FY23 MARSOC G631 IT/AV Movement Project
INTRODUCTION. The Marine Corps Forces Special Operations Command, (MARSOC), AC/S G6
Directorate, Camp Lejeune, NC has a requirement to Acquire/Install new IT Infrastructure Cabling, Audio Visual Support Equipment, IT Work Centers, and power/electrical support to all IT work Centers. All work will be accomplished in building RR400, 1st Floor, rooms 1280, 1311, 1310, 1278, and 1308. This requirement will include acquisition and installation of all specified network, Audio Visual, and work Center materials, in all government designated spaces, as per the below requirement. Vendor will conduct all installation, testing, and commissioning of all cabling and equipment prior to final commissioning. Cabling and other components vendor will be required to purchase does NOT have to be TAA Compliant for the AV install. All major end items are Government Furnished Equipment (GFE).
1.1 OBJECTIVE #1 – Admin Center Room 1280: This space consists of wiring infrastructure (Copper/Fiber), Video, IT work center acquisition/installation, and Electrical Jack install/move. All existing Audio-Visual equipment will be removed and “re-installed” in room 1308 prior to new installation.
1.1.1 Wiring Infrastructure:
1.1.1.1 Provide two (2) network switch racks (Unclass & Classified) to be mounted on Back Wall of 1280 space to accommodate two (2) GFE Network Switches.
1.1.1.2 Provide a Fiber Optic Patch Panel (FOPP) at the unclass rack location. Provide six (6) strands of
Single Mode Fiber (SMF) that will originate in Room 1029 (Telco “A”) and terminate at the unclass rack on room 1280 at the FOPP. Both ends will be terminated by using LC/LC connectors. A two (2) strand SMF patch cord will be provided to “cross connect” from the unclass FOPP to the classified network rack/equipment. No FOPP is required at the classified Rack location. Fiber will connect directly to the GFE Network Switch.
1.1.1.3 Provide a total of 64 CAT 6 network cables supporting the different classifications of network (32 - NIPR + 32 - SIPR). Network cables will originate at the wall mounted network switch locations and terminate at sixteen (16) separate quad wall box locations (NIPR = 8 + SIPR = 8). Each location containing quad Siemen CT Coupler’s (4 lines per location per network). NOTE: No RJ- 45 patch panels are required – all cabling will terminate directly into GFE network equipment.
Note: All CAT 6 Cables will be terminated in surface mounted Quads via Panduit.
1.2 IT work-centers (Example Market Research pictured below): Eight IT Work Center tables that are “stand to sit” capable, with the height adjustment being electrical vice manual crank will be provided and installed by the vendor in the 1280 space. The Stand-to-Sit tables will have wall and side privacy panels installed as part of the plan. The proposed Plan (below) depicts four (4) work centers on one wall, the opposite wall will have three (3) work centers, and the head of the room or Door wall will have one (1) work center installed (see proposed drawing below). All work centers will be equipped with a computer monitor control arm capable of supporting multiple configurations of computer monitors (Monitors are GFE). Specifically, of the eight IT work centers located in Room 1280, the “set” of 4 workstations and the single IT work center require 2 monitor support arms, a dual (Capable of supporting a horizontally stacked 34” ultra-wide monitors) and a single monitor support arm capable of supporting a single 34” ultra-wide monitor that will be mounted in a vertical position. The remaining 3 work centers will have a single support arm capable of supporting 4 – 27” monitors stacked (2 on one side and two on the other). A power distribution unit (PDU) will be installed at table height or above to support every two users. The source for the power will originate from the existing electrical circuits in the room; the vendor will be required to “move” or redistribute those circuits to the desired location behind the IT work centers that are depicted below.
1.2.1 Audio/Video: Vendor will provide four (4) professional-grade 60” flat panel AV monitors. Two of AV Monitors will be installed on the front wall above the single IT work center depicted in the above picture. The remaining two will be installed on opposite walls with one mounted directly above the set of 4 IT work centers and the other installed directly above the set of 3 IT work centers. Vendor will use the existing electrical services to support the two monitors mounted on the side walls. The vendor will “tap” into the existing circuit located on the Door wall, which is currently at 18” AFF, and bring a duplex up the wall and install a single duplex outlet between the two Door wall monitors at approximately 72” AFF.
1.2.2 White Board: The vendor will install a single White board (provided by the Government) on the back wall centered between the two Network locations. Height to be determined by the Government.
1.2.3 Other: The existing door hardware (handle, lock, and key access) will be modified to add a Cipher lock that will be mounted on the outside door location. The legacy door handle/parts will be turned over to the Government.
1.2.4 DEMO Existing Audio/Video: All current Audio-Visual equipment, cabling, and accessories will be removed from room 1280 and installed in room 1308 workspace. See below for room 1308 Details.
1.3 OBJECTIVE #2 – Mobility Room 1311: This space consists of adding Four (4) electric height adjustable work center tables. There is no requirement for wall or privacy panels for these work center tables. A power distribution unit (PDU) will be provided by vendor.
1.3.1 Wiring Infrastructure: None required for this room.
1.3.2 Audio/video: None required for this room.
1.3.3 IT Work Centers: Vendor will provide and install four (4) IT Work Centers (electric height adjustable) in the 1311 space. The work center tables will be similar in look and function as room 1280 above. However, the vendor will NOT provide the wall or privacy panels for these work center tables. Similar to the 3 work center configuration in Room 1218, all work center tables will be equipped with a computer monitor support arm capable of supporting up to four (4) professional-grade 27” monitors (stacked in a 2x2 configuration) per work center (Monitors are GFE). A dedicated power distribution unit (PDU) will be installed at each location at table height.
The source for the power/PDU will originate from the existing wall electrical outlet. No electrical service is required for this space.
1.3.4 Other: The existing door hardware (handle, lock, and key access) will be modified to add a Cipher lock that will be mounted on the outside door location. The legacy door handle/parts will be turned over to the Government.
1.4 OBJECTIVE #3 - Lab Room 1310: Installation shall include end-to-end installation (parts, labor), on-site maintenance and logistics support, and OEM support.
1.4.1 Network Wiring Electrical infrastructure: Vendor will provide/install six (6) strands of Single Mode Fiber that will originate in Room 1029 (Telco “A”) and terminate at the Government directed location within room 1310. Both ends will be terminated with LC/LC type connectors. The Vendor will install three (3) “NEW” Electrical Circuits originating from the Telco “A” panel and installed directly behind (at 18” AFF) the vendor provided EMI Work Bench (see 1.3.3 below).
1.4.2 Audio/Video: None Required for this service
1.4.3 IT Work Centers: Vendor will provide and install one (1) work center bench (minimum 72 in L x
24 in W - with an approximate height of 52 in the 1310 workspace. Vendor will provide three (3) PDU’s supporting the work bench (one per new electrical circuit), mounted at or above the table height of the work center bench.
1.4.4 Other: The existing door hardware (handle, lock, and key access) will be modified to add a Cipher lock that will be mounted on the outside door location. The legacy door handle/parts will be turned over to the Government.
1.5 OBJECTIVE #4 – Mobility Issue Point Room 1278:
1.5.1 Network Wiring and Electrical Infrastructure: None is required for this room.
1.5.2 Audio/video: None required for this room.
1.5.3 IT Work Centers: Vendor will provide and install Two (2) IT Work Center (electric height adjustable) Tables in the 1278 workspace. There is no requirement to add the walls or privacy panels to these work center tables. The work center will be equipped with a computer monitor support arm capable of supporting four (4) professional-grade 27” monitors. A single power distribution unit (PDU) will be installed at table height or above to support power requirements.
The source for the power will originate from the wall electrical outlet (All electrical service for this space is existing – GFE. Vendor is not required to add/remove any electrical service).
1.5.4 Other: A 20 slot Pigeonhole Bin, with approximate dimensions of 8 in D x 10 ft H x 8 ft W, will be provided by the vendor and mounted on the wall (Commonly referred to as a “mail sorting box or mail sorting wall”). The existing door hardware (handle, lock, and key access) will be replaced with a Cipher lock that will be mounted on the outside door location. The legacy door handle/parts will be turned over to the Government.
1.6 OBJECTIVE #5 – Conference Room 1308:
1.6.1 DEMO Existing Audio/Video: All existing legacy AV equipment and devices will be removed.
The Government will determine which components will be vendor disposed or turned over to the
Government. Typical components include Conference Table, Camera, AV Cabinet, Room Monitors, White Boards, etc. NOTE: Ceiling speakers may be left in place (Demo not required).
1.6.2 INSTALL AV Components from Room 1280: All AV components currently located in room 1280 will be installed in conference room 1308. This includes the current AV rack, all components, conference table, and other associated parts. NOTE: The vendor may leave existing ceiling speakers in place and utilize existing speakers in Room 1308). The vendor will ensure the room is placed back into full operational mode. A full commission by the Government is required prior to closure.
2. Period of Performance. The period of performance shall be from contract award for 270 days.
3. Place of Performance. Work shall be performed at specified work location in HQ building RR400, Stone Bay, on MCB Camp Lejeune, North Carolina.
4. Contract Data Requirements List (CDRL). The Contractor shall provide to the Technical Representative (TR) and the Contracting Officer’s Representative (COR) one written deliverable for contract data:
4.1 Vendor will update and maintain current “As Built” drawings and provide copies to the Government.
4.2 Cable labeling schema will be maintained and provided to Government.
5. SECURITY NOTICE. The Vendor is not required to maintain security clearances for work personnel.
All personnel will be escorted by AC/S G6 technicians during normal work hours.
6. Warranty. Vendor will grant a 1-year workmanship period.
