthand understanding of the physical site constraints, operational variables, and specialized security parameters unique to this Marine Forces Special Operations Command (MARSOC) facility. The Government does not adjust acquisition procedures based on an offeror's subjective assessment of project scale. Failure to attend the mandatory pre-bid conference renders an offeror ineligible for award.

(2)

Solicitation Q: Why spend hours coming up with a plan to control traffic for a job they probably won't get?

Government Response: Operational safety and uninterrupted base operations are paramount. The requirement for a comprehensive Traffic Control Plan (TCP) is mandatory to ensure that execution of the contract does not compromise active military movements, emergency response routes, or daily base traffic. Offerors who are unwilling or unable to allocate the corporate resources necessary to plan for safe, compliant execution are advised that the Government requires strict adherence to all safety and planning criteria.

(3)

Q: Why spend hours figuring out the security issues at that site?

Government Response: This project takes place within a secure military installation. Understanding and planning for rigorous base access controls, personnel vetting, and localized security procedures is an operational necessity. Compliance with these security measures is mandatory and non-negotiable. Offerors must evaluate their capability to meet these security requirements prior to proposal submission, as no deviations will be permitted post-award.

(4)

Q: Why spend another couple of hours putting together a technical on how to sealcoat?

Government Response: The Technical Proposal is the Government’s primary mechanism to evaluate an offeror's technical capability. The Government must ensure that the selected contractor possesses the requisite expertise, equipment, and methodology to perform the work in accordance with the SOW. A detailed technical submission prevents project failure and ensures the stewardship of taxpayer funds. Offerors who do not wish to detail their technical approach should not submit a proposal.

(5)

Q: Is there a good reason this type of scrutiny is being imposed?

Government Response: The requirements established in this solicitation reflect the operational security, technical standards, and mission-continuity mandates of Marine Forces Special Operations Command (MARSOC). The Government requires technical submissions and mandatory site attendance to ensure offerors fully understand the physical constraints, security controls, and specifications governing work on this installation, thereby mitigating risk and ensuring successful contract performance
