Performance Work Statement (PWS) – Requirements Development for Video Teleconference (VTC) System Refresh Programming and Support

1.0 INTRODUCTION. The Marine Corps Forces Special Operations Command, (MARFORSOC), Camp Lejeune, NC has a requirement for Video Teleconference (VTC) system refresh programming and support for (8) existing locations. This requirement is limited to equipment/locations at the facilities identified below at specified MARFORSOC locations aboard MCB, Camp Lejeune, NC.

2.0 OBJECTIVES. The Vendor shall engineer, provision, relocate and install components; test and validate as required; and conduct Information Technology (IT)/ Audio-Visual (AV) integrations and programming of AV/VTC equipment located in buildings RR400, RR405, RR450, and A66. The end state shall be end-to-end solutions that provide advanced, fully configured VTC capabilities that are easily operated and maintained. The Vendor shall provide a proposal for refresh of MARFORSOC Large, Medium, and Small VTC rooms and the VTC Control Room.

The proposal shall take into account changes in technology and equipment and shall focus on improvements in reliability, useability, maintainability and cost. Proposals shall include labor costs, BOM, wire diagrams, and layout.

2.1 VTC Control Room: RR400, Rm 2503.

2.1.1 De-install (2) 55” monitors and leave on-site for Government disposition.

2.1.2 (3) 43” LCD monitors will be installed in place of the (2) removed monitors and be TAA compliant without wifi (Basis of design: LG)

2.1.3 Install Government Furnished (GFE) VTC Codec in equipment stack and integrate with monitors and desk control panel installed in VTC Control Room.

2.2 Small VTC Rooms: RR400, Rm 1611.

2.2.1 All AV equipment currently installed in room is to be de-installed and left on-site for Government disposition

2.2.2 Add network bridging capability to RR400, Rm 1611.

2.2.3 (2) 75” LCD monitors will be installed on the front wall and be TAA compliant without wifi (Basis of design:

2.2.4 Monitors are to be installed using tilting mounts that are TAA compliant (Basis of design: Chief)

2.2.5 Signal extension for HDMI and RS-232 from the rack to the monitors is to be supported by an HDBaseT extender set that supports 4K video (Basis of design: Crestron)

2.2.6 A government furnished (GFE) NIPR and SIPR PC will be used with the system. One PC will be located in the rack and the other will be located beside the rack.

2.2.7 A laptop connection will be supported at the table supported by an HDBaseT extender set that supports 4K video (Basis of design: Crestron)

2.2.8 A quad camera with built-in speakers and speaker tracking capabilities will be mounted below and centered on the monitors. (Basis of design: Cisco)

2.2.9 A signal extender set will support signal transport for the quad camera from the rack to the camera. (Basis of design: Sound Control)

2.2.10 A government furnished (GFE) video conference codec will be installed in the rack (Basis of design: Cisco)

2.2.11 An HDMI/audio to USB converter will be used to support web-based video conference support, such as MS

Teams, using the NIPR PC (Basis of design: Inogeni)

2.2.12 An 8x8 modular matrix switcher will be populated with I/O cards to support the in-room source routing and streaming signals back to the headend to include: (5) HDMI input cards; (1) DM 8G+ input card; (1) 2-channel DM 8G+ output card; (1) 2-channel scaling HDMI output card; (1) H.264 streaming output card (Basis of design: Crestron)

2.2.13 A four input USB switcher will support switching between NIPR and SIPR PC for keyboard control (Basis of design: Extron)

2.2.14 A four input USB switcher will support switching between NIPR and SIPR PC for keyboard control (Basis of design: Extron)

2.2.15 (2) sets of USB extenders will be used to support signal transport from the rack to the PC for GFE keyboard/mouse and GFE card reader for SIPR PC (Basis of design: Extron)

2.2.16 (3) table microphones will be located at the table and connected to the microphone inputs at the codec (Basis of design: Cisco)

2.2.17 A 10” touch panel (TAA compliant) with native Cisco GUI, supplemented by advanced controls supported by Crestron integration, will be located at the table (Basis of design: Cisco)

2.2.18 A control processor with (3) RS-232 and dual networks will be installed (Basis of design: Crestron)

2.2.19 A 12 port TAA compliant network switch will be installed (Basis of design: Cisco)

2.2.20 A 2-bay credenza rack, with lock to prevent access, will be used to house rack mounted equipment (Basis of design: Middle Atlantic)

2.2.21 A 9-outlet 15amp power conditioner will be installed in each bay of the credenza rack to protect equipment (Basis of design: Middle Atlantic)

2.3 Medium VTC Rooms: RR450, Rm 149; RR 405, Rm 107.

2.3.1 All AV equipment currently installed in room is to be de-installed and left on-site for Government disposition.

2.3.2 Add network bridging capability to (3) VTC Rooms -- RR450, Rm 149, RR 405, Rm 107 and RR400, Rm

2.3.3 Install Government Furnished (GFE) VTC Codec in each VTC Room.

2.3.4 (2) 86” LCD monitors will be installed on the front wall and be TAA compliant without wifi (Basis of design:

2.3.5 Signal extension for HDMI and RS-232 from the rack to the monitors is to be supported by an HDBaseT extender set that supports 4K video and provides image scaling (Basis of design: Crestron)

2.3.6 A government furnished (GFE) NIPR and SIPR PC will be used with system; One PC will be located in the rack and the other will be located beside the rack

2.3.16 A 12x8 fixed I/O audio DSP with Dante and digital/analog telephone support will be installed (Basis of design: Biamp)

2.3.17 A 4 channel 75W modular amplifier will be installed (Basis of design: Crestron)

2.3.18 (6) 6.5” 2-way ceiling speakers will be installed. (Basis of design: Crestron)

2.3.19 A 10” touch panel (TAA compliant) with native Cisco GUI, supplemented by advanced controls supported by Crestron integration, will be located at the table. Basis of design: Cisco)

2.3.20 A control processor with (3) RS-232 and dual networks will be installed. (Basis of design: Crestron)

2.3.21 A 12 port TAA compliant network switch will be installed (Basis of design: Cisco)

2.3.22 A 2-bay credenza rack, with lock to prevent access, will be used to house rack mounted equipment (Basis of design: Middle Atlantic)

2.3.23 A 9-outlet 15amp power conditioner will be installed in each bay of the credenza rack to protect equipment (Basis of design: Middle Atlantic)

2.4 Large VTC Rooms: RR400, Rm 1050; RR400, Rm 2416; A66, Rm 223; RR450, Rm 253

2.4.1 All AV equipment currently installed in room is to be de-installed and left on-site for Government disposition

2.4.2 Add network bridging capability to two VTC Rooms – RR400, Rm 1050 and A66, Rm 223.

2.4.3 Install a modular conference table in RR400, Rm 1050. The table layout must be able to be changed to accommodate multiple configurations.

2.4.4 Install Government Furnished (GFE) VTC Codec in each VTC Room.

2.4.5 (2) 98” LCD monitors will be installed on the front wall and be TAA compliant without wifi (Basis of design:

2.4.6 Signal extension for HDMI and RS-232 from the rack to the monitors is to be supported by an HDBaseT extender set that supports 4K video and provides image scaling (Basis of design: Crestron)

2.4.7 A government furnished (GFE) NIPR and SIPR PC will be used with system; One PC will be located in the rack and the other will be located beside the rack.

2.4.23 A 2-bay credenza rack, with lock to prevent access, will be used to house rack mounted equipment (Basis of design: Middle Atlantic)

2.4.24 A 9-outlet 15amp power conditioner will be installed in each bay of the credenza rack to protect equipment (Basis of design: Middle Atlantic)

3.0 Period of Performance. The period of performance shall be from contract award for 180 days.

The Contractor shall maintain the equipment for 365 days from the date of acceptance.

4.0 Place of Performance. The work to be performed under this Performance Work Statement (PWS) shall be performed at the specified work locations (Stone Bay and Courthouse Bay) on MCB Camp Lejeune, North Carolina.

5.0 Contract Deliverables (CD). The Contractor shall provide to the Technical Representative (TR) and the Contracting Officer’s Representative (COR) two (2) written deliverables for contract data:

5.1 CD 1: The Contractor is responsible for listing/identifying all ancillary cables, connectors, pins, etc. necessary to accomplish successful systems integrations that result in turn-key infrastructure solutions. An acceptance document (Contractor format) shall be delivered upon final completion of the work and acceptance by the government. This report shall include the following information:

5.1.1 As-built drawing in commercial format as approved by the Government TR.

5.1.2 Inventory list in a typical Bill of Materials (BOM) format.

5.1.3 OEM Parts lists, system tag numbers, model numbers, serial numbers, and all OEM warranty details.

5.1.4 Cable plant test and certification documentation.

5.1.5 Cable labeling schema.

5.2 CD 2: The Contractor shall provide a (Microsoft Excel) spreadsheet identifying all firmware/software upgrade statuses, license renewals and any preventative and/or corrective maintenance actions pertaining to the identified AV/VTC systems and components.

6.0 SECURITY NOTICE. Contractor and subcontractor employees must comply with installation rules and regulations. The Contractor is responsible for ensuring that each of its subcontractors fully complies with the following provisions and shall include a clause for subcontracts to satisfy this contractual obligation. All Contractor personnel performing work under this contract who require access to military installations shall obtain personal entry and vehicle passes from the Provost Marshall’s Office (PMO) of Camp Lejeune.

a) Security shall be per the attached DD254. Each individual requiring access to classified information must have an adjudicated SECRET clearance, which can be accessed via DISS. Clearance eligibility in the appropriate system (JPAS or DISS) must be submitted to the MARFORSOC Security Management Office 209006 with the

Government Contracting Officer’s Representative (COR) as the sponsor for all assessments and reviews, as well as actual maintenance and services completion. An annual JPAS request may be submitted, in coordination with the

COR. COR name to be provided post-award notification.

b) At least 45 days before performance start, the contractor shall provide security information and packets with all clearance information for all contractor personnel to the MCB Provost Marshal’s Office (PMO) for review and approval by the appropriate U.S. Government (USG) office/staff section. Changes to personnel made after that time shall require that a packet be submitted to the USG upon the change; new personnel shall not physically begin work until cleared after USG review of the security packet.

c) Refer to DD254 for additional security requirements. Contractor team and individual(s) supporting this requirement shall have access to classified information and shall be cleared at the appropriate level (SECRET) as here in 6.0 of this PWS.

7.0 MARFORSOC Visitor Control Procedures.

7.1 Department of Defense-affiliated personnel visiting MARFORSOC are required to submit a Visit Authorization Request (VAR) through their Security Manager (DoD) or Facility Security Officer (Industry) via the Joint Personnel Adjudication System (JPAS) identifying the MARFORSOC sponsor’s name and phone number as the POC. The document(s) will be submitted to the MARFORSOC Security Manager Office within 24 hours of arrival. Please contact/verify with the MARFORSOC Security Managers Office that clearance has been granted prior to arrival.

7.2 Non-Department of Defense-affiliated visitors or organizations that do not use JPAS for clearance verification may submit a Visit Authorization Letter (VAL) via fax (910-440-1100) to the Security Office. The request must be on the visiting Company’s official stationery, signed by the FSO, Owner or HR representation and contain the following visitor information (ensure PII is protected): Visitor’s full name, Date of Birth, Place of Birth, Citizenship, date(s) of visit, purpose of visit, MARFORSOC sponsor’s name and phone number, VAL signed by Company, any local background checks.
