FY23 MARSOC G631 IT/AV Movement Project
INTRODUCTION. The Marine Corps Forces Special Operations Command, (MARSOC), AC/S G6
Directorate, Camp Lejeune, NC has a requirement to Acquire/Install new IT Infrastructure Cabling, Audio Visual Support Equipment, IT Work Centers, and power/electrical support to all IT work Centers. All work will be accomplished in building RR400, 1st Floor, rooms 1280, 1311, 1310, 1278, and 1308. This requirement will include acquisition and installation of all specified network, Audio Visual, and work Center materials, in all government designated spaces, as per the below requirement. Vendor will conduct all installation, testing, and commissioning of all cabling and equipment prior to final commissioning. Cabling and other components vendor will be required to purchase does NOT have to be TAA Compliant for the AV install. All major end items are Government Furnished Equipment (GFE).
1.1 OBJECTIVE #1 - Room 1280: This space consists of wiring infrastructure (Copper/Fiber), Video, IT work center acquisition/installation, and Electrical Jack install/move. All existing Audio-Visual equipment will be removed and “re-installed” in room 1308 prior to new installation.
1.1.1 Wiring Infrastructure: The colors of cable are RED for SIPR & GREEN for NIPR. No other colors are required.
1.1.1.1 Provide two (2) network switch racks (Unclass & Classified) to be mounted on Back Wall of 1280 space to accommodate two (2) GFE Network Switches.
1.1.1.2 Provide a Fiber Optic Patch Panel (FOPP) at the unclass rack location. Provide six (6) strands of Single Mode Fiber that will originate in Room 1029 (Telco “A”) and terminate at the unclass rack on room 1280 at the FOPP. Both ends will be terminated by using LC/LC connectors. A two (2) strand SMF patch cord will be provided to “cross connect” from the unclass FOPP to the classified network rack/equipment. No FOPP is required at the classified Rack location. Fiber will connect directly to the GFE Network Switch.
1.1.1.3 Provide a total of 64 CAT 6 network cables supporting the different classifications of network (32 - NIPR + 32 - SIPR). Network cables will originate at the wall mounted network switch locations and terminate at sixteen (16) separate quad wall box locations (NIPR = 8 + SIPR = 8). Each location containing quad Siemen CT Coupler’s (4 lines per location per network). NOTE: No RJ- 45 patch panels are required – all cabling will terminate directly into GFE network equipment.
Note: All CAT 6 Cables will be terminated in surface mounted Quads via Panduit.
1.1.2 IT work-centers (Example Market Research pictured below): Eight IT Work Centers (height adjustable) will be provided and installed by the vendor in the 1280 space. The east wall will have four (4) work centers, the West Wall will have three (3) work centers, and the South wall (Door wall) will have one (1) work center installed (see proposed drawing below). All work centers will be equipped with a computer monitor control arm capable of supporting up to four (4) 24”- 27” monitors per work center. A power distribution unit (PDU) will be installed under the work center to support every two users. The source for the power will originate from the wall electrical outlet (must be installed by vendor).
1.1.3 Audio/Video: Vendor will provide four (4) 60” flat panel monitors. Two will be suspended from the ceiling near the center of the room (Per Government Directed location), and the other two will be mounted on the back wall. An HDMI Video Matrix (minimum 4x8) switcher will be provided to support the four monitors (hard wired/cabled to each monitor). Vendor will extend one (1) HDMI cable from room 1280 to room 1310 Lab Location. Vendor will install/move electrical services to support all Audio Video monitors.
1.1.4 Other: The existing door hardware (handle, lock, and key access) will be modified to add a Cipher lock that will be mounted on the outside door location. The legacy door handle/parts will be turned over to the Government.
1.1.5 DEMO Existing Audio/Video: All current Audio-Visual equipment, cabling, and accessories will be removed from room 1280 and installed in room 1308 workspace. See below for room 1308 Details.
1.2 OBJECTIVE #2 – Room 1311: This space consists of adding three (3) work centers and wiring them from existing wall jacks (Both NIPR & SIPR) for general use. A power distribution unit (PDU) will be provided by vendor.
1.2.1 Wiring Infrastructure: The colors of cable are RED for SIPR & GREEN for NIPR. No other colors are required. Vendor will utilize existing network drops (both Class & Unclass) located on interior walls to “energize” the new work centers. At a minimum – two (2) Class & Unclass drops per work center.
1.2.2 Audio/video: None required for this room.
1.2.3 IT Work Centers: Vendor will provide and install three (3) IT Work Centers (height adjustable) in the 1311 space. The work centers will be similar in look and function as room 1280 above. All work centers will be equipped with a computer monitor control arm capable of supporting up to four (4) 24”- 27” monitors per work center. A power distribution unit (PDU) will be installed under the work center to support every two users. The source for the power will originate from the wall electrical outlet (must be installed by vendor).
1.2.4 Other: The existing door hardware (handle, lock, and key access) will be modified to add a Cipher lock that will be mounted on the outside door location. The legacy door handle/parts will be turned over to the Government.
1.3 OBJECTIVE #3 - Room 1310: Installation shall include end-to-end installation (parts, labor), on-site maintenance and logistics support, and OEM support.
1.3.1 Wiring Infrastructure: The colors of cable are RED for SIPR & GREEN for NIPR. No other colors are required. Vendor will provide/install six (6) strands of Single Mode Fiber that will originate in Room 1029 (Telco “A”) and terminate at the Government directed location within room 1310. Both ends will be terminated with LC/LC type connectors.
1.3.2 Audio/Video: Vendor will install one (1) HDMI cable originating at the Video Matrix Switch in room 1280 to Room 1310 (Government Directed location).
1.3.3 IT Work Centers: Vendor will provide and install one (1) work center bench (minimum 72” x 24”)) in the 1310 workspace. Vendor will provide three (3) PDU’s supporting the work bench. Three Additional 20 Amp Circuits are required (one per PDU) to be installed under the work bench.
Electrical Circuits will originate in Government electrical closet located adjacent to the 1310 workspace.
1.3.4 Other: The existing door hardware (handle, lock, and key access) will be modified to add a Cipher lock that will be mounted on the outside door location. The legacy door handle/parts will be turned over to the Government.
1.4 OBJECTIVE #4 - Room 1278:
1.4.1 Wiring Infrastructure: The colors of cable are RED for SIPR & GREEN for NIPR. No other colors are required. Vendor will utilize existing network drops (both Class & Unclass) located on interior walls to “energize” the new work center. At a minimum – two (2) Class & Unclass drops per work center. Panduit is authorized for pathway to work center.
1.4.2 Audio/video: None required for this room.
1.4.3 IT Work Centers: Vendor will provide and install One (1) IT Work Center (height adjustable) in the 1278 workspace. The work center will be similar in look and function as room 1280 above.
The work center will be equipped with a computer monitor control arm capable of supporting up to four (4) 24”- 27” monitors. A single power distribution unit (PDU) will be installed under the work center to support power requirements. The source for the power will originate from the wall electrical outlet (must be installed by vendor).
1.4.4 Other: The existing door hardware (handle, lock, and key access) will be modified to add a single deadbolt (interior) in place of existing deadbolt. The legacy door handle/parts will be turned over to the Government.
1.5 OBJECTIVE #5 - Room 1308:
1.5.1 DEMO Existing Audio/Video: All existing legacy AV equipment and devices will be removed.
The Government will determine which components will be vendor disposed or turned over to the Government. Typical components include Conference Table, Camera, AV Cabinet, Room Monitors, White Boards, etc. NOTE: Ceiling speakers may be left in place (Demo not required).
1.5.2 INSTALL AV Components from Room 1280: All AV components currently located in room 1280 will be installed in this workspace. This includes the current Audio-Visual Conference Table. All AV components must be in installed and placed back into normal operating condition.
A full commission is required prior to closure. Components that will be moved include Conference Table, Camera, AV Cabinet and all components, Room Touch Panel, Room LCD Monitors, White Boards, etc. NOTE: Speakers may be re-used and/or left in place.
2. Period of Performance. The period of performance shall be from contract award for 180 days.
3. Place of Performance. Work shall be performed at specified work location in HQ building RR400, Stone Bay, on MCB Camp Lejeune, North Carolina.
4. Contract Data Requirements List (CDRL). The Contractor shall provide to the Technical Representative (TR) and the Contracting Officer’s Representative (COR) one written deliverable for contract data:
5.1 Vendor will update and maintain current “As Built” drawings and provide copies to the Government.
5.2 Cable labeling schema will be maintained and provided to Government.
6 SECURITY NOTICE. The Vendor is not required to maintain security clearances for work personnel.
All personnel will be escorted by AC/S G6 technicians during normal work hours.
